NETTING AT THE RIO HONDO GOLF COURSE
EXECUTIVE SUMMARY
The City Council will consider approving emergency repairs to the netting on the West and North sides of the driving range at the Rio Hondo Golf Course, ensuring the highest safety conditions for golf patrons. Large potions of the netting had been frayed and torn over the years, but the recent inclement weather, including severe winds, further degraded the netting, requiring its replacement.
RECOMMENDATION:
That the City Council:
Authorize the purchase and installation of driving range netting from West Coast Netting for repairs to the West and North sides of the driving range at the Rio Hondo Golf Course in an amount not to exceed $177,450.
BACKGROUND
The Rio Hondo Golf Course was built in 1929, and it was owned and operated by Los Angeles County up until 1970, when it was purchased by the City of Downey. It has been recognized as one the best public golf courses in Southern California. Rio Hondo hosts over 80,000 rounds of golf annually and over 600,000 visitors per year. The two -story driving range holds 30 range mats and is 580 feet long by 230 feet wide, and between 30-75 feet high. Netting has been installed on the driving range to protect errant golf balls from entering the nearby area of play, potentially striking patrons engaging in play on nearby holes. The current netting is 23 years old and was installed in 1990 with a life expectancy of 7-10 years against UV degradation. As a result, the City has received significate use from the current netting; however, it is now ready for replacement due to UV and weather degradation. The driving range serves as a key component of the property that serves as a warm up facility to players, allows for golf instruction to all ages through City recreation classes, and is a general practice area to patrons working on their skill.

ANALYSIS
The North section of the driving range is adjacent to the fairway of the 18 th hole, which runs in the opposite direction. Throughout the years, different parts of the netting have become frayed and torn in larger sections that are too high for City staff to repair. With the recent inclement weather, including severe wind, larger sections of netting have become torn and have degraded, necessitating the netting’s replacement in order to maintain the safety of nearby playing areas on the 18th hole.
Further, the West section of the driving range is adjacent to the green of the 17th hole.
The netting has also become frayed and torn in large sections on this portion of the driving range. As a result, staff recommends it also be replaced.
Staff researched golf netting installation companies to receive quotes for the project and found that there are only two qualified providers on the West Coast. Due to their current project schedule, the lowest bidder had a 6 – 8-month lead time, whereas the second bidder had a 2-4-month lead time. Due to the severity of the torn netting, repair time was of the essence and factored into selection. Staff received two quotes for the project as follows, in addition to a five percent contingency for any unforeseen expense needs:
Judge Netting: $137,300 with a 6 – 8 month lead time
West Coast Netting: $169,000 with a 2 – 4 month lead time
Unfortunately, the recent storms have accelerated the timeline for the replacement of the netting, and Staff believes it is in the best interests of the City to proceed with the more timely replacement of the netting to ensure the continued effectiveness of the netting barrier at the driving range.

Approval of the recommended action will result in the appropriation of $177,450 from the Golf Enterprise Fund, account no. 52-4-4420-0700. There is sufficient fund balance for the recommended action.
