RECOMMENDATION
That the City Council:
Authorize the City Manager, or his designee, to approve an Agreement with the Downey Unified School District for School Resource Officer Services commencing n August 9,'2023 and terminating on August 8, 2024.
BACKGROUND
The Downey Unified School District (District) and the City of Downey (City) have partnered together for over 20 years to provide a School Resource Officer (SRO) program at all three of the Districts high schools: The program allows officers to be visible and active on campuses and serve as a link between the school community and the Downey Police Department. Furthermore, the officers serve as a role model and mentor for students, while also detecting and deterring criminal activity.
Officers working as an SRC have been previously assigned as a collateral position and were paid overtime by the District. However, on June 14, 2022, the District reached a three-year agreement with the City to have two officers assigned as a full-time SRO, with one working at Downey High School and the other at Warren High School. The District reached a separate agreement on August 9, 2022, with the City to continue the SRO program at Golumbus High School on an overtime basis. These agreements are renewed annually allowing for coverage at all three high schools and ensuring an SRO is on campus at all times.
