DATE: NOVEMBER 28, 2023
SUBJECT: UPDATE ON SECURITY UPGRADES TO THE DOWNTOWN PARKING
STRUCTURE
EXECUTIVE SUMMARY
The City Council will provide direction on the upgrades to the City-owned downtown parking structure located at 8201 2nd Street, including interior and exterior painting of the structure, the addition of a security camera system throughout the facility, lighting of the structure, and ongoing maintenance and security efforts. The project will enable the City to provide a clean, safe, and reliable location for visitors to the City’s downtown area to park.
RECOMMENDATION
That the City Council:
Discuss and provide any feedback on the interior and exterior painting, as well as lighting and ongoing maintenance and security efforts of the parking structure.
BACKGROUND
As part of the Fiscal Year 2023-2024 adopted budget, the City Council approved upgrades to the City-owned downtown parking garage (CIP Project 24-12), which included interior and exterior painting of the entire structure and the addition of a security camera system throughout the facility. The City Council requested an update on the project at its meeting of November 14, 2023.
ANALYSIS
Structure Painting
Staff from the Public Works Department has met with experienced painting contractors to provide quotes for painting the exterior and interior walls of the entire parking garage structure. The scope of work includes painting all smooth, concrete wall, column, and ceiling surfaces on the interior of the structure and all smooth exterior wall surfaces in a white color. As part of the quote, the contractors included an estimate for painting one of

the exterior walls with a simple geometric mural pattern using varying colors of blue, orange, and white from the standard City of Downey color palette. Examples of this type of exterior wall with geometric pattern are included in Attachment A. Having such murals can help serve as a draw for locals and visitors to the area, not only to use the improved parking structure, but also bring customers to nearby businesses and help create synergy of the Downtown area beyond Downey Avenue.
The total cost for completing the interior and exterior painting of the parking structure are estimated to be $225,000. Staff is currently soliciting bids from qualified painting contractors and will return to City Council in January 2024 for consideration of approval for this contract.
Security Camera System
Staff from the Information Technology Division and Downey Police Department worked together to obtain quotes from experienced contractors to install a new security camera system throughout the facility.
The scope includes placing cameras at one side of the building on each floo r to capture vehicles entering and exiting. Security cameras are also to be installed at the entrance of each elevator and stairwell on each floor. On the rooftop, there will be two, 360 -degree cameras installed at the center to capture the entire roof, including elevator and stairwell.
At the vehicle entrance of the parking structure, the cameras will be equip ped with license plate reading technology, in the event that the Downey Police department needs to conduct an investigation. Additional scope of work for the security upgrades to the parking structure includes working with an electrical contractor to upgrade the electrical conduit and CAT6 network cabling throughout the facility to handle the new system and be resistant to any vandalism. Staff from the Information Technology division will assist with providing network connectivity from the public parking structure back to the Downey Police facility via wireless network connectivity and utilizing the City’s own fiber optic network. This will reduce the monthly recurring cost of internet or cellular service.
The total cost for completing the security camera system installation as described above is $74,000 ($30,396 for security cameras, $34,500 for electrical conduit and network cabling, $7,069 for network infrastructure equipment, and $2,035 for any miscellaneous expenses). Staff anticipates that this installation will begin in December 2023 and will be completed within a six-week period. This work will be completed in time for the painting portion of the project, which is expected to begin by the end of January 2024.
Lighting of the Parking Structure
In 2017, the existing lights used throughout the entire parking structure were all upgraded to LED (Light-Emitting Diode) bulbs, which are a more efficient and effective method for illuminating the structure. However, the use of a flat, beige color palette on the walls has inhibited the ability to provide proper illumination throughout the interior. Staff will evaluate the effect of using the white paint palette on the interior surfaces and its impact on the quality of illumination. If necessary, additional lighting could be added after this evaluation.

Maintenance of the Parking Structure
The Public Works Department manages maintenance of the parking structure through a combination of contractors and internal staff efforts. The parking structure historical maintenance schedule includes:
• Pressure washing of stairwells on the 2nd and 4th Saturday of each month (Contractor).
• Pressure washing of concrete decks once per month (Contractor). • Cleaning of elevators weekly on Saturday, Sunday, and Monday (Contractor). • Removal of trash, inspection of the parking structure for graffiti, and evaluation of the condition of the elevator in the early morning, Monday through Friday. Any issues are reported to the Facilities Supervisor and addressed by staff and contractor.
• Daily Replacement of the trash bin liners in the morning, (Contractor) Staff will utilize the services of National Environmental Solutions (NES), the contractor that provides the parking structure cleaning services, to thoroughly pressure wash and sanitize the parking structure prior to starting the painting and security syst em upgrades.
Staff will also receive quotes to restripe all parking stalls as part of the project. Staff is increasing the frequency that NES currently conducts the pressure washing efforts of the stairwells. Staff is currently working to increase the cleaning to double the frequency of stairwell washing to every Saturday. The approximate cost on an annual basis for increasing this frequency is $11,500. Staff is also soliciting bids for increasing the pressure washing of the concrete decks in the parking structure. This is a labor-intensive service provided by a local company, Webco. The cost for increasing the frequency to twice per month would be approximately $3,000 extra per month. Staff is bidding out this service for this increase. New services are summarized as follows:
• Service Enhancement: Pressure washing of stairwells will occur weekly on Saturdays (Contractor).
• Service Enhancement: Pressure washing of concrete decks twice per month (Contractor).
• No Change: Cleaning of elevators weekly on Saturday, Sunday, and Monday (Contractor).
• No Change: Removal of trash, inspection of the parking structure for graffiti, and evaluation of the condition of the elevator in the early morning, Monday through Friday. Any issues are reported to the Facilities Supervisor and addressed by staff and contractor.
• No change: Daily replacement of the trash bin liners in the morning, (Contractor) Downtown Security Patrol Services
The City currently uses Servexo Patrol Services to patrol within the parking structure until 2am Monday through Thursday and until 3am Friday through Sunday. Prior to August 2023, these patrol services ended at Midnight Monday through Thursday and at 2am Friday through Sunday. In order to enhance protection and security at the facility and within the Downtown area, the hours of coverage were expanded. Servexo’s contract

expires on June 30, 2024. Staff anticipates releasing an RFP (Request for Proposals) for these patrol services in January 2024, with approval of a new contract to be before the City Council early spring 2024.

FISCAL IMPACT
The security camera system upgrades will result in expenditures of $74,000. This requires additional appropriations for the Fiscal Year 2023 -2024 budget of $64,900 in account 10- 4-1380-0700 and $7,100 in account 10-4-1380-0887. These expenditures are being considered under a separate agenda item on the Council agenda this evening.
There are sufficient funds within the Public Works Street Maintenance fund (Account No. 10-4-3145-0700) to cover the additional pressure washing services of the stairwells as recommended for the maintenance of the Parking Structure.
Staff will return in January 2024 to the City Council to discuss the cost of the painting project and any additional appropriations that may be required to complete the interior and exterior painting of the facility, as well as increased frequency to pressure washing of the concrete decks.
