The temporary structure will be erected at the site located at 12140 Bellflower Boulevard in conjunction with the delivery of the space shuttle mock-up parts. Refurbishment of the Space Shuttle Inspiration mock-up will take place concurrent with the construction of the new Space Center building, which is set to begin in Spring 2025.
RECOMMENDATION
That the City Council:
1. Approve a rental agreement with Allsite Structure Rentals, LLC for the installation, rental, and dismantling of a temporary structure to be used for the refurbishment of the Space Shuttle Inspiration mock-up for a total contract amount of $515,576; and

BACKGROUND
The Columbia Memorial Space Center (Space Center) is embarking on a project to create a hub of creative and critical thinking for the youth and families of Southeast Los Angeles.
Currently in the design phase, this project intends to create an integrated campus that includes a new building dedicated to bringing the community together through hands-on, minds-on learning to serve the region. The new Space Center building will include exhibits, additional youth STEM programming, and increased public meeting space.
Additionally, the temporary structure will proudly display a mock-up of the Space Shuttle

2 “Inspiration” once it completes a refurbishment process. Construction on the project is expected to commence in the second quarter of 2025 and be completed by the third quarter of 2026.
The City is finalizing negotiations to lease a privately-owned property located at 12140 Bellflower Boulevard where a temporary structure will need to be erected to temporarily house the Inspiration shuttle mock-up as it undergoes an extensive refurbishment over a period of two years. It is anticipated that the site and structure will be open to the public during the refurbishment process.
The temporary structure will be enclosed on all four sides, be made of a tensioned fabric, and placed on a concrete surface at the leased site. The structure’s dimensions will be 96 feet wide by 212 feet long. It will be designed to include LED lighting, exhaust fans with passive louvers to provide for adequate ventilation, and roll-up cargo doors and personnel doors to accommodate equipment and staff during the refurbishment process.
Staff will also procure separate contracts to provide safety features including a fire suppression system, exterior lighting, and all appurtenances necessary to accommodate a monitored security system.
ANALYSIS
On July 9, 2024, staff from the Public Works department published a Request for Proposals (RFP) document on the online bidding platform, PlanetBids, to solicit proposals from vendors to design, engineer, furnish, deliver, install and provide all other necessary elements required to successfully install a temporary structure. An optional job site meeting was conducted on July 17, 2024 where City staff met with prospective firms to review the project’s scope of work and to walk the project site.
On July 30, 2024, staff received a total of five proposals that included options for a two- year rental or purchase as summarized on the table below.
Vendor Rental Cost Purchase Cost
Allsite $ 510,996 $ 548,306
Big Top Shelters n/a $ 1,334,325
Eventstar $ 1,823,285 $ 2,021,480
Facility Builders and Erectors $ 2,542,000 $ 1,400,000 Sunbelt $ 637,230 $ 1,329,090
After a panel review and ranking of the five proposals, staff recommends awarding a contract to Allsite Structure Rentals, LLC for the two-year rental option. The proposal is deemed complete, meets the required submittal format and provides sufficient references to meet the minimum experience and qualification requirements needed to perform the scope of work for this project. After further site analysis with Allsite, the structure size and

Once awarded, transport of the shuttle mock-up will be coordinated concurrently with the construction of the temporary structure to ensure proper layout of the shuttle mock-up components within the structure. It is anticipated that the transport of the shuttle mock-up and assembly of the temporary structure will be performed concurrently in the middle of October 2024, with the structure being fully built and open to the public by the end of October 2024.
