EXECUTIVE SUMMARY

The City Council will consider approving a request for a Parade Permit/Street Closure Application submitted by the Downey Chamber of Commerce for the 73rd Annual Downey Christmas Parade and Winter Wonderland event scheduled for Sunday, December 1, 2024, from 11:00 a.m. to 4:00 p.m. The street closures that will be implemented beginning at 8:00 a.m. for the event are as follows: Downey Avenue at 2nd Street and 4th Street, New Street at 3rd street and 4th Street, and soft street closures on 3rd Street at Civic Center Drive. The street closures that will be implemented beginning at 11:00 a.m. for the Christmas Parade are as follows: Downey Avenue between Florence Avenue and 2nd Street, Brookshire Avenue between Florence and Cherokee Street, Lexington Road between Brookshire Avenue and Downey Avenue, and 3rd Street at both Downey Civic Center parking lots.

RECOMMENDATION

That the City Council:

Approve the Street Closure Permit for closures on Sunday, December 1, 2024, from 8:00 a.m. to 6:00 p.m. to accommodate the 73rd Annual Downey Christmas Parade and Winter Wonderland event.

BACKGROUND

The 73rd annual parade will follow the same route as previous years traveling south of Florence Avenue on Downey Avenue to 3rd Street and ending west of the Civic Center.

Staging for the event participants will be held within the parking lot of U.S. Bank at 8444 Florence Avenue, and will begin queuing on Lexington Avenue. The parade route will include food trucks stationed throughout the route.

ANALYSIS

On August 27, 2024, the City received a street closure request to accommodate the 73rd Annual Downey Christmas Parade. The parade is scheduled for Sunday, December 1, 2024, and will begin at 1:00 p.m. and is to conclude at 3:00 p.m. In addition to the parade, food trucks will be stationed throughout the closure route, and a Winter Wonderland event will be held in the Downtown area on 3rd and 4th Streets and within the parking lots of 10916 Downey Avenue (PMH Neurological Associates), 10990 Downey Avenue (U.S.

Bank), and 8244 3rd Street (Masonic Temple). The Winter Wonderland event is scheduled to begin at 11:00 a.m. and conclude at 4:00 p.m. and will include up to 135 vendor and food booths as well as a kid's zone.

The following street closures will be completely closed to all traffic from 8:00 a.m. to 6:00 p.m. on December 1, 2024:

• Hard street closures on Downey Avenue at 2nd Street and 4th Street • Hard street closures on New Street at 3rd street and 4th Street • Soft street closures on 3rd Street at Civic Center Drive allowing for emergency vehicle access.

The following street closures will be completely closed to all traffic from 11:00 a.m. to 5:00 p.m. on December 1, 2024:

• Hard street closures on Downey Avenue at the following intersections: Florence Avenue, Cherokee Drive, 7th Street, New Street, 6th Street, 5th Street, and La Villa Street.
• Hard street closures on North Bound Brookshire Avenue at the following intersections: Cherokee Drive, 10th Street, 11th Street, and Florence Avenue. • Lexington Road will be closed for Parade Staging.
• Soft street closures on 3rd Street at both Downey Civic Center parking lots.

The event organizers would be responsible for the complete set-up and breakdown of the event. The street closure would be conditioned to require that the applicant notify the affected Downtown Downey businesses and notify the Downtown Downey Improvement Association (DDIA), specifically those directly adjacent to the street closure on Downey Avenue, 2nd, 3rd, and 4th Streets. The Chamber will work with the Public Works Department to post “no parking signs” along the closure locations. In addition, representatives from each religious institution along the route will be notified, given that several churches hold services on Sunday. As with all Special Use Permits, fees are required of the applicant to receive the required permits. Fees for this event are outlined in ‘Table 1’ below.

The City’s Development Review Committee (DRC), which is made up of representatives from the Police, Fire, Public Works, and Community Development Departments, has reviewed the site layout proposed for the event and will provide standard conditions to ensure the event will not cause adverse impacts on the health or safety of surrounding Table 1

users. Those conditions include, but are not limited to, providing trash receptacles, portable restrooms, security guards, police officers, placement of road closure signs; approval from the Los Angeles County Health Department permits for food vendors, and assurance that the event site is to be restored to its previous state. Lastly, “No Parking” signs will be posted along Downey Avenue and 3rd Street 72 hours in advance of the street closure.

At the July 23, 2024, City Council meeting, Council adopted the Fee Waiver, Table Sponsorship, Foursome Golf Voucher Donation, and Showmobile Use Policy for Non- Profit Organizations. Per this policy, there will be a deduction of 50%, up to $4,750, applied to all eligible fees, as specified in Section 2.A of the policy. The total amount of fees waived equals to $4,750. The City’s non-profit fee waiver is not applicable to the Planning Division’s special event permit application fee of $234 as this fee is set to a discounted price specific to non-profit organizations.

FISCAL IMPACT

Approval of the recommended action will result in an estimated revenue increase in the amount of $19,614.45 that will be received for applicable City fees, materials, and staff labor costs as outlined in Table 1; the Downey Chamber of Commerce will be invoiced for these costs. Subsequently, revenues will be disbursed to the appropriate departmental revenue accounts.

Food Trucks: 8 to 1 2 food trucks. Food Trucks will be parked along the route of the parade on the side streets next to Downey Avenue. permit process.

PORTABLE TOILETS: There will be 7 portable toilets and 2 portable ADA toilets throughout the parade route.
