Item No.
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: JAMES MCQUEEN, DIRECTOR OF HUMAN RESOURCES
DATE: SEPTEMBER 26, 2023
SUBJECT: AMENDMENT TO RESOLUTION NO. 23-8155 REGARDING COMPENSATORY
TIME FOR EMPLOYEES IN CLASSIFICATIONS DESIGNATED AS MIDDLE
MANAGEMENT
EXECUTIVE SUMMARY
The City Council will consider adopting a Resolution providing compensatory time to the City’s Management Analyst classification assigned to the City’s payroll function.
RECOMMENDATION
That the City Council:
Adopt Resolution No. 23 –8194 Amending Resolution No. 23-8155 Regarding Compensatory Time for Employees in Classifications Designated as Middle Management.
BACKGROUND
Resolution 23-8155 adopted by the City Council on February 28, 2023, establishes the pay and benefits for the City’s Executive Management, Middle Management, and Confidential/Exempt employees. Presently, the City’s positions identified as Middle Management are considered exempt and not eligible for overtime compensation. The only two exceptions to this overtime exemption are the positions of Information Technology & Systems Manager, System/Network Engineer. Based on operational needs, these positions are often required to work hours outside of their normal working hours. As such, a provision is currently in place allowing these positions to earn straight compensatory time for hours worked over forty (40) in a work week on special projects as approved by their Department Head.
Current operational demands frequently require the Finance Department’s Management Analyst assigned to the City’s payroll function and the Management Analyst assigned to the City Manager’s Office to frequently work hours in excess of the normal 40-hour workweek. Under the existing benefit provisions, these positions are ineligible to receive additional compensation for these hours worked in excess of the normal workweek.
DISCUSSION
This resolution will amend Resolution No. 23-8155 Section 2. Middle Management Section B. by adding the classification of the Management Analyst assigned to Payroll and the Management Analyst assigned to the City Manager’s Office to the list of positions eligible for compensatory
