BACKGROUND
The Clean California Local Grant Program (CCLGP), administered by Caltrans, provides funding to beautify and improve streets and roads, tribal lands, parks, pathways, and transit centers. Its ultimate goal is to restore pride in California's public spaces. In Cycle 1, Caltrans awarded approximately $300 million in funds to 105 projects. In Cycle 2, Caltrans awarded approximately $100 million in funds to 42 projects across the State.

Eligible applicants were local or regional public agencies, transit agencies, and tribal governments. All program funds are intended to benefit underserved communities.

ANALYSIS
In 2022, the City of Downey applied for and was awarded $749,405 under Cycle 1 of the CCLGP for the Rio San Gabriel Park -Green, Safe and Active Park Improvements project.

This project is currently underway and, when completed, will provide much needed improvements for the community.

In May 2023, the City applied for and was awarded $2,517,000 under Cycle 2 of the CCLGP for the City of Downey Alley Beautification Project. The City has until June 30, 2026 to expend awarded grant funds. This project intends to provide critical alley infrastructure improvements throughout several sections of the City's alley roadway network. Furthermore, the improvements are expected to foster a more active community for pedestrians, bicyclists, and transit users that can utilize the improved alley network that promotes a safer and more walkable environment within the most underserved and disadvantaged areas of the City. Staff anticipates releasing an RFP for design services in March 2024 and awarding a design contract to design consultant in June 2024. Staff expects to advertise the project for construction in January 2025, award a construction contract in April 2025 and issue a notice to proceed to contractor in June 2025.

Construction is anticipated to be complete and project taken to Council for acceptance in February 2026.

As part of the acceptance of the $2,517,000 grant funding, the adoption of a Resolution is necessary for the City to execute a restricted grant agreement with Caltrans and receive a notice to proceed to work on the project.
