FOR THE SOLICITATION OF CONSTRUCTION BIDS FOR THE
WOODRUFF AVENUE (PHASE 1) PAVEMENT REHABILITATION
PROJECT, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 14-14A

EXECUTIVE SUMMARY

The City Council will consider approving plans and specifications, and authorizing the solicitation of construction bids for the Woodruff Avenue Pavement (Phase 1) Rehabilitation Project (Project), Capital Improvement Program (CIP) No. 41-14A.

RECOMMENDATION

That the City Council:

Approve plans and specifications, and authorize the solicitation of construction bids for Woodruff Avenue Pavement Rehabilitation Project, CIP No. 14-14 A.

BACKGROUND

The City’s Pavement Management Program (PMP) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The PMP evaluates, ranks, and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, and other field observations. The PMP systematically prioritizes areas for pavement rehabilitation through a 10-year work plan in which the City was divided into ten areas as shown on Attachment A.

The arterial and residential street segments in each area identified as priorities for improvements are either in: 1) a state of minor deterioration and can be inexpensively repaired with minor maintenance methods such as slurry seal, cape seal, or overlay, or 2) arterial and residential street segments identified are deteriorated to a state of disrepair beyond what ordinarily could be handled through routine street maintenance practices and must be reconstructed. Ultimately, the pavement rehabilitation on these street segments will raise the condition of the pavement to an acceptable standard and will extend the life of the infrastructure by 20 years.

ANALYSIS

The Woodruff Avenue Pavement Rehabilitation Project was split into two phases. The combined project scope will rehabilitate Woodruff Avenue from Firestone Boulevard to Foster Road. The northern half of the project encroaches into Union Pacific Railroad (UPRR) right of way, and, therefore, is subject to additional plan checking and permitting with UPRR prior to construction. If the City were to use the awarded Federal Grant Funds on construction work within UPRR right of way, it would trigger a complex plan check and permitting process that could add as much as one year to the project timeline. In order not to delay the entire project for a small section of work needing additional permitting, staff split the project into two segments: Woodruff Avenue between Firestone Boulevard and Washburn Road (14-14A) and Woodruff Avenue between Washburn Road and Foster Road (14-14B). The UPRR right of way is located within segment 14-14A, no Federal Grant Funds will be used on this segment. Federal Grant Funds will only be used on segment 14-14B which is scheduled for construction immediately following 14-14A.

The plans (Attachment B) and specifications for the Phase 1 of the project (14-14a) are complete and is now ready for solicitation of bids. Simultaneously, the permitting process with UPRR is near completion and staff will advertise the project in May once this step is complete. The scope of work includes repair of existing concrete sidewalks, curb and gutter, driveway approaches, ADA compliant curb access ramps, replacement of striping and pavement markings, and pavement rehabilitation. Plans and specifications for Phase 2 of the project (14-14B) are near completion and will go through a separate permitting process with Caltrans, the agency with oversight of federal funds utilized on road projects.

Staff anticipates returning to City Council in early Summer 2024 for authorization to bid this second phase.

Phase 1 construction is anticipated to begin in June 2024 and will be completed in September 2024. Phase 2 construction is expected to start in September 2024 and completed by December 2024.This Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(c), Existing Facilities.
