Subject: Street parking on Corrigan Ave.

Dear Council,
My name is Sonja Samayoa. I'm the property owner at In hope of improving the safety and overcrowding street parking condition on Corrigan Avenue, I bought one parking permit. Over the years, more drivers from surrounding residences have been parking their vehicles on Corrigan, oftentimes blocking a corner of the parkway. Residents can't park their own vehicles. Additionally, this people not living on Corrigan, damp the trash on the street, play loud music while sitting and 'chillin' in their car. I can hear the music inside the house even with the windows closed. Often. The the music has undesirable/insulting words. I've also found on the street used condoms, this means that these people are having sex in front of my house. If you care about preserving what's left of living a descent life in Downey, please do not reverse the decision to limit parking by outsiders. Downey is no longer the beautiful and safe city that once was when my family bought in 1979. It's becoming an extension of ugly LA. Crime has risen, we have been victims of auto burglary and break in into the backyard. These drivers should be parking where they live instead of imposing on the home owner of Corrigan Avenimg; and their complex owners should be providing parking spaces for them.

Please consider my concerns and protect my rights as a home owner on Corrigan Avenue. Do not reverse the current rule of limited parking hours/parking by permit on the street. Do not permit outsiders to infringe on the right of the home owners.

Thank you.

Subject: Preferential parking Change
I strongly disagree and am against the revision of DMC section3199.6 under ordinance No,33-1508 to change the preferential residential parking program on Corrigan Avenue and Buckles street. We bought our house knowing it was not on a main street and therefore had parking for our family. The buyers of single homes on main streets like Bellflower knew that their house was on a main street. They have driveways. Our street before the preferential parking was put into place had too many cars, no space for some residents, trash left by people parking away from where they live and having no interest in keeping our street beautiful. Cigarette trays emptied out, trash from fast food and other places left on our lawns and streets making a health hazard as well as an eyesore. It's important enough that we have street sweeping every week. I've paid two times already for the permit. It says in the notice that Timothy Horn wrote this notice to himself and only one resident on our street got a notice of this change. The properties on our streets are in good condition. We the residents try to keep it that way The trash left by non residents of our streets is is unacceptable. I can see paying for a parking place, but paying for a place and not getting one like in the district permitted parking is robbery!1 have limited faith in the public works department of Downey are interested in determining the correct number for each street. As stated in the Timothy Horn letter, "Public Works Department of the City of Downey will determine how many new permits can be sold for your preferential parking street whether it exists or not. Thus you may end up paying for a preferential parking permit and be unable to park on the street of your residency." This pilot program if passed will most probably be extended to all preferential parking streets. This is not a solution it's another problem. Is this simply a money grab for the city? This is not a well thought out solution. This could be handled by having parking on both sides of Bellflower Avenue.

Subject: Against opening up our Preferential parking Street to outsiders that live outside my Preferential parking street
Hi my name is Ruben Salazar I am currently living on a preferential parking street in Downey. I want it to remain like it is. I am against non-residents being able to park on my preferential parking street for all of the following reasons:
am a home owner and taxpayer and I should have first right to park in front of my home.

We live on street that is one street over from where there are Apartments / Condominiums.

I know that before we had preferential parking we had to deal with all of the following issues below:
- Parking across your driveway and blocking your driveway making vey difficult to get your car in and out.
- Non resident vehicles parking for more than 72 hours, sometimes for weeks. - Non resident vehicles would come and drop off 3-4 vehicles at a time. Then those vehicles would be picked up and replaced with 4 more, which would take their place. - Non resident vehicles would be dropped off and LA shuttle picking them up for the airport leaving their vehicle for weeks on end.
- The displacement of resident trash cans and being put on the curb , so that these non resident vehicles could park in their place, and never being put back when they left, only to be missed by the Trash truck the next morning.
-Non resident vehicles parked across handicap sideway entrances and fire hydrants. - Non resident stolen vehicles being left on our street.

