TRIP GENERATION
Trip generation represents the amount of traffic which is both attracted to, and produced by, a development. Determining traffic generation for a specific project is therefore based upon forecasting the amount of traffic that is expected to be both attracted to, and produced by, the specific land uses being proposed for a given development.

EXISTING USE
As noted previously, the existing structures were previously occupied by a YMCA, but are currently vacant. As such, empirical data was collected at two other existing YMCA facilities in order to develop a unique rate that could be used to calculate trip generation for the prior existing use. The weighted average traffic counts from the empirical data were used to calculate a trip rate per thousand square feet. Table 1 summarizes the count data collected at the Montebello facility (actual driveway counts are included in Attachment A), while Table 2 summarizes the counts collected at the Maywood facility (actual driveway counts included in Attachment B). The Montebello site generates a total of 562 two-way trip-ends per day with 39 AM peak hour trips and 57 PM peak hour trips whereas the Maywood site generates a total of 753 two-way trips per day with 73 AM peak hour trips and 68 PM peak hour trips.

Passenger car equivalent (PCE) factors were applied to the trip generation rates for heavy trucks (large 2-axles, 3-axles, 4+-axles). PCEs allow the typical “real-world” mix of vehicle types to be represented as a single, standardized unit, such as the passenger car, to be used for the purposes of capacity and level of service analyses. The PCE factors are consistent with the recommended PCE factors found in the County Guidelines. Any peak hour intersection operations analysis would be based on the PCE volumes. The Montebello site is approximately 25,000 square feet while the Maywood site is 33,000 square feet.

TABLE 2: SUMMARY OF EMPIRICAL DATA MAYWOOD SITE

Table 3 shows the weighted average trip generation rates calculated based on the existing facilities and which has been calculated by dividing the total trips shown in Tables 1 and 2 by the total building square footage of both facilities. The existing site would generate a total of 1,398 two-way trip-ends per day with 119 AM peak hour trips and 133 PM peak hour trips.

TABLE 3: EXISTING TRIP GENERATION SUMMARY

PROPOSED PROJECT
The proposed Project includes the redevelopment of the site to accommodate a new 27,408- square-foot YMCA facility. Trip generation estimates for the proposed Project have been developed using data from the Institute of Transportation Engineers (ITE) Trip Generation Manual (11th Edition, 2021) for Recreational Community Center (ITE Land Use Code 495). It should be noted that the trip generation rates for ITE Land Use Code 495 are slightly more conservative than the rates collected at the existing facilities.

Table 4 summarizes the ITE trip generation rates and the resulting Project trip generation. The proposed Project is anticipated to generate 790 two-way trips per day with 53 AM peak hour trips and 68 PM peak hour trips.

TABLE 4: PROPOSED PROJECT TRIP GENERATION SUMMARY

TRIP GENERATION COMPARISON
The trip generation for the proposed Project and the net change in trips as compared to the prior YMCA use are summarized in Table 5. As shown in Table 5, the proposed Project is anticipated to result in a net reduction in daily trips of 608 two-way trips per day with 66 fewer AM peak hour trips and 65 fewer PM peak hour trips as compared to the prior existing YMCA facility.

TABLE 5: TRIP GENERATION COMPARISON

FINDINGS
The County Guidelines indicate that any development project which can demonstrate a net increase in the daily trip generation of less than 110 two-way trips per day would not require the preparation of a Transportation Impact Analysis. The Project is anticipated to generate fewer than 110 net new daily trips (see Table 5). As such, additional traffic analysis is not required for this Project based on the County Guidelines. The County reserves the right to require additional traffic analysis in the event there are safety concerns, a project is located in a sensitive area, access/operational issues, presence of nearby substandard intersection or roadway segment, and/or request from an affected agency.

