AUTHORIZATION L T POLICE
MOTORCYCLES
EXECUTIVEY
The City Council will consider authorizing the purchase of two BMW police motorcycles to replace two _Honda police motorcycles currently in service with the Downey Police Department in the amount of $67,771. Police motorcycles play a vital role ;in law enforcement, 'offering unique advantages and versatility in -urban and traffic -heavy environments;
RECOMMENDATION
That the City Council:
Authorize the purchase of two BMW police motorcycles in the amount of $67,771 from general Fund account 3--2120-0920.
BACKGROUND
Police motorcycles are specialized vehicles that are part of the Police Department fleet and are used to respond to various emergencies throughout the City. Police motorcycles play a vital role in law enforcement, offering unique advantages and versatility in urban and traffic -heavy environments. Their maneuverability allows officers to swiftly navigate through congested streets, making them valuable for quick responses to emergencies.
Unlike larger police vehicles, motorcycles can access narrow" alleyways, crowded event venues, and tight spaces, enabling law enforcement to maintain a visible and immediate presence in areas where traditional patrol cars might struggle.
Police motorcycles are also essential for traffic enforcement because of their agility and ability to weave through traffic; allowing officers to easily pursue and apprehend traffic violators, including speeding drivers or those who attempt to evade capture. Motorcycle officers also provide a visual law enforcement presence on the roads, contributing to safer driving habits among the general public.
AUTHORIZATION TO PURCHASE TWO REPLACEMENT POLICE MOTORCYCLES NOVEMBER 28, 2023
PAGE 2
The two new police motorcycles would replace two current motorcycles which are more than eight years old and well past their normal service life in condition and mileage.
During the regular budget approval process for Fiscal Year 2023-2024, the City Council approved $63,255 in the General Fund to purchase two replacement police motorcycles; however, based upon the competitive bid process, the actual cost will be $67,771
Q[zMW&*W
The Downey Police Department's primary motorcycle fleet consists of five BMW motorcycles ranging from 2021 - 2023 models. The fleet also consists of four Honda motorcycles ranging from 2009 - 2016 models. Two of these Honda motorcycles are well past their normal service life in condition and mileage, necessitating their replacement.
In 2016, Honda discontinued building police motorcycles which led the Downey Police Department to evaluate suitable replacements. After conducting testing between BMW and Harley Davidson motorcycles (the only two primary manufacturers of police motorcycles), BMW motorcycles were selected as the primary motorcycle of the fleet police motorcycles in use.
In April 2023, the Los Angeles County Sheriff's Department conducted a bidding process, and they awarded the contract to Long Beach Motorcycles. Staff is recommending that the 04 "-wi-4
the City of Downey's Cooperative Purchasing Policy.
Upon approval of this purchase, the order for these two motorcycles would be placed with BMW. The average build and delivery time of the motorcycles is six months once the order is receive,*.

Electromagnetic Interference Susceptibility Motorcycle is' intended for use in presence of electromagnetic fields resulting from use of public safety radios. Motorcycle
performance shall not be affected in anyway by transmission from a radio and antenna installed in the motorcycle and operating in any of the frequency ranges of 30 to5tl-MH , ISO to 174-MH , 450 to 512-MH , and 800 to 900-MHZ and
having a radio frequency output no less than 100-watts.
Motorcycle performance shall not be affected by the presence ofanother motorcycle equipped with the above -described radio and operated adjacent to the subject motorcycle.
Radiated and Conducted Electromagnetic Interference
Motorcycle systems and accessories shall be designed to minimize interference with the use of public safety radio receivers or electronic sirens or sound amplifiers. The effective sensitivity of receiver installed in the motorcycle shall not be reduced by more than the amount tabulated below for each frequency band.
ALLOWABLE
FREQUENCY AND DEGRADATION
30 to 50 - MHZ 15 d E
ISO to 174 - MHZ 5d B
450 to 512 - MHZ 3 d B
800 to 900 -' MHZ Id H
Degradation is defined as the difference in effective receiver sensitivity measured with'the motorcycle engine and
accessories turned off and that measured with the engine and accessories turned on. Sensitivity is measured in terms of the 12 dB Sinad signal as defined in EIA Standard -204, To
determine effective sensitivity, the receiver is connected to the antenna through an isolating tee connector which allows introduction of the signal generator through the isolated port.
Comparative signal strength readings arc then taken with and without the interference present.
