permits. In 2017, the City Council approved funding to upgrade the Accela software system. Since then, significant progress has been made to implement the upgrades, including but not limited to, the following :
•
•
•
•
Upgraded Accela from 9.1 version to 22.2 version and made software program workflow updates to reflect current City processes;
Upgraded City servers to accommodate the upgrade;
Implemented integration of electronic plan review (e-PlanSoft) and land management (Accela) software for the City’s permitting needs; and
Implemented mobile devices for field inspectors
It is common for a robust system such as Accela to undergo regular maintenance that requires technical support from specialized consulting firms. Over the past couple of years, staff have been cataloguing desired system enhancements that would assist in streamlining the City’s internal review and project monitoring processes.
ANALYSIS
The goal of this project is to introduce process efficiencies into the City's land management system, which requires that the system be optimized and updated to current City standards.
Accela is a robust system that requires specialized consultants trained to implement and maintain the land management system. The IK Consulting team is a leading preferred services provider that has partnered with Accela since 2004. IK Consulting team has over 30 years of hands on experience in the areas of building permitting, land development, licensing, and infrastructure management, which gives the team unique insight and understanding of how city government manages the needs of the public.
The IK Consulting team has proven expertise to assist Downey in optimizing the functionalities of the Accela software system including updating workflows and configurations to reflect updated City processes, as well as designing and customizing reporting to monitor projects. The implementation of the optimization and enhancement project will take six (6) months to complete and is slated to take place between November 2023 and April 2024 To ensure that project implementation runs smoothly, staff is engaging with PCG, a consultant firm specialized in project and implementation management for land management systems. PCG will assist staff in ensuring that the project is completed on time and within budget. Furthermore, complex systems require advanced knowledge of technical terms and PCG will serve that critical role in translating challenges that staff may encounter with the system to a solution that can be implemented in a timely fashion.
By approving the agreement between IK Consulting, the Community Development Department will continue to improve the City’s permitting system by (1) completing essential configurations to keep the permit software (Accela) up-to-date and compatible with electronic payment (PaymentUS/Quadrant) system components and automate digitization (Laserfiche) of permit records; and (2) providing essential staff training to streamline plan review processes.

By approving the agreement between PCG for project management services, PCG will ensure that the optimization and enhancements to City systems are completed by April 2024. PCG’s services would be provided on an as-needed basis and project management services could also be shared to support other City system updates.
It is anticipated that the electronic plan check online portal will need to be down during the system upgrades, and alternatively, staff will advise customers that they may coordinate electronic submittals via an electronic dropbox or via email for smaller sized plan sets in close coordination with the Building Division to maintain an online option for interested parties. At the completion of this project, online services will be maximized for improved virtual services for project applicants.
