RECOMMENDATION
That the City Council:
Approve the Street Closure Permit for Saturday, May 1 1 , 2024, from 8:00 a.m. to 8:00 p.m. to accommodate the “Downey Street Faire” taking place from 11 :00 a.m. to 6:00 p.rn
BACKGROUND
The Downey Chamber of Commerce is a non-profit organization that unites businesses within the community, assisting with networking, marketing, and ensuring economic vitality, all while supporting the City with its business retention, expansion, and workforce development efforts.
For the past 30 years, and in close partnership with the City, the Chamber of Commerce has hosted the Downey Street Faire on Brookshire Avenue, between Firestone Boulevard and 5th Street. The annual street faire is the second largest event the Chamber of Commerce hosts, outdone only by the Chamber’s annual Christmas Parade. This year, the Chamber proposes to host the Street Faire on Saturday, May 11, 2024 from 11 :00 a.m. to 6:00 p.m.

DISCUSSION
On February 12, 2024, the City received a street closure request to close Brookshire Avenue from Firestone Boulevard to 5th Street. The closure will accommodate the 30th annual Downey Street Faire hosted by the Downey Chamber of Commerce. The annual event is a family-friendly fair that will include no more than 150 vendor booths, ten (10) food trucks, a kids' fun zone with inflatables, obstacle courses, a toddler playground, a live entertainment stage, and for its adult visitors, a 12’x30’ fenced beer garden (Attachment B)
The vendor booths will consist of merchandise and food vendors offering pre-packed food options while some cooking on-site. All food vendors, including the ten (10) food trucks, will be required to provide health permits from the Los Angeles County Health Department. The proposed 'beer garden’ will be located on Brookshire Avenue by the crosswalk connecting at Civic Center Drive. The applicant will be required to comply with the Alcoholic Beverage Control (ABC) regulations including providing an enclosed and fenced area around the beer garden area. The applicant will also be required to provide security personnel to monitor the area, ensuring all patrons entering are 21 and over and consuming the alcohol within the delineated perimeter area. The music stage is proposed to be located across from the beer garden, and will feature live musical performances from 3:00 p.m. to 6:00 p.m. and a disc jockey throughout the event time To ensure a safe event, hard street closures are proposed at Firestone Boulevard/Brookshire Avenue and 5th Street/Brookshire Avenue. In addition, a soft street closure will be in effect during the event approximately 120 feet north of Civic Center Drive. The soft street closure will ensure that residents continue to have access to their properties, located just north of Civic Center Drive and south of 5th Street. The street closure would take place on Saturday, May 11, 2024, from 8:00 a.m. to 8:00 p.m. to accommodate the “Downey Street Faire” taking place from 11 :00 a.m. to 6:00 p.m.
Staff was informed by The Downey Theatre that Downey High School (DHS) will be having a performance the same day. The Downey Theater parking will be accessible to the public with access from 2-d and 3rd Street and Firestone Boulevard
