SUBJECT: APPROVAL OF PURCHASE OF WATER METERS AND RADIO EQUIPMENT
FOR PUBLIC WORKS UTILITIES OPERATIONS
EXECUTIVE SUMMARY
The City Council will consider approving the purchase of water meters and associated radio equipment the Department of Public Works Utilities Division uses. The City's stock of water meters and associated radio equipment is running low and needs replenishment to meet the division's operational needs. The purchase of such meters will ensure continued compatibility with the City's existing meter reading equipment and antenna.
RECOMMENDATION
That the City Council:
Approve a purchase order with Aquametric Sales Company, Inc. for Water Meters and associated radio equipment for a total amount of $427,924.
BACKGROUND
The City has approximately 23,800 water meters in its distribution system. To increase operational efficiency, their conversion to remote read capabilities began ten years ago through a combination of in-house staff, development requirements, and various City water system and capital improvement projects.
Sensus water meters and associated radio equipment were field-tested with other water meters, and was subsequently chosen by the City during this conversion process due to their proven water usage recording accuracy and reliability. These advanced water meters have the capability to electronically collect and transmit water usage data. The meters can also be programmed to collect water usage data in incremental time periods outside of the typical bi- monthly water billing period to track water conservation compliance and identify potential leaks, which will help the City comply with existing and future Federal and State water conservation requirements. Sensus holds the Federal Communications Commission (FCC) license for the radio frequencies utilized by the City for its meter reading equipment and has

a lease agreement with the City for the continued use of such frequencies for water meter reading purposes. Sensus water meters are necessary for the City to ensure continued compatibility with the City's existing meter reading equipment and antenna, which utilizes licensed Sensus radio frequencies. Aqua Metric Sales Co. is the sole factory authorized distributor of Sensus products in California.
ANALYSIS
The City’s stock of advanced meters is running low and must be replenished to meet the operational needs of the Utilities Division in Fiscal Year 2024-2025. Per the City’s purchasing policy, a quote (Attachment A) was obtained from Aquametric Sales Company, Inc. for the purchase of 5/8–inch to 10-inch Sensus water meters and associated radio reading and programming equipment.
Staff recommends that the City Council approve the purchase order with Aquametric Sales Company, Inc. for the purchase of the water meters and associated radio equipment necessary to meet the water meter needs of the Utilities Division in Fiscal Year 2024-25.

Approval of the recommended actions will result in an expenditure of $427,924 from Water Fund, Water Distribution Operating Account No. 51-4-3520-0260, and Water Customer Service Operating Account No. 51-4-3530-0260, as provided in the table below and as previously approved in the Fiscal Year 2024-2025 operating budget.