YMCA DOWNEY VEHICLE MILES TRAVELED (VMT) SCREENING

EVALUATION
Urban Crossroads, Inc. has completed the following Vehicle Miles Traveled (VMT) Screening Evaluation for the YMCA Downey (Project) The Project site is located at 11531 Downey Avenue, which is northwest of Downey Avenue, south of Firestone Boulevard, and east of Paramount Boulevard (Assessor’s Parcel Numbers [APNs] 6255-013-032, -033, and -034), in the City of Downey.

PROJECT OVERVIEW
The site is currently developed with 3 structures totaling 61,756 square feet (3,254- square-foot building at 11525 Downey Avenue, 57,673-square-foot building at 11531 Downey Avenue, and 829-square-foot building at 8268 Arnett Street). The site was previously occupied by a YMCA which is not currently operational. The Project includes demolition of the existing structures on-site and developing an 18,808-square-foot gymnasium, 975-square-foot lobby/restrooms, and retrofitting of an approximate 7,625-square-foot existing gymnasium (total of 27,408 square feet). A preliminary Project site plan is shown in Attachment A.

BACKGROUND
The California Environmental Quality Act (CEQA) requires all lead agencies to adopt VMT as the measure for identifying transportation impacts for land use projects.

To comply with CEQA, local agencies have adopted VMT guidelines to establish analysis methodologies and impact thresholds for their respective jurisdictions. It is our understanding that the City of Downey utilizes the County of Los Angeles Transportation Impact Analysis Guidelines (July 23, 2020) (County Guidelines) (1) to conduct VMT assessments in their City. The County Guidelines were used to determine if the proposed Project can be screened from further VMT analysis.

VMT SCREENING
The County Guidelines provide details on screening criteria that are used to identify when a proposed land use project is anticipated to result in a less than significant transportation impact.

The screening criteria identified within the County Guidelines are listed below and those shown in bold will be evaluated further based on their applicability to the Project. • Non-Retail Project Trip Generation Screening
• Retail Project Site Plan Screening
• Proximity to Transit Based Screening
• Residential Land Use Based Screening
A land use project needs only meet one of the above screening criteria to be excused from further VMT analysis.

NON-RETAIL PROJECT TRIP GENERATION SCREENING
The County Guidelines state that development projects generating a net increase of fewer than 110 daily vehicle trips are presumed to have a less than significant impact absent substantial evidence to the contrary.

Table 1 summarizes the count data collected at the Montebello facility (actual driveway counts are included in Attachment B), while Table 2 summarizes the counts collected at the Maywood facility (actual driveway counts included in Attachment C). The Montebello site generates a total of 562 two-way trip-ends per day whereas the Maywood site generates a total of 753 two-way trips per day.

The existing site would generate a total of 1,398 two-way trip-ends per day.

The proposed Project is anticipated to generate 790 two-way trips per day.

TABLE 4: PROPOSED PROJECT TRIP GENERATION SUMMARY

TRIP GENERATION COMPARISON
The trip generation for the proposed Project and the net change in trips as compared to the prior YMCA use are summarized in Table 5. As shown in Table 5, the proposed Project is anticipated to result in a net reduction in daily trips of 608 two-way trips per day as compared to the prior existing YMCA facility.

TABLE 5: TRIP GENERATION COMPARISON

The Project is estimated to generate a net reduction of 608 average daily vehicle trips and does not exceed the 110 net new daily vehicle trip threshold.

Non-Retail Project Trip Generation Screening criteria is met.

PROXIMITY TO TRANSIT BASED SCREENING
The County Guidelines state that projects located within a one-half mile radius of a major transit stop or an existing stop along a high-quality transit corridor may be presumed to have a less than significant transportation impact. However, the presumption may not be appropriate if a project:
• Has a Floor Area Ratio (FAR) of less than 0.75;
• Includes more parking than required by the County Code; • Is inconsistent with the applicable SCAG RTP/SCS; or
• Replaces affordable residential units with a smaller number of market-rate residential units.

