SUBJECT: APPROVAL OF PROFESSIONAL SERVICES AGREEMENT FOR

SPECIALIZED INFORMATION TECHNOLOGY CONTRACT SERVICES

EXECUTIVE SUMMARY
The City Council will consider approving the renewal of a three-year Professional Services Agreement (PSA) with Michael Albelo, an individual and sole proprietor, to provide Information Technology services, support and maintenance for Citywide computers and networks, this includes, but is not limited to: Downey City Hall, Parks and Recreation, Public Works, Downey City Library, Columbia Memorial Space Center, Downey Police, Downey Fire and the Downey Fire Communication Center (DFCC).

RECOMMENDATION
That the City Council:

Approve a Professional Services Agreement with Michael Albelo, an individual and sole proprietor, for Specialized Information Technology consulting services, for a term beginning on September 10, 2024 and ending on June 30, 2027 for a total contract amount of $250,900.

BACKGROUND
The City’s Information Technology (IT) division contracts for a wide range of technical support for all City departments and divisions including the Downey Police and Fire Departments. Management of the City’s IT Systems requires contract individuals with specialize skill sets and knowledge of the City’s IT infrastructure and software systems to maintain stability and security.

The City of Downey began contracting with Michael Albelo for Specialized Information Technology consulting services in 2012 through a company call Datasource (I.T. Manage services company). Mr. Albelo assisted the I.T. Manager in overseeing the Fire Department’s I.T. datacenter and network infrastructure. Mr. Albelo also played a vital role in restructuring the Fire department I.T. datacenter, rebuilt new servers, repaired and fixed broken systems that were poorly manage by a prior vendor and helped stabilize the

environment for public safety 911 call center systems. During this time Datasource management team provided little assistance, and consistently increased their service fee to the City. In 2014 the City enter into a sole source Professional Services Agreement (PSA) with Michael Albelo to support and maintain City wide data centers and terminated the contract with Datasource.

Mr. Albelo over the years has help to modernized the City’s datacenters by converting the City’s aging physical servers to Virtual servers saving the City on energy cost, rack space in the server room, and more importantly overhead cost to maintaining physical servers that were aging and becoming very expensive to maintain. Mr. Albelo also helped build a Storage Network to consolidate the continuing data growth of the City’s storage needs, as well building server clusters between virtual servers and the City’s storage network to create redundancy and improve fault tolerant systems to avoid system failure and downtime during system maintenance periods.

Mr. Albelo also was instrumental in moving the City’s email system from on premise to the Microsoft Cloud, positioning the City to be in the appropriate environment to interface with many new technology products that interface online via the Cloud services.

The recent PSA with Mr. Albelo was executed on July 28, 2020 and ended on June 30, 2024.

ANALYSIS
Staff recommends entering into a new Professional Services Agreement (PSA) with Michael Albelo to provide technical expertise to the City due to his reliability, extensive expertise and knowledge, and history with the City’s datacenters and departmental technical needs. Mr. Albelo is a critical resource to the City in supporting the City’s email systems, and maintenance of the City’s user Active Directory systems, which allows for end users to access resources on network and online cloud services; maintenance of the City’s SQL database system for Accela, Quadrant, Fuelmaster, Eden, Fire 911 systems and LaserFiche, and the City’s storage system (SAN) to list a few. Mr. Albelo is also the primary person to assist with Public Record Requests, and helps troubleshot odd system wide errors.

Further, utilizing a consultant, like Mr. Albelo, for such IT services is beneficial to the City as a consultant provides greater flexibility regarding availability and can provide critical support after business hours for system issues as well as system maintenance.

The new PSA is for a term beginning on September 10, 2024 and ending on June 30, 2027 for a total contract amount of $250,900.
