SUBJECT: CITY COUNCIL APPOINTMENTS TO THE INTER-GOVERNMENT AGENCIES AND COUNCIL SUBCOMMITTEES FOR 2024
EXECUTIVE SUMMARY
The City Council will consider approving the Mayor’s recommended City Council Member appointments to represent the City in the various Inter-Government Agencies and serve on the standing Council Subcommittees for 2024.
RECOMMENDATION
That the City Council:
1.Approve the City Council appointments to the Inter-Government Agencies and Council Subcommittees for 2024;
2.Terminate the Eco-Rapid Transit, Rio Hondo Golf Club and Rancho Los Amigos Property Subcommittees, and,
3.Merge the Affordable Housing and Renter’s Rights Subcommittees into the Affordable and Tenants’ Housing Subcommittee.
BACKGROUND
Annually during the month of January, the incoming Mayor appoints the City Council Members to serve and represent the City on various Inter-Government Agencies and Council Subcommittees for the year. Per the State Health and Safety Code 4730, the Mayor automatically serves on the Board of Directors of the Los Angeles County Sanitation Districts Nos. 2 and 18, upon assuming his/her position as Mayor. In addition, the Mayor serves as the Primary Delegate for the Los Angeles City Selection Committee.
Pursuant to Section 2024 of the State Health and Safety Code, the City Council must appoint a Trustee to serve as the City’s representative for a two (2) or four (4) year term to the Greater Los Angeles County Vector Control District. The City was previously represented by Mr. Robert Kiefer, Downey resident, who served four (4) consecutive terms (8 years). Mr. Kiefer has informed City staff that he is no longer available to be considered for reappointment after completing his current term which ends January 2024.

The City Council must discuss and consider appointing a member of the City Council to serve as the City’s representative for a two (2) or four (4) year term.
Alternate delegates appointed to serve on any of the Inter -Government Agencies are required to attend scheduled meetings in the absence of the Primary delegate.
ANALYSIS
Termination of the Eco-Rapid Transit Subcommittee is recommended as the City is no longer a member of the Eco-Rapid Transit JPA; terminating the Rio Hondo Golf Club Subcommittee is recommended as renovations to the Rio Hondo Golf Club have been completed; and, terminating the Rancho Los Amigos Property Subcommittee. Staff found very limited information regarding the Rancho Los Amigo s Property Subcommittee and the City Council has created the Rancho South Campus Future Development Ad-hoc Committee. Finally, the Mayor recommends merging the Affordable Housing Subcommittee and Renter’s Rights Subcommittee and naming the subcommittee Affordable Housing and Tenant’s Rights Subcommittee.