The Project does not meet the sub-criteria of having a FAR of greater than 0.75. So irrespective of the Project’s proximity to transit, the Project does not meet this criteria.

Proximity to Transit Based Screening criteria is not met.

CityofDowne_y MEMORANDUM

DEPARTMENT OF PUBLIC WORKS
July 10, 2024
Irma Huitron, Director of Community Development
Matthew Baumgardner, Director of Public Works/City Engineer P'"' YMCA Downey Trip Generation Assessment and Vehicle Miles Traveled (VMT} Screening Evaluation
The YMCA Downey Trip Generation Assessment references empirical data from existing YMCA facilities in Montebello and Maywood to provide a baseline trip generation rate for the prior existing use. For the proposed project, the Institute of Transportation Engineers (ITE) Trip Generation Manual (11th Edition, 2021} was used to determine trip generation rates. The assessment shows that the existing YMCA facilities generated a total of 1,398 daily trips, including 119 AM peak hour trips and 133 PM peak hour trips. In contrast, the proposed project is expected to generate 790 daily trips, with 53 AM peak hour trips and 68 PM peak hour trips. This results in a significant net reduction of 608 daily trips, 66 AM peak hour trips, and 65 PM peak hour trips.

According to the Los Angeles County Transportation Impact Analysis Guidelines dated July 23, 2020, any development project demonstrating a net increase in daily trip generation of fewer than 110 two-way trips per day does not require a Transportation Impact Analysis. Since the proposed project shows a net decrease in trips, it meets this guideline threshold, indicating that a Traffic Impact Analysis is not required. The assessment is consistent with the County Guidelines, and the net decrease in trips confirms that the project will not adversely affect traffic operations and does not necessitate further detailed analysis.

Based on the "YMCA Downey Vehicle Miles Traveled (VMT} Screening Evaluation" document and Los Angeles County's Transportation Impact Analysis Guidelines (County Guidelines) dated July 23, 2020, no further VMT analysis is required for the YMCA Downey project. The County Guidelines state that development projects generating a net increase of fewer than 11 O daily vehicle trips are presumed to have a less than significant impact. The proposed project is anticipated to generate a total of 790 two-way trips per day, whereas the previous YMCA facility generated 1,398 two way trips per day. The proposed project is estimated to result in a net reduction of 608 average daily vehicle trips compared to the prior existing YMCA facility. Therefore, the project meets the Non-Retail Project Trip Generation Screening criteria and is presumed to have a less than significant VMT impact.

Attachment J
Agenda Page 377
Attachment B

Regarding the Proximity to Transit Based VMT Screening, the project does not meet the criteria of having a Floor Area Ratio (FAR) of greater than 0.75, among other criteria.

Therefore, this screening criterion is not applicable. Since the project meets the Non Retail Project Trip Generation Screening criteria with a net reduction in daily vehicle trips, the project is screened out from requiring further analysis according to the County Guidelines.

To: Alfonso S. Hernandez, City of Downey
From: Lindsay Ortega, AICP, Sagecrest Planning + Environmental SUBJECT: YMCA Downey CEQA Recommendation
Background
The City of Downey has received an entitlement request for the development of a new YMCA campus which would replace the existing YMCA property located at 11531 Downey Avenue. At the request of the City of Downey (City), Sagecrest Planning + Environmental (Sagecrest) has prepared the following analysis for project compliance with the California Environmental Quality Act (CEQA). The Property is approximately 2.1-acres in size. The Proposed Project would consist of the demolition of the existing 2-story, 57,673 sf YMCA building, a 2-story 3,254 sf accessory structure, and 1-story 829 sf single family home with detached garage, in order to construct a new YMCA campus with a new 1-story, 18,718 square-foot YMCA fitness facility and 978 sf restroom/lobby. The existing 1-story gymnasium to the north west of the property would be remodeled.

