RE: Pilot program allowing the expansion of existing preferential parking districts (this affects Corrigan Avenue residents)
Hearing Date: September 26, 2023 at 6:30pm
To the City of Downey
The City of Downey have FAILED to inform or send a copy of the 9/12/23 and 9/26/23 hearing to the Corrigan residents. Why is that?
Preferential parking on Corrigan Avenue has only been in effect since February of this year 2023.
After five months only of preferential parking the nightmare about parking on my own street where I have purchased my home got worse because the city wants to change an already approved ordinance. I am appalled to learn that Non -Corrigan residents continue to be a threat to my family and my Corrigan neighbors.
I strongly OBJECT to the city of Downey considering revising, adopting or amending in any way the existing preferential parking. The city's preferential parking per DMC Section 3199.6 DOES NOT ALLOW for the expansion. I object for the following reasons:
• Safety concerns. I am a senior citizen and fear for my safety, my life and my family. I do not feel safe coming from work at 1lpm and having to park my car 2 to 3 blocks away from home or walk 2 to 3 blocks to get to my car at 3am in order to go to work. The City of Downey and all current city officials know there is crime every day and should know that crime will increase as a result of said proposed changes. • When strangers park on my residential street they stay in the car for 10 to 20 minutes watching what goes -on on the street making it very uneasy for us. I do not feel safe. In addition, if non -Corrigan residents are allow to park on my street lewd acts, and litter will continue, they DO NOT AND WILL NOT care as they do not live on Corrigan Avenue. • On the night before trash pick-up, strangers would move my trash cans to the grass area and not put them back when they left. This not only put a strain on my back trying to put the trash cans back on the street but it also damaged my lawn. • As a property tax payer I have the right to park on my street and respectfully request that parking be guarantee for me and for my Corrigan neighbors. There are only 35 parking spaces on Corrigan Avenue. Not enough to have non -Corrigan residents come park on this street.
• Non-corrigan resident SHOULD NOT be entitled to the same privileges as the Corrigan residents.
• I object to extend and sell parking spaces to non -Corrigan residents because crime will increase, non -Corrigan residents will continue to litter Corrigan Avenue, this is not their resident place so they will not care. It is disrespectful to cause such a change, it will not feel like a neighborhood.
• Prior to preferential parking signs was placed on Corrigan Avenue, Non -Corrigan residents came with multiple cars and left their vehicles for days at a time. Three different strangers/drivers with three different cars would come and park 2 vehicles and leave in the
third. This was done by multiple people leaving NO parking for the homeowners of Corrigan Avenue.
• I chose to purchase a home in the suburbs to avoid the headaches of finding parking and be threaten by strangers.
• We Corrigan residents are a community and live in harmony with each other. We recognize each other vehicles. We have seen our children grow. To live as a community and in harmony we must know and trust each other and we do not trust non -Corrigan residents.
• Resident from 9119 Stewart & Gray Road has a garage and a driveway, he has space where to park. However, he runs some kind of business from his garage and his garage is full of boxes which poses a safety hazard to the whole neighborhood. Residents on 11755 have a 2-car garage and a driveway, therefore they do have a place to park and should NOT park on Corrigan Avenue
• Having all kind of strangers with different vehicles all the time is not a Community and it is not living in harmony. How can we live as a community when for the past 8 to 10 years there have been a parade of 60 different vehicles parking on my street, said strangers have been disrespectful to Corrigan residents and have personally threaten my family. • My children went to a private school where religious was taught. They learn religion at home and at school. What religion? does not matter it is the same GOD but the principle is to respect people and property.
• It is true that the residential streets are considered "public parking" however, they are not a public parking LOT therefore, the city should not consider selling parking permits to non - Corrigan residents and much less to sell it as a "District parking" • Madam Mayor Frometa and Mayor Pro Tem Trujillo, do you have strangers parked on your street which forces you to park a block away? Are you a prisoner in your own home due to not finding a parking space on your street? With all respect to understand how we are going through you have to put yourself in our shoes and perhaps live on this street for one week.
The parking problem for us Corrigan residents is not something new, we have been prisoners of our own homes years even before the pandemic. As prisoners of our own homes we had to rush home from work to "maybe" find parking space. Once we got home we were not able to go anywhere due to the fear of not finding a parking space upon our return. 0 In the Summer of 2022, the driver of a white Ford-150 with license plate 13573J2 who resides at 11755 Bellflower Boulevard personally threatened me. He stated: "This is public parking and I can park anywhere. I know where you live but you do not know where I live." On September 8, 2023, at approximately 9:30 pm the resident from 11755 Bellflower was parked in front of 11744 just about 2 feet from my driveway and he decided to use his phone and record my house front, garage front and driveway. I do not feel safe, I feel threaten and fear for my life.
