SUBJECT: ADOPTION OF RESOLUTION APPROVING THE LIST OF PROJECTS IN THE PROPOSED FISCAL YEAR 2024-2025 CAPITAL IMPROVEMENT PROGRAM TO BE FUNDED BY SENATE BILL 1 (SB1), THE ROAD REPAIR AND
ACCOUNTABILITY ACT
EXECUTIVE SUMMARY
The City Council will consider adopting a Resolution approving the list of projects in the proposed Fiscal Year (FY) 2024-2025 Capital Improvement Program to be funded by State Senate Bill 1: The Road Repair and Accountability Act of 2017. The City will receive $2,916,275 in SB1 revenues for FY 2024-2025 that will be used to fund street rehabilitation and other infrastructure-related projects.
RECOMMENDATION
That the City Council:
Adopt Resolution No. 24-8243, approving the list of projects in the proposed Fiscal Year 2024-2025 Capital Improvement Program to be funded by Senate Bill 1: The Road Repair and Accountability Act of 2017.
BACKGROUND
Senate Bill 1 (SB1), The Road Repair and Accountability Act of 2017, is a transportation funding bill passed by the State Legislature and signed into law by the Governor in April 2017, which provides approximately $52 billion in funding raised through gasoline, diesel fuel, and sales tax increases over the first 10 years of the law, in order to address significant multi-modal transportation funding shortfalls Statewide.
ANALYSIS
In order to receive SB1 funding approval for FY 2024-2025, the City must adopt a resolution approving a list of projects proposed to be funded through SB1. The project list must include a description and location of each proposed project, a proposed schedule for the project’s completion, and estimated useful life of the proposed improvements. The City is required to submit a copy of the adopted resolution to the California Transportation Commission by July 1, 2024. The City’s SB1 funding allocation for FY 2024-2025 is estimated at $2,916,275.