The Subject Site is comprised of three parcels. The larger of the three is zoned O- S (Open Space) and the two parcels fronting Arnett Street are zoned C-P (Commercial). All three parcels have a General Plan Land Use Designation of Office. The use is classified as a Parks and Recreational Facilities use which is permitted by right in the Open Space zone (DMC §9322.04, Table 9.3.13) and permitted with a Conditional Use Permit in the C-P zone (DMC §9314.04, Table

9.3.5). The request would require a conditional use permit to permit the expansion of the use of the two smaller parcels fronting Arnett Street. This memorandum summarizes our analysis of potential exemptions from environmental review under the California Environmental Quality Act (Pub.

Resources Code §§ 21000 et seq.) (“CEQA”) that may apply to the Project. .

Attachment J
Agenda Page 379
Attachment B

CEQA Analysis
The CEQA Guidelines include several categorical exemptions for projects that the Natural Resources Agency has determined to not have a significant environmental impact. (Pub. Res. Code, §§ 21080(b)(9), 21084; CEQA Guidelines, § 15300.) Section 15332 exempts qualifying “in-fill development projects” from CEQA, qualifying projects must: (1) be consistent with the applicable general plan designation, general plan policies, and zoning; (2) be on a site of no greater than five acres surrounded by urban uses; (3) be on a site with no habitat for endangered species; (4) not result in significant traffic, noise, air quality, or water quality impacts; and (5) be on a site served by required utilities and public services. (CEQA Guidelines, § 15332.) Based on our preliminary review of the Proposed Project the proposed YMCA development would meet the requirements for exemption from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15332, Class 32 – In-Fill Development Projects of the CEQA Guidelines. To qualify under this classification, the following conditions must be met:
(a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations.

The proposed project zoning and General Plan Land Use designations permit the proposed use at the Subject Site. The C-P zoning is the corresponding zone for the existing General Plan Land Use Designation of the site, which is designated for Office use. This zone change aligns with and implements the property's Office General Plan land use designation. (b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses.

The subject site is located within the city limits and is surrounded by urbanized uses. According to surveys provided by the applicant, the site is approximately 2.1 acres in size.
(c) The project site has no value as habitat for endangered, rare or threatened species.

The project site is currently developed with recreational uses and a single- family home. The Subject Site has no habitat value for endangered, rare, Attachment J
Agenda Page 380
Attachment B

or threatened species. Therefore, no impact on the habitat for endangered, rare or threatened species is anticipated.
(d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality.

The applicant is required to provide the following technical studies in order to analyze whether the project would result in any significant impacts: traffic, noise, air quality, and water quality technical studies.

Additionally, a historic building evaluation may be necessary due to the age of the building. Preliminary review via Google Street View suggests that the building does not appear to have historic significance, but a thorough review is recommended given the building’s age. (e) The site can be adequately served by all required utilities and public services.

The project site is located in a built-out, urban setting and is served by various utility service providers. There are likely no significant service or system upgrades required to serve the proposed development. Any increase in demand for these services is anticipated to be less than significant.

Trip Generation and VMT Screening Memorandum
Sagecrest reviewed the Trip Generation and VMT Screening Memorandum (Trip Generation Memo) prepared by Urban Crossroads, for content and use in the preparation of a Class 32, In-fill Exemption. Sagecrest reviewed the methodology used in determining trip counts for the previous YMCA use. The existing YMCA facility is not currently in operation and thus existing YMCA trips were calculated by taking trip counts for YMCA facilities located in Maywood (25,000 sf) and Montebello (30,000 sf). The use of collecting trip counts from other similar facilities is a standard practice in traffic analysis when comparing uses.

Agenda Page 381

Conclusion
In conclusion, preliminary review of the Proposed Project indicates that the Proposed Project may meet the criteria for a Categorical Exemption pursuant to Section 15332, Class 32 – In-Fill Development Projects of the CEQA Guidelines if the technical studies demonstrate that the Proposed Project would not result in any significant impacts. Therefore, the proposed project may qualify for a Categorical Exemption from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15332, Class 32 – In-Fill Development Projects of the CEQA Guidelines.

