SUBJECT: RETURN OF PREVIOUSLY DONATED ART WORK TO ORIGINAL ARTIST
EXECUTIVE SUMMARY
The City Council will authorize the return of previously donated art work to the original artist, Arlene Cartozian.
RECOMMENDATION
That the City Council:
Authorize the City Manager to return art work to the original artist, that was previously donated to the City of Downey.
BACKGROUND
The original art work was donated to the City of Downey for display at the Rio Hondo Golf Club. During Measure S renovations, the art work was removed and stored at the Public Works yard. The original artist has requested to have the art work returned.
ANALYSIS
Staff scheduled an art appraisal for City records. The appraisal assessed that the piece was valued between $1,500 and $3,000, and did not meet the Internal Revenue Service's minimum threshold for itemized value appraisal, which is set at $5,000.
