SUBJECT: UPDATE ON PAINTING AND SECURITY CAMERA UPGRADES TO THE

DOWNTOWN PARKING STRUCTURE

EXECUTIVE SUMMARY
The City Council will receive and file an update on painting and security camera upgrades to the downtown parking structure located at 8201 2nd Street, including interior and exterior painting of the structure and the addition of a security camera system throughout the facility. Staff is also seeking direction on painting one exterior wall of the parking structure.

That the City Council:

1. Receive and file an update regarding the interior and exterior painting of the parking structure, as well as the installation of the security camera system.

2. Discuss and provide feedback on options for painting geometric mural design on one of the exterior walls.

BACKGROUND
As part of the Fiscal Year 2023-2024 adopted budget, the City Council approved upgrades to the City -owned downtown parking garage (CIP Project 24-12), which included interior and exterior painting of the entire structure and the addition of a security camera system throughout the facility.

At the November 28, 2023 City Council meeting, the City Council received an update on the Project, including interior and exterior painting, lighting, ongoing maintenance and security efforts of the parking structure. During this meeting, staff stated they will return to the City Council with update regarding the interior and exterior painting project.

Following publishing the request for bid proposals on the online bidding platform PlanetBids, the City received bids from 19 experienced painting contractors for painting the exterior and interior walls of the entire parking garage structure. The scope of work includes painting all concrete walls, columns, and ceiling surfaces on the interior of the structure in a white color that will reflect the interior lights and all exterior wall surfaces in a neutral color, similar to the current off-white color. As part of the quote, the contractors included an estimate for painting one of the exterior walls with a simple geometric mural pattern using varying shades of blue, orange, and white from the standard City of Downey color palette. Examples of this type of exterior wall with geometric patterns are included in Attachment A. Having such murals can serve as a draw for locals and visitors to the area, not only to use the improved parking structure, but also bring customers to nearby businesses and help create synergy of the Downtown area beyond Downey Avenue. Staff is seeking input from the City Council on the type of pattern to include on the exterior wall.

Update on Security Camera System for the Downtown Parking Structure At its meeting on November 28, 2023, the City Council directed staff to move forward with procuring the security camera equipment and all associated electrical and network contractor services to install the new system at the parking structure. Staff from the Information Technology (IT) division have been working with the contractors over the last six weeks to order and install all of the equipment that will capture security footage on each floor of the parking structure, including license plate reading technology, and delivering this video feedback to the Police Department. The project is substantially complete, and IT staff is currently waiting for cameras to be delivered and installed, which is anticipated by the end of February.

Downtown Security Patrol Services, Additional Pressure Washing, and Lighting he City currently uses Servexo Patrol Services to patrol the parking structure until 2am Monday through Thursday and until 3am Friday through Sunday. Servexo's contract expires on June 30, 2024. A new RFP (Request for Proposals) for these patrol services will be released on February 14, 2024 and a new contract will be presented for consideration to the City Council in early Spring 2024. Staff is currently seeking bids from pressure washing contractors for increasing the pressure washing of all four floors of the concrete decks in the Parking Structure from once to twice per month and anticipates awarding a contract in March 2024.

LED (Light -Emitting Diode) lighting was upgraded throughout the parking structure in 2017. The use of a flat, beige color palette has inhibited the ability to provide proper illumination throughout the interior. Staff will evaluate the effect of using a clean, white