BACKGROUND

The subject property is currently owned and previously operated the YMCA of Los Angeles. The site is currently developed with a 60,927 square foot YMCA building, and one single family home.

The site is comprised of five lots, or three parcels (APNs: 6255-013-032, 6255-013-033, and 6255-013-034). Two of the lots (11521 and 11531 Downey Avenue) currently make up the existing YMCA, and the third lot (8268 Arnett Street) is an adjoining single-family parcel purchased to facilitate the development of the new YMCA. The buildings were constructed from 1947 to 1965, and no major renovations have taken place since that time.

Overall, the three parcels are a total 2.16 acres with two street frontages. The site is centrally located within the City, and more specifically located at the southwest corner of the intersection of Downey Avenue and Arnett Street. The parcels are within the City’s General Plan Land Use designation of Office (O), and have a mix of zoning designations. Parcels 11521 and 11531 Downey Avenue are zoned Professional Office (CP) and 8268 Arnett Street is zoned Open Space (OS). A ZC request for 11531 Downey Avenue is proposed as part of this application to correct the inconsistency between the General Plan and Zoning Map.

The properties directly to the north and east are also zoned CP and developed with professional offices, medical offices, legal nonconforming single-family residences, and a parking lot. The properties directly to the west are zoned Single-Family Residential (R-1) and developed with single-family homes. Lastly, the property directly to the south is zoned Multifamily Residential (R- 3) and developed with apartments.

DISCUSSION

The project is comprised of five separate requests as follows:

1) A Zone Change is proposed to change the zoning for parcel APN 6255-013-032 (11531 Downey Avenue) from the OS zone to the CP zone.

2) A Site Plan Review evaluates the proposed site changes, landscaping, circulation, and compliance with the DMC for the construction of a new 18,718 square foot YMCA private parks and recreation facility.

3) A Conditional Use Permit is requested to evaluate the operations of the proposed Parks and Recreational Use Facility.

4) A Variance analyzes the request for deviations to Downey Municipal Code Section 9410.12(c), which would otherwise require an existing rear gymnasium to comply with a 46’ (foot) rear setback and variable height requirement.

5) A Lot Merger is proposed to consolidate five (5) separate lot, made up of three (3) LA County Assessors Parcels. This analysis ensures that consolidation of parcels complies with the DMC and Subdivision Map Act.

Zone Change

The project includes a request to amend the zoning designation for the property located at 11531 Downey Avenue (APN 6255-013-032) from the Open Space (OS) zone to the Professional Office (CP) zone. The request is needed in order to correct inconsistencies between the City’s Zoning Subject Site

Map and General Plan Designation Map. The General Plan Designation for all three subject properties is Office (O). The corresponding appropriate land use zoning designation for the General Plan designation of Office is the CP zone. The request is a corrective matter, and does not bestow any special privilege upon the property that would not otherwise be permissible in the currenting zoning designation.

Access, Circulation, and Parking

The site is accessible from two frontages, on Downey Avenue and Arnett Street with one driveway opening on each street frontage. Both driveway openings are 26’ wide. The drive aisle widths surrounding the building and in the parking lot are no less than 26’ wide, which allows for maneuvering throughout the site for emergency vehicles.

The site would accommodate 93 standard parking spaces, and 5 compact spaces. Amongst the parking spaces, there will be handicap accessible spaces and electric vehicle charging spaces.

The parking provided complies with the requirements of the DMC and is detailed in Table 1 of this report.

Off-site traffic distribution in and out of the site is discussed in the Environmental Analysis section of this report.

