FROM: OFFICE OF THE CITY MANAGER
BY: SCOTT LOUGHNER, ACTING CHIEF OF POLICE
DATE: MAY 14, 2024
SUBJECT: WIRELESS COMMUNICATIONS USE AND ACCESS AGREEMENT
BETWEEN THE INTERAGENCY COMMUNICATIONS INTEROPERABILITY
SYSTEM AND THE CITY OF DOWNEY
EXECUTIVE SUMMARY
The City Council will consider approving a five-year, wireless communications use and access agreement between the Interagency Communications Interoperability System (ICI) and the City of Downey ICI is a regional radio network operated on a UHF band that provides wide area coverage. Fees for the ICI system are charged through a subscription rate. The original contract with ICI was approved by City Council on September 25, 2018.
RECOMMENDATION
That the City Council:
Approve a five-year agreement between the Interagency Communications Interoperability System (ICI), a California Joint Powers Authority, and the City of Downey, for purposes of operating Downey Police Department radio resources upon the ICI System, commencing July 1, 2024 and ending June 30, 2029 at an annual cost of $79,500 for a total contract amount of $397,500 over the term of the agreement.
BACKGROUND
In 2018, the City of Downey entered into a 10-year agreement with the Interagency Communications Interoperability System (ICI), a California Joint Powers Authority Agency, to manage the operation of police department radio resources. This decision followed a comprehensive analysis conducted by an independent radio system consultant service and an internal department review process that was in line with the City’s purchasing policy.
Initially, when the City entered into the agreement, the ICI System did not directly engage with agencies. Instead, all system subscribers went through an intermediary managing

agency, with the City of Montebello serving as the intermediary managing agency for the City of Downey.
Over the first five years of the agreement, the ICI System has consistently provided excellent radio service to the Downey Police Department.
ANALYSIS
Effective July 1, 2024, the ICI System is phasing out intermediary managing agency agreements, including the existing agreement with Montebello, and transitioning to direct subscriber agreements with the ICI System. This transition is aimed at streamlining communications and operations while standardizing the terms of subscriber agreements across the network. Importantly, it will also substantially reduce the per-radio costs for the Downey Police Department, with no annual acceleration charges included.
Under the current agreement, the Downey Police Department incurs the following radio costs for the remaining five years (at the department’s current use of 265 radios):
FY 2024-2025: $40 per radio per month, resulting in a yearly cost of $127,200.
FY 2025-2026: $41 per radio per month, resulting in a yearly cost of $130,380.
FY 2026-2027: $42 per radio per month, resulting in a yearly cost of $133,560.
FY 2027-2028: $43 per radio per month, resulting in a yearly cost of $138,740.
FY 2028-2029: $44 per radio per month, resulting in a yearly cost of $139,920.
The approval of the new direct agreement with the ICI System will supersede the existing subscriber agreement with the City of Montebello. The new agreement offers a reduced cost of $25 per radio per month, with no annual acceleration charges, resulting in a flat yearly cost of $79,500. This transition will yield a substantial savings of approximately $272,300 for the Downey Police Department over the course of the five-year agreement:
FY 2024-2025: Savings of $47,700
FY 2025-2026: Savings of $50,880
FY 2026-2027: Savings of $54,060
FY 2027-2028: Savings of $59,240
FY 2028-2029: Savings of $60,420
Total Savings: $272,300
