Item No.

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: IRMA HUITRON, DIRECTOR OF COMMUNITY DEVELOPMENT
D ATE: MAY 28, 2024
SUBJECT: DISCUSSION REGARDING A VACANT PROPERTY ORDINANCE TO

REGULATE THE MAINTENANCE OF VACANT PROPERTIES

EXECUTIVE SUMMARY
The City Council will discuss potential options for regulating the maintenance of vacant properties in the City. Vacant properties can include buildings that are unoccupied for long periods of time and lots that are unimproved. The intent of this report is to introduce the topic for discussion and staff is seeking the City Council’s direction on which ordinance components to include and bring back for further discussion.

RECOMMENDATION
That the City Council:

Discuss the various components of a Vacant Property Ordinance and provide direction to staff on which components to include and bring back for consideration.

BACKGROUND
At the February 13, 2024 City Council meeting, the City Council requested that staff bring back options for addressing deteriorated and unsightly property conditions associated with vacant lots in the City, specifically an ordinance for registering vacant properties.

A vacant property ordinance is a tool used by local government agencies to address the pressing concerns surrounding neglected properties within cities. Vacant buildings and lots can be a source of blight in both residential and non-residential neighborhoods, especially if these properties are not properly maintained especially when the property owners do no take responsibility for maintaining and securing their properties. Even one vacant property that is not actively maintained and managed, can become a burden to the community.