Conditional Use Permit

A CUP for the YMCA facility is required due to its land use classification as a Parks and Recreational Use. As described by the applicant, proposed activities to occur on site include:

Sports and Teen Leadership programs, Academic Enrichment and Support, Water Safety and Drowning Prevention for children, teens, and adults, healthy lifestyle programs for mind, body, and spirit for all ages. Added activities include pickle-ball and basketball, as well as sporting competitions.

The YMCA facility would have approximately 100 employees to operate the site, and up to 10 employees present at any given time. The hours of operation are noted below in Table 3.

Table 3
Hours of Operation
Monday - Friday 6:00 am – 9:00 pm
Saturday 8:00 am – 4:00 pm
Sunday 12:00 pm – 5:00 pm

Variance

The proposed variance is a request to deviate from Downey Municipal Code Section 9410.12(c).

The variance is requested in order to retain the gymnasium structure in its current legal non- conforming location with a rear setback of 13.33’ (feet) and height of 25.83’ (feet). Strict compliance with the code would otherwise mean that the structure relinquishes all legal nonconforming privileges and requires that a larger portion of the existing structure be demolished to accommodate a required 46’ (foot) rear setback.

A variance request is prompted due to the amount of proposed demolition of the existing structure.

In summary, DMC section 9410.12(c) allows the continuance of legal nonconformities when less than 50% of a structure is being demolished. In this particular case, the project proposes the demolition of 53,302 square feet which constitutes roughly 87.5% of the existing structure.

Therefore, the existing structure is required to comply with all current development standards and may not retain a 13.33’ rear setback.

Attachment B

PLN-23-00168 – 11521 Downey Avenue, 11531 Downey Avenue, and 8268 Arnett Street August 21, 2024 - Page 8
The variance is deemed necessary because the existing YMCA facility presents a unique circumstance related to how the site is operated and was constructed. The existing YMCA facility appears to be one structure because all of its separate components are attached. However, the overall facility presents a unique circumstance because various portions of its structure rely on completely independent structural and architectural components. Unlike a traditional structure, the gymnasium is more so built as a separate abutting structure. The gymnasium is completely enclosed and sustained by its own individual walls and foundation. In addition, the gymnasium could remain in place without any support from surrounding structures or retrofitting. Therefore, because the gymnasium can stand independently it is reasonable to determine that it is a separate structure from the rest of the overall YMCA building. In this case, the gymnasiums’ setback may be granted, through a variance, with the same legal nonconforming rights granted to detached standalone structures. If the gymnasium were completely detached then DMC Section 9410.12(c) would not apply and the structure would be able to remain in place by right. Therefore, once again the particular way in which the structure was designed and built presents a unique circumstance that supports the approval of the requested variance.

Lot Merger

The applicant proposes the consolidation of three separate Assessor’s Parcel Numbers (6255- 013-032, 6255-013-033, AND 6255-013-034). The combined size of the lots is 2.16 acres. The parcels are legally established and can be found as Parcels 1, 2, 3, 4 and 5 as recorded in Deed Book 1, Pages 156 and 158. The parcels are also identified as lots 32, 33, and 34 in the assessor’s book number 6255 Page 13 of the County of Los Angeles. The proposed legal description and map are provided in Exhibit F of this report.

The lot merger is one of multiple appropriate procedures outlined in the Subdivision Map Act to facilitate the consolidation of multiple parcels. The properties are required, in this case, to merge the parcels in order to facilitate development across all existing parcels, which would otherwise be prohibited by the California Building Code. Other methods of consolidation include lot ties or a “Parcel Map”. No one method supersedes another concerning the proposed consolidation. The method was selected by the applicant in coordination with the City’s Public Works Department as the most efficient consolidation method for this project.

DEVELOPMENT REVIEW COMMITTEE

The Development Review Committee (DRC) discussed and evaluated the project as it pertains to Planning, Police, Fire, Public Works, and Building and Safety matters. The outside departments expressed no concerns or opposition to the project and issued standard conditions of approval.

