TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: MATTHEW BAUMGARDNER, DIRECTOR OF PUBLIC WORKS/CITY
ENGINEER
DATE: AUGUST 27, 2024
SUBJECT: AWARD OF CONSTRUCTION CONTRACT FOR THE WOODRUFF AVENUE PAVEMENT REHABILITATION PROJECT, PHASE 1, BETWEEN
FIRESTONE BOULEVARD AND WASHBURN ROAD, CAPITAL
IMPROVEMENT PROJECT (CIP) NO. 14-14A
EXECUTIVE SUMMARY
The City Council will consider approving the contract agreement with the R.J. Noble Company for the construction of the Woodruff Avenue Pavement Rehabilitation Project, Phase 1, between Firestone Boulevard and Washburn Road in order to rehabilitate the pavement within said portion of Woodruff Avenue which needs rehabilitation given that its condition has deteriorated and has outlived its useful life.
RECOMMENDATION
That the City Council:
1. Award Capital Improvement Project No. 14-14A to the R.J. Noble Company, the lowest responsive, responsible bidder, for the total bid amount of $1,568,424 and waive any and all minor irregularities in the bidding documents as submitted by said bidder;
2. Authorize the City Manager, or his designee, to execute the construction contract with the R.J. Noble Company in the amount of $1,568,424, including any non- substantive extensions, change orders, purchase order and amendments up to the authorized budget amount of $2,109,751; and
3. Approve a budget transfer in the amount of $576,979 from Account No. 56-16790 to Account No. 56-16711.
BACKGROUND
The City’s Pavement Management Program (PMP) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The City’s PMP evaluates,
WOODRUFF AVEUE PAVEMENT REHABILITATION PROJECT, PHASE 1, CIP 14-14A AUGUST 27,2024
PAGE 2
ranks, and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, ride quality, and other field observations. Street segments earmarked for improvements are identified as priorities based on the condition of the pavement for the given street segment relative to the pavement condition of other street segments throughout the City.
The street segments identified as priorities for improvement are either in a state of minor deterioration, in which case they can be inexpensively repaired with minor maintenance methods such as resurfacing or slurry seal, or the street is in a higher state of disrepair beyond what ordinarily could be handled through routine street maintenance practices, and as such, it must be rehabilitated or reconstructed. Conducting pavement rehabilitation on such street segments will improve the condition of the pavement to an acceptable standard and will extend the life of the infrastructure by up to 20 years.
The asphalt pavement on Woodruff Avenue from Firestone Boulevard to Washburn Road has deteriorated and is in a state of disrepair and must be rehabilitated. In addition, water system infrastructure improvements along Woodruff Avenue from Firestone Boulevard to Washburn Road were constructed in advance of the pavement rehabilitation work, which further impacted the pavement condition at this location. The project limits are shown on the Project Location Map attached to this report (Attachment A).
ANALYSIS
On April 23, 2024, the City Council approved plans and specifications and granted authority to advertise the subject project for bids (Attachment B). A copy of the project specifications is available for review in the Public Works Department. The proposed street improvements include approximately 2,750 linear feet of rehabilitation of the existing deteriorated asphalt pavement on Woodruff Avenue from Firestone Boulevard to Washburn Road. In addition, the work consists of the installation of fiber-optic communications conduit and cables under the Union Pacific Railroad (U.P.R.R.) tracks to facilitate City communications, adjustment of various utility manholes and valve box covers to grade as well as the incidental replacement of striping, pavement markings, and signage with bike lanes. Furthermore, uplifted, damaged, or non-standard concrete curb, gutter, sidewalk, driveway approaches, alley intersection, and curb access ramps will be replaced in order to replace damaged infrastructure and/or comply with the latest Americans with Disabilities Act (ADA) requirements.
The project was posted on Planet Bids on June 13, 2024, advertised in the Downey Patriot on June 13, 2024 and June 20, 2024, and published in various trade publications. On July 11, 2024, the City received five bids electronically through Planet Bids ranging from $1,568,423.50 to $1,777,000. The bid results were as follows:
WOODRUFF AVEUE PAVEMENT REHABILITATION PROJECT, PHASE 1, CIP 14-14A AUGUST 27,2024
PAGE 4
CONTRACTOR LOCATION BID AMOUNT
R.J. Noble Company Orange $1,568,424
All American Asphalt Corona $1,588,550
LCR Earthwork & Engineering Corp. Ontario $1,590,525
Hardy & Harper, Inc. Lake Forest $1,725,000
Onyx Paving Company, Inc. Anaheim $1,777,000
The lowest responsive and responsible bidder is the R.J. Noble Company in the amount of $1,568,424 (Attachment C). Staff reviewed the bid proposal and references provided by the R.J. Noble Company and found that said contractor has satisfactorily completed similar projects for the Cities of Pico Rivera, Whittier, Huntington Beach, Lakewood, Anaheim, Orange, and Downey. R.J. Noble’s state contractor’s license is “current and active,” and said contractor is registered with the California Department of Industrial Relations (DIR) for Labor Compliance. Staff Recommends that the City Council award a contract to the R.J. Noble Company for the construction of the Woodruff Avenue Pavement Rehabilitation Project, Phase 1, CIP No. 14-14A.
Construction is anticipated to begin in September 2024 and be completed by December 2024.
This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(c), Existing Facilities.
Phase II of the Woodruff Avenue Pavement Rehabilitation Project will see new pavement extended from where Phase I ends (Washburn Avenue) and continue until the southerly City limit at Foster Road. This phase includes sidewalk, curb and gutter, and curb ramp improvements typically associated with pavement rehabilitation projects, but also includes new raised medians south of Imperial Highway, as well as landscaped improvements to the raised medians and residential frontage islands located south of the I-105 freeway. Phase II of the Woodruff Avenue Pavement Rehabilitation Project is currently completing design and permitting with Caltrans. It is anticipated that it will be ready to in bid in Fall 2024 so that the transition of work can begin upon completion of the Phase I project, with the entire Woodruff Avenue Pavement Rehabilitation Project being completed by June 2025.