I hope that all City officials who would be attending the hearing would read the entire comments from Corrigan residents.
• I am a home owner and have faithfully paid my property taxes on time, on top of that, now am paying for a parking permit WHY? (to have preferential parking but now this is Bening challenged. Why does the city wants to make it difficult for the homeowners on Corrigan Avenue? Why does the city want to sell parking permits for non-existence parking spaces to non residents?
• The city that I have lived in for 35 years have let me down and I object to what the City of Downey wanting to change the preferential parking program which has already approved.
Changing the already approved preferential parking is a safety concern for my and my family, crime will increase, animosity will increase and Corrigan Avenue will not be a clean street instead it would be filled with needles, condoms, bottles and much more.
Proposed solutions for individuals who DO NOT reside on my street, the 11700 to 11800 block of Corrigan:
Have their landlords build parking space for them.
Have their landlords control how many people reside in their apartments and in the "single family residence"
Have the City of Downey build a public parking structure and sell them parking permits from that parking structure and NOT from residential parking areas Have the City of Downey make parking spaces on Bellflower Boulevard. Bellflower Boulevard behind Corrigan is wide enough to add parking spaces.
Have the City of Downey build a parking structure for them in Downey Landing and sell them parking permits. I do not understand why is it so difficult for the City of Downey to get in touch with Downey Landing management, however is so easy of the city to propose changing the already in place preferential parking for Corrigan residents.
Have the City of Downey rent spaces from the church on Bellflower Avenue. This is only one block away for the Bellflower residents. I am sure this would be an easy task.
Respectfully,
Jose Guardado

RE: Pilot Program Allowing expansion of existing preferential parking district To the City of Downey
Corrigan residents have not received any correspondence to advise us of the past hearing set for 9/12/23 nor 9/26/23. The City of Downey have FAILED to inform or send a copy of said public hearing to the Corrigan residents. Why?
Since preferential parking was in effect as of February of 2023, (this year) my family and my Corrigan neighbors finally felt we could enjoy life again. For the last few months, I was able to stop somewhere for dinner, for the last few months I was able to work late and not worry about parking, and for the last few months I was able to go to the store at any time without the fear of not knowing where I would park when I got home. Unfortunately, now this has changed since the City of Downey wants to modify it
I strongly OBJECT to any and all pilot program allowing the expansion of existing preferential parking on Corrigan Avenue and also object to the city council RECOMMENDATION stated on the agenda for the 9/26/23 hearing regarding pilot program and I object to the city of Downey considering amending or adopting ordinance No. 23-1508 or amending section 3199.6. Per the City's existing preferential parking program per DMC Section 3199.6 currently DOES NOT ALLOW FOR THE EXPANSION of existing preferential parking, therefore it must stay as it is preferential parking only for Corrigan residents. I do not agree to the city council recommendation for the following reasons:
• A hearing was held on 8/8/23, however, the city of Downey failed to inform Corrigan residents where to email objections or concerns regarding said meeting agenda. Therefore, Corrigan residents were not able to email or personally deliver said comments to the appropriate person. Due to our own ignorance, the voice of the homeowners of Corrigan residents did not matter. The Corrigan residents who attended the hearing were overwhelmed, and stress especially when the city decided to allow only 2 minutes for any comments. A few residents email comments directly to Mayor Ms. Fromata however, said emails were not considered.
• Safety concerns. I am a senior citizen and fear for my safety and my life. At my age I cannot be walking home at llpm to park my car 2 to 3 blocks away from home. The mayor and all council members know there is crime every day and should know that crime will increase as a result of said proposed changes.
• On Sunday morning 9/24/23 I noticed there was broken glass on the street and my spouse was about to park on that spot. Who left the broken glass there? • Dyring the last couple of weeks, residents from Bellflower Blvd. have been having walks back and forth on Corrigan Avenue talking on their cell phones and spying on the neighborhood, I do not feel safe.
0 As stated by Pro Tem Trujillo at the 9/12/23 hearing "there is a shortage of police officers".
Therefore, I do not feel safe having strangers park on my street; I do NOT agree for parking permits to be sold to non -Corrigan residents.