Recommended conditions of approval have been included in the attached Project Resolutions, Exhibit B, C, and D.

ENVIRONMENTAL ANALYSIS

Staff has reviewed the proposed application for compliance with the California Environmental Quality Act (CEQA). Upon completion of this review, staff has determined that this request is categorically exempt from CEQA, pursuant to Guideline Section No. 15332 (Class 32 – In-fill Development Projects). Class 32 exemptions consist of projects in urban areas on lots equal to or less than 5 acres and that do not exhibit any potential to produce an environmental impact.

A series of technical studies were submitted to support the above environmental determination.

The studies include analysis of impacts related to Noise, Air Quality and Greenhouse Gas Emissions, Cultural Resources, and Traffic. A summary of each technical study is provided below.

Noise

Noise levels generated by temporary construction and long-term operations will not exceed the City’s noise ordinance. Construction activity is expected to produce noise at a maximum level of

78.8 dBA. The DMC restricts construction noise to between 7:00 a.m. and 9:00 p.m., with a maximum level of 85 dBA at property boundaries.

Long term operational noise will occur from the pickleball court, rooftop air conditioning units, and vehicle noise from the parking lot. Operational noise levels will peak at 47.8 dBA during the day and 43.0 dBA at night. The DMC restricts noise in proximity to residential zones to a maximum of 55 dBA during the day, and 45 dBA at night. Additionally, in an effort to control noise, the Project will feature a 10-foot Acoustifence around the pickleball court and will close it at night.

Air Quality and Greenhouse Gas Emissions

The proposed Project will not produce emission exceeding thresholds established by the local Air Quality Management District (AQMD) for both short term emissions during construction and long- term emissions from normal operation. In addition, emissions are expected to be lower compared to current uses. Below in Table 4 are the operational Air Quality & Greenhouse Gas Assessment measurements compared to AQMD thresholds.

Cultural Resources

The Cultural Resources analysis surveyed the subject site and evaluated its potential eligibility for the California Register of Historical Resources. When analyzing the criteria for eligibility it was determined the site was determined not eligible for the State’s historic register. Specifically, the analysis further finds cannot be tied to the historic development of the neighborhood, none of the properties are associated with significant individuals, significant architectural examples, nor are they able to provide more information with regards to the history of the city of Downey.

Although not required, recommended conditions of approval are provided in the cultural analysis related to the discovery of human remains and Native American tribal artifacts.

Traffic

A traffic assessment and Vehicles Miles Traveled (VMT) assessment were completed in an effort to determine whether a formal Traffic Impact Analysis and a VMT analysis would be required.

Neither assessment determined that the proposed project would produce environmental impacts, and formal technical studies are not required. The results of the traffic assessment find that the proposed project would generate a gross 790 daily vehicle trips, and a net daily trip count of -608.

A negative net trips is generated because the previous YMCA facility generated 1,398 daily trips, or 608 more trips than the new facility.

The VMT assessment finds that a formal VMT analysis is not required because the project’s net total daily trips do not exceed Los Angeles County guideline thresholds requiring formal analysis.

The VMT assessment conducted for this project is the same that would be conducted for advanced California Environmental Quality Act procedures to determine if additional VMT considerations are required.

PUBLIC OUTREACH & CORRESPONDENCE

On August 8, 2024, the notice of the pending public hearing was published in the Downey Patriot and mailed to all residents and property owners within 500’ of the subject site.

As of the date of that this report was published, staff has received no correspondence in response to the public notice.

CONCLUSION

Based on the analysis contained within this report, staff concludes that the proposed Site Plan Review, Conditional Use Permit, Variance, Zone Change, and Lot Merger (PLN-23- 00168), are consistent with the goals and policies outlined in the General Plan, as well as all development standards within the DMC with the exception of deviation to DMC Section 9410.12(c) (Additions, Enlargement, and Remodels). Furthermore, staff concludes that all findings required for approval can be made in a positive manner.
