EXECUTIVE SUMMARY
The City Council will consider approving plans and specifications, and authorizing the solicitation of construction bids for the Residential Streets Pavement Rehabilitation - Area 5 and 7 Projects (Project), Capital Improvement Program (CIP) No. 22-20 and 22-21.
These areas are recommended for improvement based on the City’s approved Pavement Management Program.
RECOMMENDATION
That the City Council:
Approve plans and specifications, and authorize solicitation, for construction bids for Residential Streets Pavement Rehabilitation - Area 5 and 7, CIP No. 22-20 and 22-21
BACKGROUND
The City’s Pavement Management Program (PMP) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The PMP evaluates, ranks, and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and other field observations. The PMP systematically prioritizes areas for pavement rehabilitation through a 10-year work plan in which the City was divided into ten areas as shown on Attachment A.
The residential street segments in each area identified as priorities for improvements are either in a state of minor deterioration and can be inexpensively repaired with minor maintenance methods such as slurry seal, cape seal or overlay while other residential street segments identified are deteriorated to a state of disrepair beyond what ordinarily could be handled through routine street maintenance practices and must be reconstructed. will raise the condition of the pavement to an acceptable standard and will extend the life of the infrastructure by 20 years.
ANALYSIS
Both the Area 5 and Area 7 projects have similar design and construction schedules.
Given this, staff has combined the plan sets and specifications in order to bid both projects as one combined project. Combining projects allows the City to leverage economies of scale by creating a project with larger construction quantities than would be typically required by a pavement rehabilitation projects which focuses on only one area.
An additional cost-savings strategy staff will implement is to remove all slurry seal and cape seal streets from this Project and combine them into a single slurry seal project to be constructed in FY 2024-2025. Slurry seal is often a component that the prime contractor will procure a subcontractor to construct. Sub-contractor work is subject to a 5% markup per the City of Downey Boiler Plate Specifications and industry standards. By combining the projects, the City ensures the prime contractor will be one who can construct slurry seal without the use of sub-contractors, therefore negating the 5% markup the City would pay if this work were to be done as a part of this Area 5 and Area 7 project. The slurry seal and cape seal streets to be removed are still listed in Attachment C for the Council’s reference.
The plans (Attachment B) and specifications for the subject Project are complete and the Project is now ready for solicitation of bids. This Project will rehabilitate 158 residential street segments with a total length of approximately 89,600 linear feet or 16.97 miles.
Attachment C provides a list of residential streets that will be overlaid or reconstructed.
The scope of work includes grind and overlay and pavement rehabilitation. This Project will also replace damaged and uplifted sidewalks; curb and gutter; cross gutters; and driveway approaches. Finally, this Project will reconstruct curb access ramps to comply with the latest Americans with Disabilities Act (ADA) standards.
Staff anticipates bidding the Project in March 2024, with construction anticipated to begin in April 2024 and be completed in August 2024. This Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(c), Existing Facilities.
