That the City Council:

During the month of October, the schools have their own rivalry traditions that lead up to the anticipated Downey vs. Warren high school football game that will take place this year on Friday, October 13, 2023. The Crosstown Kickoff is a family -friendly event that will include vendor booths, food trucks, fun zone, and live entertainment, taking place on Saturday, October 7, 2023 from 3:00 p.m. to 9:00 p.m.

along Brookshire Avenue. The Crosstown Kickoff event is being produced by the Downey Patriot on behalf of the Downey Foundation for Independent Journalism.

ANALYSIS
The portion of Brookshire Avenue included in the planned street closure abuts Downey High School and the Downey Civic Center. The start of the road closure begins less than 50' away from the nearest residential property and will not obstruct, impede, or interfere with access to residences, or other uses. The applicant will work with the Downey Fire Department to provide an Emergency Action Plan, which will include evacuation routes and access for emergency access vehicles to the event. The street closure will take place two hours prior to start time of the event to allow for set up, and end two hours after the close of event for cleanup. Inclusive of setup and clean up time, the closure would be in effect from 1:00 p.m. to 11:00 p.m.

At the time of this report, there is an unconfirmed number of vendors attending the event, however, the number is anticipated to be no more than 150 vendor booths. Attendees will also be able to enjoy ten (10) food trucks, providing a variety of options for guests. Live music/entertainment will be available for all guests to enjoy near the `Fun Zone' that consist of pedal car races, laser tag, corn maze, and other games. Adult visitors will also be able to enjoy beer and wine within the designated `Beer Garden' area adjacent to the `Fun Zone' near the cross walk between Downey High School and the Downey Civic Center.

The City's Police, Fire, Public Works, and Community Development Departments have reviewed the site layout proposed for the event and have provided standard conditions (Exhibit C) to ensure the event will not cause adverse impacts on health or safety to surrounding uses. Those conditions include, but are not limited to, providing trash receptacles, portable restrooms, security guards, police officers, placement of road closure signs, approval from the Department of Alcoholic Beverage Control (ABC) for the Beer Garden, and the Los Angeles County Health Department health permits for food' vendors, and assurance the event site is properly restored to its previous state. Lastly, "No Parking" signs will be posted on Brookshire Avenue 72 hours in advance of the street closure. The Downey Foundation for Independent Journalism will cover all costs associated with the event.