• In the Summer of 2022, the driver of a white Ford-150 with license plate 13573J2 who resides at 11755 Bellflower Boulevard personally threatened my husband. He told my husband, "This is public parking and I can park anywhere. I know where you live but you do not know where I live." On September 8, 2023, at approximately 9:30pm the resident from 11755 Bellflower was parked in front of 11744 just about 2 feet from my driveway and he decided to use his phone and record the front of my house, garage and driveway. I do not feel safe, I feel threaten and fear for my life.
• There are only 35 parking spaces on Corrigan Avenue. Not enough to have non-residents to come park on this street.
• As a property tax payer, I have the right to park in front of my home and am requesting that parking be guarantee for me and for my Corrigan neighbors. There are only 35 parking spaces on Corrigan Avenue. I have purchased a home on Corrigan Avenue, bought parking permit due to my own request for preferential parking and now WHY WOULD I NOT BE ALLOW TO PARK ON MY OWN STREET IN FRONT OF MY OWN HOME? • I object the request of the city of Downey to change the already approved preferential parking and also object for the city of Downey to extend and sell parking spaces to non -Corrigan residents as a "district" because crime will increase, non -Corrigan residents will continue to litter Corrigan Avenue, this is not their resident place so they will not care. It is disrespectful to cause such a change for the residents, it will not feel like a neighborhood • Prior to the preferential parking on Corrigan Avenue, Non -Corrigan residents came with multiple cars and left their vehicles for days at a time. Three different strangers/drivers with three different cars would come and park 2 vehicles and leave in the third. This was done by multiple people leaving NO parking for the homeowners of Corrigan Avenue. A lot of the non -Corrigan residents come home early therefore are able to secure parking spaces. Most of the Corrigan residents myself included come late. 2 of my neighbors park on Raebert because when them come home the parking spaces in front of their houses is already taken by Bellflower Blvd. residents,
0 I chose to purchase a home in the suburbs to avoid the headaches of finding parking spaces. I chose to buy instead of renting for the same reason.
0 We Corrigan residents are a community and live in harmony with each other. We recognize each other vehicles. We have seen our children grow. I thought that now that my children are grown this could be a place to retire but this is no longer the case. • Having all kind of strangers with different vehicles all the time is not a community and it is not living in harmony, it will cause chaos and bring crime to Corrigan Avenue. How can we live as a community when for the past 8 to 10 years there have been a parade of 60 different vehicles parking on my street, said strangers have been disrespectful to Corrigan residents and have personally threaten my family. Said strangers include people residing on Bellflower Blvd.
• During the last 8 to 10 years including the present time, strangers including people from Bellflower Boulevard come park their vehicle on Corrigan Avenue and stay in their vehicle for 15 to 20 minutes making it very uneasy for us. The strangers who would park on our street would clean their vehicles and litter the streets leaving all kinds of trash from diapers to soda, beer cans, and other objects. In addition, strangers would park on my street and have lewd
acts in front of our homes, Downey police officers are witnessed of this. In addition, when Bellflower Blvd. residents drive by, they roll down their window and if I am outside, they drive slowly and make an effort to look at me and my house. This happen again recently from a resident who lives on Bellflower Blvd., I do not feel safe. • I am a homeowner and have faithfully paid my property taxes on time, on top of that, now am paying for a parking permit (we are choosing to pay for permits though) so we can have the "luxury" of parking on our OWN street, on the street where we have purchased our home and now this is being challenged. As a senior citizen living in my own home I should NOT have to struggle. Non -Corrigan residents SHOULD NOT have the same parking privileges as Corrigan residents
• My children went to a private school where religion was taught. They learned religion at home and at school. What religion? does not matter it is the same GOD but the principle is to respect people and property.
• It is true that the residential streets are considered "public parking" however, they are not a public parking LOT therefore, the city should not consider selling parking permits to non - Corrigan residents and much less to sell it as a "District parking" or to people who have challenged the city parking policies
• Residents at 11755 have a 2-car garage and a driveway they do have a place to park therefore should not be allow a parking permit for Corrigan Avenue. The resident on 9119 Stewart & Gray Road has a garage and a driveway therefore he should park there not on Corrigan Avenue. In addition, said resident runs a business out of his home. His garage is full of boxes which poses a safety risk for the entire neighborhood
• It is outrageous to allow non -Corrigan individuals to park on the 11700 -11800 Corrigan block as this is a parking by permit only for Corrigan residents. This was public parking before and as such anyone could park their car; however, non-residents of Corrigan would leave their vehicles parked on the street for 3 to 5 days. At times they would just move their cars a few feet and leave them on the street and we, the Corrigan residents, had to suffer and feel powerless for years and years. With all due respect, would I be allowed to park in their driveway?
