Ninety percent of the cost of this purchase will be covered through the Assistance to Firefighters Grant that was awarded to the Downey Fire Department on July 8, 2024
RECOMMENDATION
That the City Council
Authorize the City Manager, or his designee, to purchase forty self-contained breathing apparatus units and related equipment in the amount of $332,638 from All Star Fire Equipment
BACKGROUND
The Assistance to Firefighters Grant (AFG), supported by the Federal Emergency Management Agency (FEMA), is a competitive grant program that is focused on enhancing the safety and operations of firefighters nationwide, On July 8, 2024, Downey Fire Department was awarded a federal grant in the amount of $358,928 through the AFG. This award was subsequently approved by the City Council on July 23, 2024 Immediately following the acceptance of the grant award, staff began researching the equipment that would meet the current and future needs of the Downey Fire Department.
The specific eligible equipment awarded through the grant includes the self-contained breathing apparatus (SCBA) units used by firefighters when entering atmospheres that are immediately dangerous to life and health (IDLH). The SCBAs and related equipment are the primary means of respiratory protection worn by firefighters. Units currently in service were purchased in 2011, with an estimated lifespan of 15 years. changes to federal requirements in 2018 and again in 2023 have increased the protective margin required of this equipment. All models under consideration meet or exceed the 2023 standards and will serve Downey Fire Department throughout their expected lifespan
ANALYSIS
The narrow scope of the grant award required Downey Fire Department personnel to focus on the two major manufacturers of respiratory protection equipment for firefighters.
Both 3M/Scott Safety and MSA Safety produce equipment that meets the current national standards. Research conducted by staff revealed that both manufacturers have single vendors that serve the Los Angeles region. 3M/Scott Safety is distributed by All Star Fire Equipment and MSA is distributed by L.N Curtis and Sons. Working with these two vendors, product demonstrations and functional tests were scheduled with firefighters.
This testing was conducted with a representative sample of Downey Fire Department personnel over the course of several days
After thorough functional testing, it was determined by survey that Downey Fire Department personnel overwhelmingly preferred the fit, features, and performance of the 3M/Scott Safety equipment. A total of 88.9% of personnel that participated in the testing reported favoring this product over its competitor. In response to this overwhelming data staff contacted the vendor, All Star Fire Equipment, to discuss pricing options Working with the vendor, Downey Fire Department received approval from the manufacturer to be included on a major order being placed by Cal Fire, Taking advantage of this piggyback opportunity, Downey Fire Department will be receiving pricing that reflects a discount of up to 27% off of the manufacturer’s suggested retail pricing If approved, Downey Fire Department will immediately begin processing the vendor’s quote for purchase. After receipt of all equipment, established purchasing procedures will be followed. Grant reimbursement will be processed after the purchase is completed . The terms of the AFG grant call for a cost share agreement in which FEMA will reimburse the City 90% of the total purchase price
If grant funds remain after fulfillment of the original award , a modification of grant terms can be requested through FEMA. Doing so would allow for additional, related equipment to be acquired through the same process. Based off the current equipment quote, it is estimated that $23,670 will remain in available funds after this purchase. The top priority for the use of these funds will be pursuing the replacement of the four remaining SCBA units currently in the Department inventory that are not included in this grant award, This will ensure uniformity of safety equipment across all Department positions. It is the intention of Downey Fire Department to utilize all availabEe grant funds to enhance the safety of firefighters.
