EXECUTIVE SUMMARY
The City Council will consider adopting a Resolution approving the appointment of Vaniah De Rojas as City Treasurer.
RECOMMENDATION
That the City Council:
Adopt Resolution No. 23-8203, Appointing Vaniah De Rojas as City Treasurer.
BACKGROUND
The City Treasurer position is currently vacant due to the departure of the prior City Treasurer on September 21, 2022.
ANALYSIS
Under Section 700 of the Downey City Charter, the City Council may combine in one person the powers and duties of two or more offices, provided that the same person shall not hold the position of City Treasurer and be responsible for the functions of finance at the same time.
The appointment of Ms. De Rojas as City Treasurer, who presently serves as the Assistant City Manager, is consistent with Section 700 of the Charter.
The City Treasure is responsible for:
•Receive and safely keep City funds
•Disburse moneys on proper warrants in the manner provided for in the City Charter •Signature Authority on City Checks
•Perform duties related to the collection of City taxes and license fees as are prescribed by ordinance. (The City delegated tax collection duties to Los Angeles County by ordinance.)

2 •Prepare and submit monthly written reports of all cash receipts, disbursements and balances, copies of which reports shall be filed with the City Manager or designee responsible for the finance function
•Annual review and provide updates to the City’s Investment Policy •Signature approval for Parcel Map Recordings
•Perform such other duties consistent with the City Charter as may be required by ordinance or resolution of the City Council

RESOLUTION NO. 23-8203
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPOINTING VANIAH DE ROJAS AS THE CITY TREASURER
WHEREAS, the City Council desires to appoint Vaniah De Rojas to the position of City Treasurer for the City of Downey, in accordance with Section 701 of the Downey City Charter; and
WHEREAS, under Section 700 of the Charter, the City Council may combine in one person the powers and duties of two or more offices, provided that the same person shall not hold the position of City Treasurer and be responsible for the functions of finance at the same time; and
WHEREAS, the appointment of Ms. De Rojas as City Treasurer, who presently serves as Assistant City Manager, is consistent with Section 700 of the Charter.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Effective upon the adoption of this Resolution, Vaniah De Rojas is hereby appointed as City Treasurer for the City of Downey.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
