EXECUTIVE SUMMARY
The City Council will consider approving the purchase of a water valve truck to replace the existing water valve trailer currently used by the Department of Public Works Utilities Division.
This vehicle is necessary to efficiently open and close water valves in order to activate and deactivate portions of the City’s water distribution system in response to water leak emergencies, to conduct regular maintenance, and to enable contractors to connect to existing water mains and properly abandon old water mains.
RECOMMENDATION
That the City Council:
1. Approve the purchase of 2024 Ford Super Duty F-550 with EH Wachs Single Turner Valve Skid from National Auto Fleet Grou p under Sourcewell Contract No. 0914521-NAF for the total bid amount of $238,168, and waive any and all minor irregularities in the bidding documents as submitted by said bidder; and
2. Approve the transfer of $5,000 from Water Fund, Water Distribution Operating Account No. 51-4-3520-0700 to Water Fund, Water Distribution Operating Account No. 51-4-3520-0940.
BACKGROUND
The Utilities Division currently utilizes two water valve operating vehicles to open and close water valves in order to strategically activate and deactivate portions of the City’s water distribution system, which require maintenance throughout the year and in support of current and planned capital improvement project contractor work. Efficiently operating water valves is an integral part of water distribution system operations and ensuring the delivery of water to the City’s customers. The first vehicle is a 2011 trailer mounted unit and the second is a 2012 truck mounted unit. The trailer mounted valve operator has proven to be difficult to maneuver within the City due to the overall length of the vehicle and traile r making valve

accessibility difficult. Furthermore, due to its age, the reliability of this unit has decreased significantly in recent years and the older technology on the unit does not allow for adequate control of the torque provided to the valve operator often resulting in damage to existing water valves. The valve operating truck is also nearing the end of its useful life and is equipped with a short valve operating arm limiting valve accessibility and with older torque control technology that is becoming less efficient for water distribution system operations to adequately control the amount of torque applied to opera te existing water valves. The purchase of a new water valve truck will allow for the older truck to be used as backup while the new truck will be the primary equipment to be used for operating water valves throughout the City.
ANALYSIS
Utilities Division staff researched multiple vendors and suppliers of valve operating equipment. After thorough analysis, it was determined that a truck equipped with the Wachs Single Valve Turner Skid was the piece of equipment that would most closely match the needs of the Utilities Division due to: 1) its integration with the City’s water infrastructure software; 2) its long reach valve operating arm, which allows for greater water valve accessibility; and 3) having one fuel tank vs. two fuel tanks, allowing for greater overall water distribution system operational efficiency. Wachs Utility Products has been in business for 125 years and is a leader in the industry. They have extensive experience in the manufacture and support of valve operating apparatus.
Pursuant to the City’s “piggybacking” authority under section 2905 of the Downey Municipal Code, a quote (Attachment A) was obtained for the purchase of a 2024 Ford Super Duty F- 550 with EH Wachs Single Turner Valve Skid from National Auto Fleet Group through the competitively bid Sourcewell Contract No. 0914521-NAF.
Sourcewell contracts leverage national volume pricing and provide members wit h a streamlined contracting process. Since 2002, the City of Downey has been a member of Sourcewell, formerly known as the National Joint Powers Alliance, and membership entitles the City to access competitively bid national contracts.
Staff recommends that the City Council approve the purchase of the 2024 Ford Super Duty F-550 with EH Wachs Single Turner Valve Skid from National Auto Fleet Group through Sourcewell Contract No. 0914521-NAF.