- Non residents, eating, drinking, and playing loud music till 3 am in the morning then dumping trash and drug paraphernalia.
- Non residents dumping condoms, needles, refers , beer bottles, and fast food trash on resident lawns.
- Residents that work late, come home late and would find no place to park their car. - Resident vehicles being broken into.
- Due to increased home robberies and thefts, property owners are more suspicious about non resident vehicles parked in their neighborhood, thus leading to confrontations between the nonresident vehicle occupants and property owners.
- Non residents making excessive noise when they park, with car doors slamming, loud exhausts from their vehicles and including arguing and fighting in the the street in the early morning hours between the hours of 12 am - 4 am .
- Non resident vehicle parking has prevented the opportunity for property owners to have their street cleaned and swept because of all the non-resident vehicles parked their.

Allowing outsiders to park in our preferential parking street would not only bring all these problems back, but also bring the homeless people that have vehicles into our streets making the problems worst than ever. I know that we have near by streets where there are a few cars and RVs of homeless people living out of their vehicles.

Thank you for you consideration
Ruben Salazar

To the city of Downey,
I object for any proposed expansion of preferential parking as well to changing or revising the existing preferential parking and/or revising DIVIC section 3199.6 Ordinance No. 23-1508 for the reasons below. The preferential parking on Corrigan Avenue approved at the end of 2022 — Q2/Q3 must stay as approved. I do not agree to any of the above because:

1. Increase risk of burglaries;

2. casing the neighborhoods

3. Trashing of lawns and streets with food waste and broken beer bottles

4. Increasing police calls

Subject: Rejection of DMC Section 3199.6 Ordinance No 23-1508 Good Morning Ladies & Gentleman
The following are my comments:

1. This was agreed and finalized by the City Council months ago Why are we revisiting again??? The homeowners of Corrigan and Buckles have worked extremely hard to get this initiative approved and now the City of Downey is proposing preferred district permitted parking that does guarantee you can park on the street of your residence.

UnacceptableHM!

2. Please consider the safety of our valued homeowners on Corrigan and Buckles as crime levels will increase if you decide to Pilot and approve a new district parking initiative.

3. This is also an election Year for District 1 in Downey and suddenly this issue is now being revisited????

4. My final comment is to leave the parking permits as is and focus on the increased crime by hiring more Police Officers and finding housing for the Homeless in Downey which in my opinion are more of a priority vs introducing district parking.

Please feel free to contact me should you have any comments.

Subject: Parking issue
To whom it may concern,
Hello My name is Jose Dominguez I currently live at 11708 Corrigan Avenue Downey since purchasing my home in late 2015. At that time parking was great and I never had a problem finding a parking spot close to my home. Over the next several years that changed, parking became a daily problem. At times after work, I could not find a parking spot on my own street (Corrigan) and would have to park on Buckle and at time as far as Cleta by the Coca Cola Factory. It was a mess and our block reached out for help. Approximately 2 years ago we finally were approved overnight parking permits which permitted us to park back in our own street.

A few months ago, we received a letter that the city of Downey was in fact holding a meeting to revise the district permitted parking in our area. The Downey City Council meeting was to consider a "Pilot Program" to allow single family residents along the west side of Bellflower Boulevard, between Buckles Street and Steward and Gray to allow them access to park on either Buckets Street and or Corrigan Avenue. On that city council meeting, even with the majority of Corrigan/Buckles home owner's disagreeing with the city "Pilot Program" the council passed the proposal.

On today's date, I find another "Pilot Program" proposal letter authored by Mr. Timothy Horn for another meeting. This letter states it wants to propose expansion of the existing preferential parking as a district parking for area residents instead of just street residents.

As a current home owner on Corrigan Avenue it is unfair that we have to agree with the City Council revisions when we are the ones who live in the area and deal with the parking issue. It is easy for the Council members to just vote on a parking issue that has no impact on their daily lives. I feel we are being targeted and feel we have no vote on an issue that will ultimately be up to you to approve. If this Ordinance is approved residential preferential parking for its residents will be diluted and mean nothing. We will have the same problem we originally began with and it will be point less to have.

The city must have other parking alternatives for this parking issue. There is an empty dirt lot next to the LA Fitness that can be used as parking to alleviate this parking problems that we all have. Hence, on the north side of Downey Landing between Harbor Freight and Carihos restaurant there are plenty of parking spaces that are never occupied.

Please consider your home owners request not to expand the preferential parking to the district parking residents, which will only create a parking nightmare for all your constituents.

