Item No.

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: OFFICE OF THE CITY MANAGER
BY: JAMES MCQUEEN, DIRECTOR OF HUMAN RESOURCES

DATE: NOVEMBER 28, 2023

SUBJECT: ADOPTION OF HOURLY PAY RANGES FOR THE POSITIONS

DESIGNATED AS TEMPORARY/PART-TIME AND THE TEMPORARY/

FULL-TIME POSITION OF AMBULANCE OPERATOR

EXECUTIVE SUMMARY

The City Council will consider adopting a resolution increasing the salary ranges for temporary/part-time positions and the temporary full-time position of Ambulance Operator in connection with the upcoming increase in the State minimum wage to $16 per hour.

This resolution will also establish a series of new classifications solely assigned to the City’s Columbia Memorial Space Center.

RECOMMENDATION

That the City Council:

Adopt Resolution No. 23-8204 updating the hourly pay schedule for positions designated as temporary/part-time and the temporary/full-time position of Ambulance Operator.

BACKGROUND

Labor Code Section 1182.12 requires the State of California to make a determination, and certify to the Governor and the Legislature on an annual basis, whether an adjustment for inflation is to be applied to the State minimum wage after the minimum wage reached $15 per hour in January 1, 2022. Pursuant to this section, the labor code requires minimum wage to be adjusted annually for inflation by the lesser of 3.5 percent or the rate of change. This adjustment is specified by the United States Bureau of Labor Statistics non-seasonally adjusted United States Consumer Price Index for Urb an Wage Earners and Clerical Workers (U.S. CPI-W).

ANALYSIS

The State of California Department of Finance has calculated the U.S. CPI-W for the 12- month period from July 1, 2022 to June 30, 2023, to have increased by 6.16 percent compared to the prior 12-month period. As a result, the State of California has determined that the minimum wage shall increase to $16.00 per hour effective for all employers on January 1, 2024. The attached resolution will increase the City’s established pay ranges

2 to comply with this new minimum wage rate. Additionally, the City’s other temporary/part- time and temporary full-time positions salaries will also be adjusted proportionally to the minimum wage increase to maintain existing differentials between positions.

This resolution also creates a series of new classifications solely assigned to the City’s Columbia Memorial Space Center. Due to the unique nature of this facility , a new set of classifications and pay ranges were needed to better define the unique nature of the duties performed by staff. These new positions will also better support recruitment efforts by more accurately defining tasks and establishing competitive compensation rates .

These classification changes have already been included in the Fiscal Year (FY) 2023- 2024 Adopted Budget.

Staff recommends implementation of the hourly pay ranges effective December 25, 2023, as required by the State of California and as proposed in the attached Resolution.

CITY COUNCIL PRIORITIES

Fiscal Responsibility

FISCAL IMPACT

Approval of the recommended action will result in an expenditure of approximately $135,000 for the remainder of FY 2023-2024 to multiple departmental temporary staffing accounts as previously approved in the FY 2023-2024 operating budget. Sufficient funds have been included in this year’s budget to cover these increased costs.
