BACKGROUND

The City receives requests on an ongoing basis for the repair of concrete improvements within the public right-of-way. These requests are primarily related to damaged and/or uplifted concrete sidewalks, curb and gutter, and driveway approaches. Priorities for repairs are given to areas that have higher than usual pedestrian traffic (i.e., near hospitals, health clinics, schools, parks, bus stops, and senior care facilities) or locations with severe damage.

Periodically, the City also receives requests for construction of new sidewalks and Americans With Disabilities Act (ADA)-compliant curb access ramps where they currently do not exist. In October 2016, the City of Downey started the development of a Self- Evaluation and Transition Plan to bring City infrastructure into compliance with ADA. The Transition Plan includes information regarding the types of needed ADA upgrades and repairs, locations, and estimated dates for repairs.

In order to efficiently and equitability complete the necessary concrete repairs and ADA improvements, the City has adopted an Annual Miscellaneous Concrete Repair Program through which the City has divided into four areas (Attachment A). Each fiscal year, the Program is rotated between the four geographical regions. For this fiscal year, the Project will be in Area 1, the southeastern part of the community.

ANALYSIS

On November 28, 2023, the City Council approved plans and specifications and granted authority to advertise the subject Project for bids (Attachment B). A copy of the Project specifications is available in the Public Works Department for public review. The proposed work consists of locations requiring concrete repairs and/or ADA-related upgrades that have been selected that need attention and are shown on the plans in Attachment B.

Also included in this year’s Capital Improvement Program budget is the third phase of the Lakewood Boulevard Parkway Improvements. This project will remove and replace uplifted or damaged sidewalks, curb across and gutter, and ADA-compliant curb access ramps on both sides of Lakewood Boulevard between Imperial Highway and Gardendale Street.

Additionally, the Fire Station No. 1 Parking Lot Concrete Replacement Project is included in this year’s Capital Improvement Program budget. This project will replace the northerly concrete parking lot at the fire station and will include the replacement of the corroded fuel sumps for the underground fuel tanks. This project will also remove the existing trees and overgrown vegetation uplifting the concrete parking lot and will construct a new privacy chain link fence along the perimeter of the parking lot. The privacy chain link fence is an Additive Alternate Bid Item and was not considered in the Base Bid when awarding the contract.

EBS General Engineering, Inc. Corona $800,683

The lowest responsive and responsible bidder is Gentry General Engineering, Inc., with a Base Bid amount of $631,827 (Attachment C). The addition of the Additive Alternate Bid Item (Construction of a Chain Link Fence) brings the total bid amount to $694,327.

Staff reviewed the bid proposal and references provided by Gentry General Engineering, Inc. and found that Gentry General Engineering, Inc. has satisfactorily completed projects for the Cities of Downey, Fontana, Hermosa Beach, Laguna Niguel, Manhattan Beach, Upland, and others. Gentry General Engineering, Inc.'s state contractor's license is "current and active," and this contractor is registered with the California Department of Industrial Relations (DIR) for Labor Compliance. Staff recommends that the City Council award a contract to Gentry General Engineering, Inc. for the construction of Fiscal Year 2023-2024 Annual Miscellaneous Concrete Repairs (Citywide), CIP Nos. 23-13, 24-01, 24-02.