• Madam Mayor Frometa and Mayor Pro Tem Trujillo, do you have strangers parked on your street which forces you to park a block away? Are you a prisoner in your own home due to not finding a parking space on your street? Do you have children who come home late at night after school or work to find NO parking? Are you worried that your minor children or elderly parents be out in the front yard? If you were you would understand how I feel and how the Corrigan residents feel. For safety reason us parents on Corrigan Avenue have to wait for our children at nights because there are several strangers parked on my street. The parking problem for us Corrigan residents is not something new, we have been prisoners of our own homes years even before the pandemic. As prisoners of our own homes, we had to rush home from work to "maybe" find parking space. Once we got home, we were not able to go anywhere due to the fear of not finding a parking space upon our return. • I am a homeowner and at my age should NOT have to stress over parking. The city's request to expand preferential parking has added unnecessary stress to me and my family. • The city that I have lived in for 35 years have let me down. I do NOT agree to any pilot program or amendments of any kind allowing non -Corrigan residents to buy permits to park on Corrigan Avenue. I do not agree for Bellflower Avenue residents to park overnight on Corrigan Avenue.
• I hope that all City officials who would be attending the hearing would read the entire comments from Corrigan residents.
Propose solutions for individuals who DO NOT reside on my street, the 11700 to 11800 block of Corrigan:
Have their landlords build parking space for them and control how many people reside in their "single family residence"
Have the City of Downey build a public parking structure and sell them parking permits from that parking structure and NOT from residential parking areas Have the City of Downey make parking spaces on Bellflower Boulevard. The street seems wide enough
Have the City of Downey build a parking structure for them in Downey Landing and sell them parking permits. I do not understand why is it so difficult for the City of Downey to get in touch with Downey Landing management, however is so easy of the city to propose changing the now in placed preferential parking for Corrigan residents.
Have the city of Downey rent spaces from the church located on Bellflower Blvd. it is only one block away from where the Bellflower Blvd people live.

• The city already had made up their mind before starting the 8/8/3 hearing, Corrigan residents comments were not considered at all • The 8/8/23 hearing was just a formality, the city had no intention to listen to the Corrigan homeowner/tax payers' concerns
The city thinks there is enough parking but there is not, the "family residents on Bellflower Blvd., have parking on their property and MUST NOT be allow to park overnight on Corrigan Avenue

I have lived in Downey for over 60 years, and this bar is a disgrace to our wonderful city! Because of this awful place, we are more at risk for crime, murder and prostitution to become rampant.
Please let us know what the City of Downey will do to keep the residents safe.

Subject: Public Comment - Dinwiddie St/District 3
Dear Downey City Council,
I hope this message finds you all well and in good spirits. I'm writing to address significant and escalating concerns on Dinwiddie St, within District 3—primarily, parking congestion and the increased instances of speeding vehicles.
The implementation of the ADU laws has exacerbated parking scarcity due to the rise in additional units, and some residents choosing to park their rarely -used vehicles on the street is contributing to congestion.
Furthermore, the habitual speeding on our street is posing a genuine safety risk to our residents.
Having lived in South Gate for ten years, it's alarming to see a once peaceful and family -friendly community suffer from a decline in aesthetic appeal and a rise in crime. I believe it's critical that we act proactively to avoid a similar fate for Dinwiddie St and the wider District 3 area.
To mitigate these issues, I propose the exploration and implementation of a parking permit system. This system could help organize parking and reduce congestion. It could also contribute to controlling speeding, as a more organized and less congested street environment generally encourages more orderly driving. This proposal is aligned with the City of Downey's ongoing efforts for a cleaner and safer environment with reduced traffic.
Additionally, the revenues from parking permits could be allocated for improvements in street infrastructure, enhanced security, and addressing other pressing community needs.
I am optimistic that a structured parking permit system can be a key step in resolving the issues of parking and speeding in our neighborhood. I sincerely hope the Downey City Council will consider this proposal and its potential to bring substantial improvements and enhanced safety to our community.
Moreover, I welcome any additional suggestions or measures recommended by the City Council to address the issue of speeding vehicles on Dinwiddie St. Any holistic approach combining various traffic calming measures and enforcement would be greatly appreciated.
Thank you for your attention to these critical matters. I look forward to collaborative, positive changes on Dinwiddie St and in our wider neighborhood soon.
Warm Regards,
Pablo Morales
