SERVICES FOR THE SPACE SHUTTLE EXHIBIT AND EDUCATION
BUILDING
EXECUTIVE SUMMARY
The City Council will consider approving an amendment to the professional services agreement with LPA, Inc. The amendment would extend the term of the agreement to May 31, 2026, and it would amend the scope and budget of the agreement to accommodate the additional needs of the Space Shuttle Exhibit and Education Building (Project) work in accordance with the terms of the original agreement.
RECOMMENDATION
That the City Council:
1. Approve Amendment No. 3 to the professional services agreement with LPA, Inc. for additional Design Services and Construction Administration for the Space Shuttle Exhibit and Education Building; and,
2. Authorize the City Manager, or his designee, to execute any and all amendments to the agreement as deemed necessary.
BACKGROUND
Since 2009, the City of Downey has operated the Columbia Memorial Space Center (Space Center), a space museum and hands-on science learning center with a mission to ignite a community of creative and critical thinkers. Over the years, the Space Center has seen its annual attendance grow to nearly 100,000 people, becoming a key center of education and community engagement in the Los Angeles region through its renowned on-site and off-site programs, events, and exhibits. Currently occupying a modern, architecturally significant facility, the City has an opportunity to expand the Space Center, allowing its building to keep pace with the growth of the organization and to strengthen the City’s and Space Center’s place as a major regional destination.

Serving as NASA’s living tribute to the crew of the space shuttle Columbia, the Space Center is located where the Apollo and space shuttle spacecraft were designed and built.
The Space Center aims to be the most accessible STEM (Science, Technology, Engineering, and Math) experience, working to stay relevant to all of the diverse communities of the region. While acknowledging the rich aerospace history of the area.
The Space Center focuses on the future, striving to be the hub of innovative STEM learning throughout Southern California by reaching out to all of its communities with activities centered on critical thinking, creativity, technology, and science.
The expansion of the Space Center will be part of an integrated masterplan for the future of the Space Center which will transform its part of Downey’s Discovery Park where the Space Center is located into a unified community space meeting both the educational and social aspirations of the public.
The new multi-purpose exhibit and education building will be approximately 39,725 square feet and will consist of a flexible space that can accommodate gatherings of 300 guests and serve as an active learning area for hands-on STEM programming. The main floor space will also be used to host 5,000 to 7,000 square feet of temporary or traveling exhibitions and showcase some of the Space Center’s unique collection of artifacts, including becoming home for the largest item in the collection, the Space Shuttle Mock up, Inspiration.
Along with displaying Inspiration, the Space Center plans to highlight artifacts from currently active organizations as well. The building will need to accommodate the frequent changeover of exhibit items, from small Mars rover models to space-flown Dragon capsules. Bridging the past and current space programs keeps science and engineering relevant to the young people of the Downey community, inspiring the next generation of innovators and keeping Downey a hotbed of STEM activity, maintaining its nearly 100- year aerospace legacy.
ANALYSIS
On September 14, 2021, the City Council approved a professional services agreement with LPA, Inc. (LPA) in the amount of $397,000 for the architectural design of the Space Shuttle Exhibit and Education building. LPA’s scope of services included the following:
• Site analysis and master planning
• Space planning and conceptual design
• Schematic design
• Design development
• Construction documents

PAGE 3
At the time, LPA’s agreement was approved by the City Council as a percentage of the total project cost. The project’s total approved budget was $5 million with $4 million budgeted for construction. Thus, LPA’s fee of $397,000 was approximately 10 percent of the original construction budget.
On March 1, 2022, the City executed Amendment No. 1 to the agreement with LPA for exhibit design/development services in the amount of $50,000. These services include 200 hours of design staff time for the development of exhibits during the preliminary conceptual design phase of the project. During the site analysis and master planning process, the City and LPA developed a larger building footprint, STEM facilities, and additional site amenities to the original scope.
On November 10, 2022, the City executed Amendment No. 2 to the agreement with LPA in the amount of $385,000 for additional design services for the Space Shuttle Exhibit and Education Building resulting from the expanded size and amenities mentioned above.
Additionally, after factoring in contingencies and escalation, the total estimated construction cost increased to approximately $12 million. Consequently, LPA’s design fee increased correspondingly by $385,000.
As construction drawings began to develop, staff and LPA determined that additional services that were not included in the original scope were needed to take the project from the current stage to final construction. These include:
• Technology System Design
• Acoustic Design Review
• Facade Access Review
• Contract Administration (Construction Support)
After factoring in additional contingencies and escalation, the total estimated construction cost has again increased to approximately $22 million. LPA’s total cost for architectural services, which includes the original contract and Amendments Nos. 1-3, will be $1,466,415, approximately 6.7% of the total construction cost. This falls within industry standards of approximately 10% for a project of this size for architectural services.
