BY: JASON CHACON, DIRECTOR OF PARKS & RECREATION
DATE: NOVEMBER 12, 2024
SUBJECT: APPROVAL OF AMENDMENT NO. 1 TO PROFESSIONAL SERVICES AGREEMENT WITH RMI INTERNATIONAL INC. FOR ADDITTIONAL
PATROL OF CITY PARKS
EXECUTIVE SUMMARY
The City Council will consider approving an amendment to the professional services agreement with RMI International, Inc. The amendment would include additional patrols of City parks, which would amend the scope and budget of the agreement to accommodate the additional services requested.
RECOMMENDATION
That the City Council:
1. Approve Amendment No. 1 to the professional services agreement with RMI International, Inc, in the amount of $268,596 for a 12-month term, for additional patrol of City parks; and,
2. Authorize the City Manager, or his designee, to execute any and all amendments to the agreement as deemed necessary.
BACKGROUND
The City of Downey has contracted for the use of security services to the Downtown Downey area, including the City-owned parking structure, at various Parks & Recreation Department locations, and special events, since 2011.
On May 28, 2024, the City Council approved a two (2) year professional services agreement with RMI International, Inc, after staff issued a Request for Proposals. The agreement included the following scope:
• Community Development Department - Patrolling in Downtown Downey, and within the Downtown Downey public parking structure via foot and acceptable forms of transportation. Total of 135 hours and 20 security guards per week.

• Parks and Recreation Department - Patrolling at Rio Hondo Golf Course, Transit Depot, Barbara J. Riley Community and Senior Center, Downey Theater, various City parks and special/community events.
ANALYSIS
In an effort to increase community safety, staff is recommending dedicated security patrols of City parks after hours. Private security guards can be an effective mechanism to deter crime by providing visible presence, employing active observation skills, and proactive communication of violations with the Downey Police Department.
Security guards would be assigned separate patrol beats and conduct grid pattern patrols covering all 13 City parks, Transit Depot, Rio Hondo Golf Club, and the Downey Cemetery. Through an established monitoring and digital reporting system known as TrackTik, RMI will report real-time activity, guard checkpoints, incident and daily reports, analytics, and will provide photos and videos as-needed for the various City patrol sites.
TrackTik is a leading edge, intuitive security management platform that provides a mobile application tool in the field to assigned security guards. TrackTik allows RMI the ability to gather, manage, and store all security information into a single, centralized framework in real-time, making it immediately available to the City via an online portal. This data will assist the City to continuously review the provided information, to best implement necessary changes to site work plan/s, schedules, and number of guards needed.
If approved, the agreement amendment would include the following;
• Two (2) unarmed guards in two (2) patrol cars performing patrols of City parks and facilities from 10:00 p.m. to 5:00 a.m., seven days a week, including holidays.
These patrols would cover the time period from when parks close until they reopen at dusk.
• One (1) unarmed guard and one (1) patrol car performing patrols of City parks and facilities from 6:00 a.m. to 1:00 p.m., Monday through Friday, including holidays.
These patrols would be focused on parks and facilities that are not staffed by City personnel until afternoon hours.
• One (1) unarmed guard and one (1) patrol car performing patrols of City parks and facilities from 6:00 a.m. to 10:00 a.m., Saturdays & Sundays, including holidays.
These patrols would be focused on parks and facilities during weekend, non- staffed hours.
• The amendment would be for a 12 month period.
It is important to note that these added security services are only a public safety enhancement and not meant to reduce police services. The Downey Police Department will continue to be highly visible and proactive in their patrols and work with security personnel to create a multi-level system partnership to provide the highest levels of security and proactiveness for the community.
