CLASS SPECIFICATION REVISIONS AND NEW STAFF ALLOCATIONS IN THE FISCAL YEAR 2024-2025 BUDGET
EXECUTIVE SUMMARY
The City Council will consider adopting a Resolution upgrading an existing Code Enforcement Officer position to Senior Code Enforcement Officer; upgrading two existing part-time Code Enforcement Officer positions to one full-time position; and adopting classification specification revisions and salary range decrease for the position of Revenue Supervisor.
RECOMMENDATION
That the City Council:
Adopt Resolution No. 24-8272, allocating fulltime positions within the Fiscal Year 2024-2025 Budget and adopting revisions to the classification specification for the position of Revenue Supervisor.
BACKGROUND
The City of Downey’s Classification Plan is a system of consistent and uniform methodology for classifying positions and establishing compensation. This system is intended to: support and facilitate understanding between management and employees regarding job expectations, provide a consistent and competitive review of qualifications for hiring and retention, and serve as a structure for equitable compensation.
The purpose of this report is to adopt revisions to the classification specification for the position of Revenue Supervisor. Additionally, this report is allocating an additional full- time Code Enforcement Officer and upgrading an existing Code Enforcement Officer to Senior Code Enforcement Officer in the Fiscal Year (FY) 2024-2025 budget.

2 ANALYSIS
The restructuring of duties and responsibilities to meet the operational needs of the Community Development Department requires the upgrade of an existing Code Enforcement Officer position to the proposed position of Senior Code Enforcement Officer. The Code Enforcement Division has recently expanded enforcement hours to include evening and weekend coverage. This has necessitated the need for additional supervisory staff to provide oversight throughout the expanded operational hours. As such, the Department has proposed to upgrade an existing Code Enforcement Officer to a Senior Code Enforcement Officer to provide this additional oversight. Among other duties, this position will assist the Division in leading, assigning, supervising and participating in the enforcement of municipal codes and ordinances. This position also often handles more complex inspections and investigations, and provides training to less experienced staff.
In the FY 2023-2024 Budget, the Community Development Department received additional funding for two part-time Code Enforcement Officers. These additional part- time positions were authorized to assist the Division in expanding its enforcement hours to include evenings and weekends. The part-time status of these positions has made retention difficult as many candidates are ultimately looking for full-time benefitted employment. As a result, turnover is high in these positions. When part-time staff depart from these positions, the Department is required to modify the schedules of other existing staff members in order to continue to provide evening and weekend coverage.
Additionally, retraining of staff on City policies and practices is continually required to ensure code enforcement issues are not missed. As such, staff recommends upgrading these two current part-time positions into one full-time position, which will better serve the City’s needs in the long run. This newly established position will be scheduled to provide consistent evening and weekend coverage.
The cost to upgrade an existing Code Enforcement Officer position to Senior Code Enforcement Officer is approximately $9,000 per fiscal year. The Senior Code Enforcement Officer position is represented by the Downey City Employees’ Association – Miscellaneous Unit. The cost of upgrading two current part-time positions into one full-time Code Enforcement Officer position is approximately $59,000 per fiscal year.
The Code Enforcement Officer position is represented by the Downey Public Safety Auxiliary Association.
The Finance Department position of Revenue Supervisor was added in the FY 2024- 2025 budget. This position has historically existed within the Department, but has not been budgeted in a number of years. When this position was added back to the Department, the compensation for this position was increased to coincide with higher- level analytical financial duties that were added to the job description.

3 Recent restructuring of duties and responsibilities to meet the operational needs of the Finance Department has necessitated revisions to the class specification. As part of the Department’s review of operations, the higher-level analytical duties recently added to this position have been removed from the classification. This position will now primarily be responsible for supervising staff engaged in collecting, balancing, posting and recording utilities billing, permits, fees, hotel taxes, and other miscellaneous receivables. The proposed pay rate for this position is $ 33.5382 - $ 41.5149 per hour ($5,813.30 to $7,195.91 /monthly) which is a reduction of approximately 13% from the recently upgraded payrate. The Revenue Supervisor position is determined to remain appropriately represented by the Downey City Employees’ Association – Miscellaneous Unit.
