Item No.

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: OFFICE OF THE CITY MANAGER
BY: JAMES MCQUEEN, DIRECTOR OF HUMAN RESOURCES

DATE: DECEMBER 10, 2024

SUBJECT: ADOPTION OF HOURLY PAY RANGES FOR THE POSITIONS

DESIGNATED AS TEMPORARY/PART-TIME AND THE

TEMPORARY/FULL-TIME POSITION OF AMBULANCE OPERATOR

EXECUTIVE SUMMARY

The City Council will consider adopting a Resolution increasing the salary ranges for temporary/part-time positions and the temporary full-time position of Ambulance Operator in connection with the upcoming State increase in minimum wage.

RECOMMENDATION

That the City Council:

Adopt Resolution No. 24-8280, updating the hourly pay schedule for positions designated as Temporary/Part-Time and the Temporary/Full-Time position of Ambulance Operator.

BACKGROUND

Labor Code Section 1182.12 requires the State of California to make a determination and certify to the Governor and the Legislature on an annual basis whether an adjustment for inflation is to be applied to the minimum wage after the minimum wage reaches $15 per hour. Pursuant to this section, the labor code requires minimum wage to be adjusted annually for inflation by the lesser of 3.5 percent or the rate of change. This adjustment is specified by the United States Bureau of Labor Statistics non-seasonally adjusted United States Consumer Price Index for Urban Wage Earners and Clerical Workers (U.S.

CPI-W).

ANALYSIS

The State of California Department of Finance has calculated the U.S. CPI-W for the 12- month period from July 1, 2023, to June 30, 2024, to have increased by 3.18 percent compared to the prior 12-month period. As a result, the State of California has determined that the minimum wage shall increase to $16.50 per hour effective for all employers on January 1, 2025. This resolution will increase the City’s established pay ranges to comply with this new minimum wage rate. Additionally, the City’s other temporary/part-time and

2 temporary full-time positions salaries will also be adjusted proportionally to the minimum wage increase to maintain existing differentials between positions.

This resolution will remove the temporary/part-time position of Education Coordinator, which was reclassified to full-time during the last budget cycle.

This Resolution will also increase the pay range for the position of Park Ranger.

Recruitment and retention for this position has been difficult and increasing the compensation will help to increase interest in the position. Upon adoption the current payrate for the Park Ranger position of $16.3359 to $20.1129 per hour will be increased to $18.0000 to $22.0000 per hour. This rate of pay is consistent with the payrates of other similar position with other agencies.

Staff recommends implementation of the hourly pay ranges effective December 23, 2024, as required by the State of California and as proposed in the attached Resolution.

CITY COUNCIL PRIORITIES

Fiscal Responsibility

FISCAL IMPACT

Approval of the recommended action will result in an expenditure of approximately $102,000 for the remainder of FY 2024/2025. Sufficient funds have been included in this year’s budget to cover these increased costs.
