EXECUTIVE SUMMARY
The City Council will consider adopting a Resolution adjusting the salary range for the newly established position of Economic Development Director.
RECOMMENDATION
That the City Council:
Adopt Resolution No 23-8199, Establishing Compensation for the position of Economic Development Director
BACKGROUND
This item is a follow up to the action taken by Council as part of the Fiscal Year (FY) 2023- 2024 budget adoption, which created the salary range for the newly established position of Economic Development Director. The purpose of this report is to adjust the salary range for the position of Economic Development Director to better align with the City’s labor market.
DISCUSSION
As part of the City Council’s approval, Senate Bill (SB) 1436 mandates that local agencies report out certain information before changing the compensation or benefits of their “executives”. Under this law, legislative bodies for agencies must orally report a summary of a recommendation for changes in salaries or benefits before voting for the changes.
The votes must be taken in the open session portions of the meetings.
At the June 27, 2023 City Council meeting, the City Council adopted Resolution No. 23 - 8174 that established the salary range for the position of Economic Development Director, $15,284.06 to $18,646.65 per month. The new adjusted monthly salary range for this position will be $12,167.11 to $14,843.87 better align with the City’s labor market and scope of responsibilities. All other pay and benefits payable to this position of are in accordance with Resolution No. 23-8155.

Approval of the recommended action will result in an approximate salary savings of $42,000 per fiscal year in the General Fund, City Manager Account, Account No. 10 -4- 1210.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ESTABLISHING COMPENSATION FOR THE POSITION OF ECONOMIC
DEVELOPMENT DIRECTOR
WHEREAS, the Fiscal Year 2023-2024 budget includes funding for the full-time classification of Economic Development Director,
WHEREAS, the adjustment of the Economic Development Director salary range is necessary to be more align with the labor market, and reflective of the scope of duties and responsibilities,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The following pay range shall take effect to coincide with the start of the pay period following City Council adoption of this resolution as follows:

SECTION 3. The City Clerk shall certify to the adoption of this resolution.
