Item No.
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: MATT HEW BAUMGARDNER, DIRECTOR OF PUBLIC WORKS/CITY
ENGINEER
DATE: DECEMBER 10, 2024
SUBJECT: APPROVAL OF A CONSTRUCTION CONTRACT FOR THE WOODRUFF AVENUE STREET IMPROVEMENT PROJECT, PHASE 2 BETWEEN
WASHBURN ROAD AND FOSTER ROAD, CAPITAL IMPROVEMENT
PROJECT (CIP) NO. 14-14B
EXECUTIVE SUMMARY
The City Council will consider approving a construction contract with Sequel Contractors Incorporated for the construction of the Woodruff Avenue Street Improvement Project, Phase 2, between Washburn Road and Foster Road in order to complete street improvements within said portion of Woodruff Avenue including pavement rehabilitation given that its condition has deteriorated and has outlived its useful life as well as the construction of new raised landscaped median islands and active transportation improvements.
RECOMMENDATION
That the City Council:
1. Award Capital Improvement Project No. 14-14B to Sequel Contractors, Inc., the lowest responsive, responsible bidder for the total bid amount of $5,052,110 and waive any and all minor irregularities in the bidding documents as submitted by said bidder;
2. Authorize the City Manager, or his designee, to execute the construction contract with Sequel Contractors, Inc. in the amount of $5,052,110, including any non- substantive extensions, change orders and amendments up to the authorized budget amount of $6,231,321, and
3. Approve an appropriation in the amount of $4,179,081 from Account No. 15-1- 6711-0520.
BACKGROUND
The City's Pavement Management Program (PMP) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. The City's PMP evaluates,

PAGE 2
ranks, and prioritizes each City street segment based on surface conditions (cracking, surface failures, etc.), pavement structural strength, ride quality and other field observations. Street segments earmarked for improvements are identified as priorities based on the condition of the pavement for the given street segment relative to the pavement condition of other street segments throughout the City.
The arterial and residential street segments in each area identified as priorities for improvements are either in a state of minor deterioration and can be inexpensively repaired with minor maintenance methods such as slurry seal, cape seal, or overlay, while, other arterial and residential street segments identified have deteriorated to a state of disrepair beyond what ordinarily could be handled through routine street maintenance practices and, therefore, must be reconstructed. Ultimately, the pavement rehabilitation on these street segments will raise the condition of the pavement to an acceptable standard and will extend the infrastructure's life by 20 years.
In addition, the City desires to implement aesthetic enhancements along the Woodruff Avenue corridor between Imperial Highway and Foster Road to create a more aesthetically pleasing gateway into the City as well as promote active transportation along the corridor. The project limits are shown on the attached location map (see Attachment A).
ANALYSIS
On September 24, 2024, the City Council approved plans and specifications and granted authority to advertise the subject project for bids (Attachment B). A copy of the project specifications is available for review in the Public Works Department. The proposed street improvements include pavement rehabilitation and reconstruction, the construction of raised center median islands with landscaping, irrigation, the installation of a City entry monument sign immediately north of Foster Road, the replacement of the hardscape material within the frontage road islands on the west side of Woodruff Avenue with landscaping and irrigation, the repair of existing concrete sidewalks, curb and gutter, driveway approaches and ADA compliant curb access ramps; and the replacement of striping and pavement markings (with bike lanes) and signage.
The project was posted on Planet Bids on October 10, 2024, advertised in the Downey Patriot on October 17, 2024 and October 24, 2024 and published in various trade publications. On November 7, 2024, the City received seven bids electronically through Planet Bids ranging from $5,052,110 to $6,369,000. This range is in excess of the original engineer's estimate on the project of $3.1 million. Over the last year, pavement rehabilitation projects on arterial roads that require full removal and reconstruction of the pavement have seen significant increases as a result of asphalt and concrete materials, excavation and disposal costs, and sharp increases in labor prices. As a result, staff is requesting use of available American Rescue Plan Act (ARPA) funds to complete the project. These funds were previously allocated to the Water Fund as one of the four

approved uses; however, staff has recently worked with the federal granting authority to convert them so that they are now eligible for General Fund purposes. The bid results were as follows:
CONTRACTOR LOCATION BID AMOUNT
Sequel Contractors, Inc. Santa Fe Springs $5,052,110
All American Asphalt Corona $5,113,063
Toro Enterprises, Inc. Oxnard $5,299,850
Hardy & Harper, Inc. Lake Forest $5,550,000
Access Pacific, Inc. Pasadena $6,165,919
Gentry Brothers, Inc. Irwindale $6,266,950
Onyx Paving Company, Inc. Anaheim $6,369,000
The lowest responsive and responsible bidder is Sequel Contractors Incorporated in the amount of $5,052,110 (Attachment C). Staff reviewed the bid proposal and references provided by Sequel Contractors, Incorporated and found that said contractor has satisfactorily completed similar projects for the Cities of South Gate, Seal Beach, Inglewood, and Downey. In addition, Sequel Contractor’s State contractor’s license is “current and active,” is registered with the California Department of Industrial Relations (DIR) for Labor Compliance, and its Disadvantage Business Enterprise (DBE) Good Faith Effort was found to be acceptable. Therefore, staff recommends that the City Council award a contract to Sequel Contractors, Incorporated for the construction of the Woodruff Avenue Street Improvement Project, Phase 2, CIP No. 14-14B.
Construction for Phase 2 is anticipated to begin in January 2025 and be completed by June 2025. This closely follows Phase 1 construction, which is currently underway on Woodruff Avenue between Firestone Boulevard and Washburn Avenue.
This project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under Section 15301(c), Existing Facilities and is categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under section 23 USC 326.
