TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: OFFICE OF THE CITY MANAGER
BY: DAN HURLOCK, FIRE CHIEF

DATE: AUGUST 27, 2024

SUBJECT: APPROVAL OF PROFESSIONAL SERVICE AGREEMENT BETWEEN DOWNEY

FIRE DEPARTMENT AND THE UNIVERSITY OF CALIFORNIA LOS ANGELES

CENTER FOR PREHOSPITAL CARE

EXECUTIVE SUMMARY

The City Council will consider approving a professional service agreement between Downey Fire Department and the University of California Los Angeles Center for Prehospital Care for paramedic continuing education and quality improvement. These services are required to be in place by the Los Angeles County Department of Health Services for all prehospital medical care providers. This agreement covers a five (5) year term beginning on April 1, 2024 and ending on March 31, 2029.

RECOMMENDATION

That the City Council:

Approve the Services Agreement between Downey Fire Department and the UCLA Center for Prehospital Care for providing a continuing education and quality improvement program for a five (5) year term beginning on April 1, 2024 and ending on March 31, 2029 for a total contract amount of $79,335 annually.

BACKGROUND

The Fire Department is an emergency medical provider, and, as such, it is required by the regulations of the Los Angeles County Department of Health Services (LADHS) to have a system in place for continuing education and quality improvement. The University of California Los Angeles (UCLA) Center for Prehospital Care has provided these services since 2010, when the City entered into the original agreement. The program consists of in-person monthly courses delivered to emergency medical technicians and paramedics by a licensed Nurse Educator. In addition, routine evaluation of paramedic performance through documentation and treatment reviews ensures that Downey Fire Department provides the highest standard of care to the community.

As a regional and national leader in prehospital medicine, UCLA Center for Prehospital Care has provided cutting edge education for Downey Fire Department paramedics for the past fourteen years. Having a dedicated staff member of this institution immediately

2 available for Downey Fire Department members creates stronger paramedics and improves the quality of emergency medical services delivered to the City. The current Registered Nurse Educator assigned to Downey Fire Department meets and regularly exceeds the services outlined in the agreement for the betterment of the City’s emergency medical services.

ANALYSIS

The current agreement between UCLA Center for Prehospital Care and Downey Fire Department expired on March 30, 2024. The previous agreement represented a second extension to the agreement originally entered into on September 28, 2010. The extensions, dated March 14, 2016 and January 11, 2022, respectively, have exhausted the terms of the original agreement. In order to ensure that the terms of the agreement align with LADHS requirements, the proposed contract was drafted. Currently, the UCLA Center for Prehospital Care is the only service provider in Los Angeles County that focuses on paramedic care programs and offers all of the required services.

The long-standing relationship between Downey Fire Department and UCLA Center for Prehospital Care has bolstered the quality of emergency medical care provided to the City. As a programmatic requirement by the Los Angeles County Department of Health Services, this program provides current and relevant training to paramedics. Additionally, consistent and thorough reviews of performance by DFD paramedics ensures compliance with standards of patient care and associated documentation. The services received from the UCLA Center for Prehospital Care throughout the previous contract period have been excellent. The extension presented here will maintain the current high standards of Downey Fire Department paramedics and provide continuity to the educational and quality assurance requirements of emergency medical provider agencies.

FISCAL IMPACT

Approval of the recommended action will result in an expenditure of $6,611.25 per month from the General Fund, Emergency Medical Services Account No., 10-4-2630-0700 as previously approved in the Fiscal Year 2024-25 operating budget. There is sufficient fund balance for the recommended action.
