APPROVED BY
CITY MANAGER
T: HONORABLE MAYORE THE CITY COUNCIL
FROM: OFFICE OFT CITY MANAGER
Y: LESLIE R. MURRAY, CHIEF F POLICE
DATE: AUGUST 22, 2023
SUBJECT: T CT AGREEMENT WITH AXON ENTERPRISE, INC. FOR DIGITAL
EVIDENCE COLLECTION, SC
EXECUTIVE Y
The City Council will consider approving an Agreement between the Downey Police Department and Axon Enterprise, Inc. for a five-year term. Axon Enterprise will provide software and support for digital evidence storage and management. Approval will allow for the efficient and cost-effective storage and processing of digital evidence, and will also allow for electronic sharing with other local enforcement agencies as required by law.
RECOMMENDATION
That the City Council:
Approve a Master Services and Purchasing Agreement with Axon Enterprise, Inc. for collection, storage, and processing of digital evidence, for a five-year term commencing September 1, 2023 and ending August 31, 2028 for a total contract amount of $416,250.
BACKGROUND
The Downey Police Department currently uses a proprietary software system for the storage of all digital evidence. Digital evidence includes all photographs, videos, and audio recordings collected in connection with criminal and administrative investigations and are critical to Police Department operations. This system was internally created over 13 years ago by an officer who was assigned to our IT Unit. This officer has since retired and is not available for technical support if the system crashes:
In recent years, the amount of digital evidence has significantly grown, particularly with the increase of cell phone data, home video surveillance, and business security video systems. Three City servers that store digital evidence are over 10 years old and need replacement. They are at full capacity and are no longer supported by Dell.

AND STORAGE

PAGE 2
The current digital evidence software is outdated, does not allow for electronic sharing as required by law„ and is not meeting current needs. The collection and data sharing capabilities are inefficient compared to the capabilities of current available software systems:
ANALYSIS
While looking for solutions to our storage problems, we spoke with Kraig St. Pierre, who is a Deputy District Attorney for the LosAngelesCounty DistrictAttorney's Office, and is the Deputy in Charge at Downey Superior Court. St. Pierre advised that Axon Evidence is the only software that currently interacts with their infrastructure. Axon Evidence is used by the Los Angeles County Sheriff's Department and the South Gate Police Department, accounting for half of their caseload. In addition, several ;other police departments are looking into purchasing Axon Evidence as it is user friendly and has several benefits when dealing with discovery requests.
Axon Evidence (Axon) is a Digital Evidence Management ;System (DEMS) that will increase efficiency, providing a secure, centralized, cloud -based solution for the storage, management, and sharing of digital evidence. The system will allow for the management of all types of data including: body -worn camera video, in -car camera video, Police Station and City Hall complex surveillance video, closed-circuit television (CCTV), photographs, audio recordings, and documents.
All data will be uploaded electronically and stored in a cloud -based storage system maintained by Axon; eliminating the need to replace and maintainon-site servers, A link to upload digital evidence will be provided to victims and/or witnesses, simplifying the process of evidence collection. This will be an added convenience to the community and allow for more timely collection of evidence.
Axon Evidence also has the capability to share digital data with the courts and is already doing so with the Los Angeles County District Attorney's Attorney'Office. Staff will be able to upload evidence directly to the court in response to discovery requests, saving time in processing and delivering of other media formats.
This system also includes redaction software that can detect and mask common objects, such as license plates and faces. As the Police Department has experienced a significant increase in the number of public records requests that require redaction of digital evidence, Axon's software will significantly reduce the costs and staff -time required to respond.
