TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: OFFICE OF THE CITY MANAGER
BY: MATTHEW BAUMGARDNER, DIRECTOR OF PUBLIC WORKS/CITY

ENGINEER

DATE: APRIL 9, 2024

SUBJECT: CONTRACTED EMERGENCY REPAIR WORK WITH LETNER ROOFING

COMPANY FOR THE MCCAUGHAN GYM ROOF REPLACEMENT

EXECUTIVE SUMMARY

The City Council will consider ratifying the emergency award of a contractor services agreement for the roof replacement of the McCaughan Gym by Letner Roofing Company (Letner). The project is part of the Fiscal Year 2023-2024 Capital Improvement Program (CIP). Due to the need to replace the roof quickly as a result of recent rain and to avoid any potential damage to the facility, City staff contacted and received cost quotes for roof replacement work from three qualified roofing contractors and awarded the contract to Letner based on being the lowest responsive bidder. The contract was awarded under the urgency provisions of the City’s Purchasing Policy and Procedures due to the heavy rain conditions of this Winter season, and the need to repair the roofing to protect City property and avoid any service shutdowns due to facility damage.

RECOMMENDATION

That the City Council:

1. Ratify the City Manager’s approval of a contractor services agreement with Letner Roofing Company in the amount of $355,360 for the McCaughan Gym roof replacement; and

2. Authorize the City Manager to execute all amendments to the agreement in a form acceptable by the City Attorney.

BACKGROUND

The replacement of the McCaughan Gym roof was identified in the Fiscal Year 2023- 2024 CIP budget due to the age of the roof, which was last replaced in 1997. Public Works maintenance staff has managed leaks in recent years, but the useful life of the roof has expired. Due to the heavy rain conditions experienced this winter season, repair needs at the facility have increased. As a result, a contract was awarded to Letner for the roof replacement under the City’s emergency purchase provisions. As

required by the Purchasing Policy and Procedures, staff is returning to City Council at the first opportunity to notify the Council and seek its ratification of the contract.

ANALYSIS

On February 15, 2023, Public Works staff met with five qualified roofing contractors at the McCaughan Gym to review the project scope. A total of three bidders submitted bids on February 23, 2023:

Company

Bid Amount
Letner Roofing Company $355,360
Commercial Roofing Systems, Inc. $439,704
Best Contracting Services, Inc. $455,637

Staff from Public Works and Parks & Recreation are coordinating with Letner to work around existing programming at the gym. Currently, Letner is scheduled to begin the work during the week of April 8, 2024 and pending any further weather disturbances should be complete by the end of April.