Sincerely,
Jose Dominguez

RE: DMC Section3199.6 Ordinance No. 23-1508 - (this affects Corrigan and Buckles residents)
Hearing Date: September 12, 2023 at 6:30pm
To the City of Downey
I have learned that there is Public Hearing scheduled for September 12, 2023 at 6:30pm in reference to revising DMC Section 3199.6 Ordinance No. 23-1508 of the Existing Residential Preferential Parking Districts on Corrigan Avenue and Buckles Street. However, the City of Downey have FAILED to inform or send a copy of said public hearing to the Corrigan residents. Why is that? Preferential parking for Corrigan Ave. was approved during the Q2/Q3 of 2022, however, signs were not in place until February of 2023 & as such preferential parking was in effect as of February 2023.

Since preferential parking was in effect as of February of 2023, (this year) my family and my Corrigan neighbors finally felt we could enjoy life again. For the last few months, I was able to stop somewhere for dinner, for the last few months I was able to work late and not worry about parking, and for the last few months I was able to go to the store at any time without the fear of not knowing where I would park when I got home. Unfortunately, now this has changed since the City of Downey was to modify it
I strongly OBJECT to the city of Downey considering revising DMC Section 3199.6 under Ordinance No. 23-1508 as a District parking. for the following reasons:
• Safety concerns. I am a senior citizen and fear for my safety and my life. At my age I cannot be walking home at llpm to park my car 2 to 3 blocks away from home. The mayor and all council members know there is crime every day and should know that crime will increase as a result of said proposed changes.
• In the Summer of 2022, the driver of a white Ford-150 with license plate 13573J2 who resides at 11755 Bellflower Boulevard personally threatened my husband. He told my husband, "This is public parking and I can park anywhere. I know where you live but you do not know where I live." On September 8, 2023, at approximately 9:30pm the resident from 11755 Bellflower was parked in front of 11744 just about 2 feet from my driveway and he decided to use his phone and record the front of my house, garage and driveway. I do not feel safe, I feel threaten and fear for my life.
• There are only 35 parking spaces on Corrigan Avenue. Not enough to have non-residents to come park on this street.

As a property tax payer, I have the right to park in front of my home and am requesting that parking be guarantee for me and for my Corrigan neighbors. There are only 35 parking spaces on Corrigan Avenue. Assign spaces to Corrigan residents based on how many spaces we purchased and if there are any spaces left then I would be open to allow the city to sell the extra spaces only to single family residents living behind Corrigan Avenue. I have purchased a home on Corrigan Avenue, bought parking permit due to my own request for preferential

parking and now WHY WOULD I NOT BE ALLOW TO PARK ON MY OWN STREET IN FRONT OF MY HOUSE AND NOT IN FRONT OF OTHER NEIGHBORS?
• I object the request of the city of Downey to change the already approved preferential parking and also object for the city of Downey to extend and sell parking spaces to non —Corrigan residents as a "district" because crime will increase, non -Corrigan residents will continue to litter Corrigan Avenue, this is not their resident place so they will not care. It is disrespectful to cause such a change for the residents, it will not feel like a neighborhood • Prior to preferential parking signs were placed on Corrigan Avenue, Non -Corrigan residents came with multiple cars and left their vehicles for days at a time. Three different strangers/drivers with three different cars would come and park 2 vehicles and leave in the third. This was done by multiple people leaving NO parking for the homeowners of Corrigan Avenue. A lot of the non -Corrigan residents come home early therefore are able to secure parking spaces. Most of the Corrigan residents myself included come late. 2 of my neighbors park on Raebert because when them come home the parking spaces in front of their houses is already taken by Bellflower Blvd. residents,
• I chose to purchase a home in the suburbs to avoid the headaches of finding parking spaces. I chose to buy instead of renting for the same reason.
• We Corrigan residents are a community and live in harmony with each other. We recognize each other vehicles. We have seen our children grow. I thought that now that my children are grown this could be a place to retire but this is no longer the case. • Having all kind of strangers with different vehicles all the time is not a community and it is not living in harmony, it will cause chaos and bring crime to Corrigan Avenue. How can we live as a community when for the past 8 to 10 years there have been a parade of 60 different vehicles parking on my street, said strangers have been disrespectful to Corrigan residents and have personally threaten my family.
• During the last 8 to 10 years including the present time, strangers including people from Bellflower Boulevard come park their vehicle on Corrigan Avenue and stay in their vehicle for 15 to 20 minutes making it very uneasy for us. The strangers who would park on our street would clean their vehicles and litter the streets leaving all kinds of trash from diapers to soda, beer cans, and other objects. In addition, strangers would park on my street and have sex in their cars; Downey police officers are witnessed of this. In addition, when they drive by, they roll down their window and if I am outside, they drive slowly and make an effort to look at me and my house. This happen again recently from a resident who lives on Bellflower Blvd., I do not feel safe.
• Property tax ranges from $6000 to $10,000 on this street. We faithfully have paid our property taxes on time, on top of that, we are paying for a parking permit (we are choosing to pay for permits though) so we can have the "luxury" of parking on our own street, on the street where we have purchased our home and now this is being challenged. As as senior citizen living in my own home I should NOT have to struggle.
• Our dear neighbor Clayton passed away many years ago. He made it a point to welcome all the Corrigan residents and knew all the children on the street. Clayton as all my Corrigan neighbors take pride on our home. His house was and still is one of the nicest one on the street. We not only pick out our trash and leaves from our street but all the litter left by all the strangers. Clayton would be very sad and disappointed to see what is happening to this street.

