BACKGROUND
The Downtown Downey Improvement Association (DDIA) is a public non-profit organization that assists Downtown property owners in attracting and retaining businesses, marketing, and engaging with the community.
The DDI A proposes to host three (3) community events in the Downtown Downey area during calendar year 2024. The association has hired event organizer Angel City Market (ACM) to assist them with organizing these events. ACM currently organizes other similar events in multiple jurisdictions, most recently in the Cities of Long Beach and Inglewood.
ACM currently assists the DDIA in organizing the bi-monthly Downtown Downey Night Market on the 2nd and 4th Thursday of every month, which began in 2023.

DISCUSSION
On February 2, 2024, the City received a street closure request for three (3) events in 2024, which include a street closure along Downey Avenue, between 2-d Street and approximately 1 30 feet south of 4th Street, and a portion of 3rd Street near the intersection of Downey Avenue and 3rd Street. The street closures requested are similar to the Night Market events, currently hosted by ACM. The three (3) proposed events are family- friendly community events that will provide the Downey community an opportunity to gather at these events and celebrate the heritage and culture of their community and others
To ensure a safe event, hard street closures to traffic would take place along Downey Avenue from 2-d Street and 4th Street and along 3’d Street from New Street and approximately 150 feet east of Downey Avenue. All proposed events include a beer garden, which are regulated by The State Department of Alcoholic Beverage Control (ABC). ABC requires all designated beer garden areas to be confined to a fenced area.
ACM will be responsible for the implementation of the street closure and the overall maintenance of the event and adjacent areas around the event site, in coordination with the City’s Public Works Departments. The applicant will be required to post no parking signs 72 hours in advance as conditioned in Attachment C. In addition, the applicant is required to notify the affected business for each event, specifically those directly adjacent to the street closures on Downey Avenue, between 2nd and 4th Streets and along 3rd Street
In addition, for all three events, the applicant will be responsible for submitting a traffic control plan (TCP) and obtaining Public Works approval of the TCP which will delineate a detour plan showing the alternative route vehicles will be taking due to the proposed street closures. The TCP shall be prepared by a registered California Professional Engineer (PE) and submitted to the Public Works Engineering Division for review and approval prior to the event. It will be required that the traffic control company obtain an encroachment permit from the Public Works Engineering Division at least a week prior to each event
Cinco De Mayo Festival
The first street closure event will be the 2nd annual Cinco De Mayo Festival welcoming families and locals for an event filled with cultural appreciation, live music, entertainment, and food in the form of vendors and food trucks. The live music includes performances by mariachi and other singers. The event anticipates approximately 500 guests for this family event. The proposed street closure includes a beer garden hosted by the local businesses of the downtown area. Closure time to allow event set-up will begin at 1 :00 p.m. and the street closure will end by 1 1:30 p.m. At the time of submittal, the applicant requested a waiver of all costs for Police services related to this event and for the use of the City’s' show mobile provided by the Public Works Department, as listed in Table 1 below. The show-mobile has been used by non-profits in the past for similar events. It has been the City’s practice that the showmobile is only allowed to be used by nonprofits. 2 DOWNTOWN DOWNEY IMPROVEMENT ASSOCIATION 2024 EVENTS
