CALIFORNIA DEPARTMENT OF RESOURCES, RECYCLING, AND
RECOVERY (CALRECYCLE) PAYMENT PROGRAMS AND RELATED
AUTHORIZATIONS
EXECUTIVE SUMMARY
The City Council will consider adopting a resolution authorizing the submittal of applications for all CalRecycle payment programs. The adoption of the resolution is necessary for the City to apply on an annual basis for the City/County Beverage Container Recycling and Used Oil Payment Programs. CalRecycle requires that the applicant’s governing body declare by resolution certain authorizations related to the administration of the payment program.
RECOMMENDATION
That the City Council:
1.Adopt Resolution No. 24-8211, authorizing the submittal of application(s) for all California Department of Resources, Recycling, and Recovery (CalRecycle) Payment Programs and related authorization; and
2.Authorize the City Manager or designee to execute all grant-related documents.
BACKGROUND
CalRecycle has established various payment programs such as the Beverage Container Recycling, Used Oil, and Litter Abatement Payment Programs to financially assist cities with the implementation of recycling programs. The goal of these programs is to help reach the state’s goal of 80% recycling. Funds from these programs can be used to develop and maintain used oil and used oil filter collection/recycling programs, provide education and outreach to residents about recycling as well as fund litter clean-up events.
Cal Recycle establishes procedures governing the administration of the payment , and one of the requirements, among other things, is an applicant’s governing body to dec lare by resolution certain authorizations related to the administration of the payment programs.

ANALYSIS
Through the Beverage Container payment program, eligible cities receive a minimum of $5,000 or an amount calculated by CalRecycle on a per capita basis, whichever is greater.
In past years, the City has received approximately $29,000 from this payment program.
Furthermore, the City has annually used these payment programs to cover costs associated with various programs, including but not limited to: Keep Downey Beautiful community clean-up events and procurement of supplies for litter abatement and recycled content products.
Additionally, the City has received approximately $17,000 from the Oil Payment Program.
The City has used the funds to conduct three filter exchange events where residents can recycle a used oil filter in exchange for a free new filter voucher. Furthermore, the program has allowed the City to distribute empty oil containers, red shop towels, plastic oil funnels, and Ziplock filter recycling bags to residents at City Community events. The adoption of this resolution is recommended in order for the City to annually apply for CalRecycle’s payment programs.