• My children went to a private school where religious was taught. They learn religion at home and at school. What religion? does not matter it is the same GOD but the principle is to respect people and property.
• It is true that the residential streets are considered "public parking" however, they are not a public parking LOT therefore, the city should not consider selling parking permits to non - Corrigan residents and much less to sell it as a "District parking" • Last Tuesday, September 5, 2023, there was not enough parking for Corrigan residents to park because we had our trash cans outside and there were several strangers parked on this street. • It is outrageous to allow non -Corrigan individuals to park on the 11700 -11800 Corrigan block as this is a park by permit only for Corrigan residents. This was public parking before and as such anyone could park their car; however, non-residents of Corrigan would leave their vehicles parked on the street for 3 to 5 days. At times they would just move their cars a few feet and leave them on the street and we, the Corrigan residents, had to suffer and feel powerless for years and years. With all due respect, would I be allowed to park in their driveway?
• Madam Mayor Frometa and Mayor Pro Tem Trujillo, do you have strangers parked on your street which forces you to park a block away? Are you a prisoner in your own home due to not finding a parking space on your street? Do you have children who come home late at night after school or work to find NO parking? If you were you would understand. For safety reason us parents on Corrigan Avenue have to wait for our children at nights because there are several strangers parked on my street. The parking problem for us Corrigan residents is not something new, we have been prisoners of our own homes years even before the pandemic.

As prisoners of our own homes, we had to rush home from work to "maybe" find parking space. Once we got home, we were not able to go anywhere due to the fear of not finding a parking space upon our return.
• The city that I have lived in for 35 years have let me down and I object to what the City of Downey wanting to change the preferential parking program which has already approved. • I hope that all City officials who would be attending the hearing would read the entire comments from Corrigan residents.

Propose solutions for individuals who DO NOT reside on my street, the 11700 to 11800 block of Corrigan:

Have their landlords build parking space for them. Have their landlords control how many people reside in their apartments and in the "single family residence" Have the City of Downey build a public parking structure and sell them parking permits from that parking structure and NOT from residential parking areas Have the City of Downey make parking spaces on Bellflower Boulevard. The street seems wide enough
Have the City of Downey build a parking structure for them in Downey Landing and sell them parking permits. I do not understand why is it so difficult for the City of Downey to get in touch with Downey Landing management, however is so easy of the city to propose changing the now in place preferential parking for Corrigan residents.

RE: DMC Section3199.6 Ordinance No. 23-1508 - (this affects Corrigan and Buckles residents)
Hearing Date: September 12, 2023 at 6:30pm
To the City of Downey
I have learned that there is Public Hearing scheduled for September 12, 2023 at 6:30pm in reference to DMC Section 3199.6 Ordinance No. 23-1508 in which the City of Downey wants to make changes to the already approved preferential Parking on Corrigan Avenue and Buckles Street.

However, the City of Downey have FAILED to inform or send a copy of said public hearing to the Corrigan residents. Why is that?
Preferential parking on Corrigan Avenue has only been in effect since February of this year 2023.

