Item No.
TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL
FROM: OFFICE OF THE CITY MANAGER
BY: JAMES MCQUEEN, DIRECTOR OF HUMAN RESOURCES
DATE: DECEMBER 10, 2024
SUBJECT: CLASS SPECIFICATION REVISIONS AND ESTABLISH COMPENSATION
FOR THE POSITION OF FINANCE MANAGER
EXECUTIVE SUMMARY
The City Council will consider adopting a Resolution adopting classification specification revisions and establishing compensation for the Finance Manager position. This position was previously upgraded to Assistant Director of Finance in April 14, 2015. Due to recent operational restructuring within the Finance Department, the reinstatement of the Finance Manager position is necessary to effectively manage the Department’s operations. No additional staffing is being added with this change.
RECOMMENDATION
That the City Council:
Adopt Resolution No. 24-8281, adopting classification specification revisions for the position of Finance Manager and establishing compensation for the position.
BACKGROUND
In 2015, the Finance Manager position was upgraded to Assistant Director of Finance to accommodate increased responsibilities and complexity of the role. However, recent operational changes within the Finance Department have necessitated the reinstatement of the Finance Manager position. The new position will be responsible for overseeing the day-to-day operations of the Department, including accounting, accounts payable, payroll, accounts receivable, utility billing and collection, general ledger reporting, and grant administration.
ANALYSIS
The restructuring of duties and responsibilities to meet the operational needs of the Finance Department has necessitated revisions to the class specification. As part of the department’s review of operations, the higher-level position of Assistant Finance Director is proposed to be reclassified to Finance Manager. This position will now primarily be responsible for managing the day-to-day operations of the Department, including
