SUBJECT: STREET CLOSURE REQUEST — CITY OF DOWNEY'S HAVANA NIGHTS EVENT
EXECUTIVE SUMMARY
The City of Downey's Havana Nights event has become a staple in the Downtown Downey area for over 10 years. The Havana Nights event has continued to bring the City a unique celebration of the Cuban culture and recognizes the large Cuban community in Downey. The event will feature food trucks, festival attractions, live entertainment, a family fun zone, photo booth area, and a beer garden. The event will be held on Friday, September 29, 2023 from 6:00 pm — 9:30 pm.
RECOMMENDATION
That the City Council:
Authorize street closures for the City of Downey's Havana Nights event from 10:00 am on Friday, September 29, 2023 to 12:00 am on Saturday, September 30, 2023 along Downey Avenue and 3rd Street between the following intersections:
• Downey Avenue from 2nd Street to 4th Street
• 3rd Street @ New Street; and
• 3rd Street to the end of the south parking lot entrance of US Bank.
BACKGROUND
Each year, the City of Downey offers a variety of special events for the community to enjoy. The event will include Cuban cuisine, Cuban entertainment, and activities for youth and families to experience together. The event continues to grow in popularity and brings an average attendance of 8,000 participants each year to the Downtown Downey area.

ANALYSIS
For the City of Downey's Havana Nights event, staff recommends closing vehicular access to the following locations, which is also reflected on the attached map. • Downey Avenue from 2nd Street to 4tn Street.
• 3rd Street @ New Street.
• 3rd Street to end of south parking lot entrance of US Bank.
The proposed closure will be from 10:00 am Friday, September 29, 2023 to 12:00 am Saturday, September 30, 2023 to allow staff time for set-up, breakdown and clean-up.
Property owners and tenants will be notified in person by City staff.

FISCAL IMPACT
Approval of the recommendation action will result in an expenditure of approximately $600 from the Downtown Events General Fund, Account No. 10-4-4322 as previously approved in the Fiscal Year 2023 — 2024 operating budget.