After five months only of preferential parking the nightmare about parking on my own street where I have purchased my home got worse because the city wants to change an already approved ordinance. I am appalled to learn that Non -Corrigan residents continue to be a threat to my family and my Corrigan neighbors.

I strongly OBJECT to the city of Downey considering revising DMC Section 3199.6 under Ordinance No. 23-1508 as a District parking. for the following reasons:
• Safety concerns. I am a senior citizen and fear for my safety, my life and my family. I do not feel safe coming from work at 1lpm and having to park my car 2 to 3 blocks away from home or walk 2 to 3 blocks to get to my car at 3am in order to go to work. The City of Downey and all current city officials know there is crime every day and should know that crime will increase as a result of said proposed changes. • During the last 3 years, my daughter was attending college and working. She would come home late from work and my spouse and I would wait for her because we were concerned for her safety. By the time she got home there was no parking on our street, and most of the vehicles parked on Corrigan Avenue did not belong to Corrigan Avenue residents. I fear for my safety and my family's safety.
• When strangers park on my residential street they stay in the car for 10 to 20 minutes watching what goes -on on the street making it very uneasy for us. I do not feel safe. In addition, non -Corrigan residents are allow to park on my street they will continue to litter the street, have sex in their cars, they do not care as they do not live on Corrigan Avenue. • On the night before trash pick-up, strangers would move my trash cans to the grass area and not put them back when they left. This not only put a strain on my back trying to put the trash cans back on the street but it also damaged my lawn. • Preferential parking signs where placed in February of this year 2023. It took 2 years to be approved. 5 months later this is being challenge. Why doesn't the city include Raebert Street and Vultee Avenue on this proposed change. I obviously do not agree for changes on my street but the proposed changes should also apply to the other streets as well. • As a property tax payer I have the right to park on my street and respectfully request that parking be guarantee for me and for my Corrigan neighbors. There are only 35 parking

spaces on Corrigan Avenue. Not enough to have non -Corrigan residents come park on this street. Are you a prisoner in your own home due to not finding a parking space on your street? Changing the already approved preferential parking is a safety concern for my and my family, crime will increase, animosity will increase and Corrigan Avenue will not be a clean street instead it would be filled with needles, condoms, bottles and much more.

It sounds as if the city of Downey is trying to capitalize on a cash opportunity to get more people to buy permits! This ordinance is highly disrespectful to the residents of the current preferential parking districts who worked hard to own a home and then pay property tax amongst other city fees. With hard work since getting our permits our streets are no longer crowded, no empty beer bottles or drug paraphernalia on our curbs, no more littering in -front of our homes when non-residents clean out their cars in front of our homes, etc. The difference has given us peace. You have to maintain what was agreed with the districts we created. There has to be a solution where the city of Downey is making an effort to maintain order and respect, not a solution that helps just the city. Furthermore when a decision is made to alter the districts why was there no petition for this? WE HAD TO WALK A PAPER TO EVERY RESIDENT TO SIGN FOR THESE PERMITS AND THEN WAIT YEARS TO GET OUR SIGNS & PERMITS! What about ideas such as:
- Regulate overcrowded apartments or cap the amount of vehicles allowed per apartment. - Have the apartment owners provide adequate parking for their tenants. - Use commercial parking lots such as Downey landing an option for parking Sincerely,

He always makes time for clients, colleagues, law students and City staff. The City of Downey is incredibly fortunate to have piqued the interest of John as he is truly a local treasure. With all due respect, the City Council of Downey would be remiss to pass on the opportunity to have John join the City of Downey's team. Thank you for your time.

Kindest regards,
Andrea Garcia -Miller

I'm very disappointed with this, I think this is unreal and hard to believe the approval from the people who represent us in my city.

Frometa; Mario Trujillo; Timothy Horn; Hector Sosa Subject: Public comments for tonight council meeting - 9/11 event I noticed again there was table Downey Fire Department to honor fallen fire fighters on 9/11. There was no table for Downey Police Department to honor fallen police officers on 9/11? I raised this issue with Mayor and city council members last year after 9/11 event? Was school board members for Downey Unified School District and Los Angeles County Office of Education invited to event? Same for students councils for at least Downey High School that is across street from city hall?
