RECOMMENDATION

That the City Council:

Approve street closures for the Downey City Library’s Fourth Annual Beyond the Book event scheduled for Saturday, September 21, 2024, from 10:00 a.m. – 5:00 p.m., with street closures occurring at: Civic Center Drive at 3rd Street and Brookshire Avenue at 2nd Street.

BACKGROUND

The Downey City Library (Library) will host its fourth annual Beyond the Book event on Saturday, September 21, 2024. The first Beyond the Book event was held in the fall of 2021, just a few months after its reopening to the public following the extensive Measure S reconstruction project and the COVID-19 pandemic. Beyond the Book is an opportunity for the Library to showcase the programs and services it provides to the community that go beyond books, and highlighting the resources available to residents throughout the community. The event also highlights the Library’s new focus to provide more events and programs that benefit the community. Beyond the Book is the Library’s celebration of local artists, writers, makers, crafters, musicians, and creative explorers who give rise to Downey’s do it yourself (DIY) spirit.

ANALYSIS

For the Library’s Fourth Annual Beyond the Book event, staff recommends closing vehicular access to the following locations, which are also described on the attached map.

• Civic Center Drive at 3rd Street
• Brookshire Avenue at 2nd street.

Additionally, staff requests the closure to vehicular access of the City’s designated parking spaces at the Civic Center, as those spaces will be used for event activities and exhibitor parking. The proposed closures will be implemented beginning at 6:00 a.m. and will remain in place until 7:00 p.m. on Saturday, September 21, 2024, to allow staff time for set-up, breakdown, and clean up.

Property Owners and tenants will be notified in person by City staff. Embassy Suites parking will not be impacted during the event’s festivities. Additionally, staff coordinated with the Downey Police and Public Works Departments for street closure support and staffing.
