1 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: SCOTT R. LOUGHNER, ACTING CHIEF OF POLICE
DATE: MARCH 26, 2024
SUBJECT: APPROVAL OF A SERVICE AGREEMENT WITH FLOCK SAFETY FOR FIXED
AUTOMATED LICENSE PLATE READER AND SURVEILLANCE CAMERAS IN
THE DOWNTOWN DOWNEY AREA
EXECUTIVE SUMMARY
The City council will consider authorizing the Downey Police Department to enter into a 3-year term Service Agreement with Flock Safety for the installation of 8 Flock Falcon Automated License Plate Reader cameras and 6 Flock Condor Surveillance cameras that are to be installed in the Downtown Downey area. These cameras will allow the Downey Police Department to view live surveillance feeds of the Downtown Downey area, as well as access video recordings that can be reviewed for investigative purposes.
RECOMMENDATION
That the City Council:
1. Approve the Service Agreement with Flock Safety for the installation of 8 Flock Falcon Automated License Plate Reader cameras and 6 Flock Condor Surveillance cameras, for a three-year term beginning on April 1, 2024, for a total contract amount of $138,900 for the three years of service; and
2. Authorize the City Manager, or his designee, to execute the Service Agreement with Flock Safety, including any non-substantive extensions, change orders, purchase orders, and amendments.
3. Authorize an appropriation in the amount of $54,900 from General Fund- Measure S Equipment Fund, Account No. 17-4-2110-0700 for Fiscal Year 2023-24.
BACKGROUND
With the expansion of ABC licensed establishments and increased calls for service in the Downtown Downey area, the Downey Police Department has researched the feasibility of installing surveillance cameras in the Downtown Downey area. After reviewing various vendor offerings and associated costs, staff has found that Flock Safety offers both

2 Automated License Plate Readers (ALPR) and surveillance cameras that can be accessed through Flock Safety’s services subscription technology platform, enhancing the City’s surveillance capabilities in the Downtown Area.
ALPR’s use a combination of cameras and computer software to scan license plates of passing vehicles. If the license plate comes back to either a stolen or wanted vehicle, it alerts officers. Downey Police routinely recover stolen vehicles and arrest occupants of vehicles that are wanted in conjunction with other crimes. Police detectives also utilize license plate data to assist with investigative leads where a vehicle is involved in cases they are working on.
ANALYSIS
The Downey Police Department identified two priority coverage areas in Downtown Downey with the most vehicular and pedestrian traffic:
1. Area 1: Firestone Blvd., between Dolan Ave. and Paramount Blvd.
2. Area 2: Downey Ave., between Firestone Blvd. and 3rd St.
With this information, Flock Safety developed a deployment plan for both areas. Flock Safety’s plan includes the installation of 4 Falcon ALPR and 4 Condor surveillance cameras in Area 1; and 2 Falcon ALPR and 4 Condor surveillance cameras in Area 2.
The initial installation cost (one-time fee) for the cameras is $12,900 and the annual cost per camera is $3,000, including maintenance.
The Department has existing ALPR cameras that are fixed (mounted on poles or traffic lights) and situated at the main entry points into the City. The Department also has mobile ALPR cameras that are mounted to police vehicles. Purchasing new ALPR cameras would have significantly higher up-front costs (initial hardware, installation, licensing and annual fees), whereas the Flock Safety services subscription is much more economical with a lease agreement. Several of the current ALPR’s the Department utilizes are out of warranty, past end of life and are maintained by Police Departmental personnel. As part of Flock Safety’s service agreement, they are responsible for installation, maintenance, support and camera updates.
Several local law enforcement agencies surrounding the City of Downey have agreements with Flock Safety, including Bell Gardens Police Department, South Gate Police Department, Whittier Police Department, and Los Angeles County Sheriff’s Department. to assist them in solving crimes where vehicles are used and their license plate information is captured in the Flock Safety system.
Utilizing the same system as surrounding law enforcement agencies provides an additional benefit of multi-agency collaboration and sharing of license plate data.

3 In addition, Flock Condor cameras have Pan/Tilt/Zoom (PTZ) capability where remote access users can maneuver camera angles and have the ability to zoom in and out.
The proposed three-year contract calls for Flock Safety to install and maintain 6 Falcon ALPR and 8 Condor surveillance cameras. It also calls for Flock Safety to provide the Police Department with searchable access to their ALPR data.
