STATE OF CALIFORNIA DEPARTMENT OF RESOURCES, RECYCLING,
AND RECOVERY (CALRECYCLE) GRANTS
EXECUTIVE SUMMARY
The City Council will consider adopting Resolution No. 23-8198 Authorizing Submittal of Application(s) for all Calrecycle Grants. CalRecycle provides grant funds to administer various programs in furtherance of the State of California’s efforts to reduce, recycle, and reuse solid waste generated in the state, thereby preserving landfill capacity and protecting public health and safety and the environment. Adoption of the Resolution will authorize the submittal of applications to and administration of grant funds from CalRecycle for a period of five years.
RECOMMENDATION
That the City Council:
1. Adopt Resolution No. 23-8198, Authorizing the submittal of application(s) for all California Department of Resources, Recycling, and Recovery (Calrecycle) Grants for which the City of Downey is eligible.
2. Authorize the City Manager or designee to execute all grant-related documents.
BACKGROUND
California Department of Resources, Recycling, and Recovery (CalRecycle) offers funding opportunities authorized by legislation to assist public and private entities in the safe and effective management of the solid waste stream. CalRecycle works with State and local government entities to help achieve waste diversion, recycli ng, and environmentally preferable purchasing goals. The City of Downey has continuously applied for and been awarded grant funds for programs like the Used Oil Payment Program and Beverage Container Recycling.

ANALYSIS
In 2022, the City was awarded $158,060 in grant funds to assist with compliance with California’s Short-Lived Climate Pollutants Reduction Act (SB 1383). This State mandated law requires implementation of an organics program for residential and commercial customers with the intent to reduce greenhouse gas emissions by diverting organics from landfills and expanding opportunities for recycling in California. Organic waste is defined as food waste, green waste, landscape and pruning waste, non - hazardous wood waste, and food soiled paper waste that is mixed with food waste. The grant funds will be used to implement regulatory requirements associated with SB 1383, including but not limited to outreach and education, procuring recycled and recovered organic products, and monitoring program compliance. It is anticipated that CalRecycle will continue to provide additional grant opportunities in this category.
In order to be eligible to apply for and receive future grants for programs related to SB 1383, used oil, and beverage container recycling, CalRecycle requires the adoption of this Resolution by the City Council authorizing the submittal of applications and administration of grant funds for its various programs. This Resolution will authorize grant submittals to CalRecycle for a period of five years from the date of adoption of the resolution.
