I know that Seacca is presenting their report today, which I plan to attend, but I'll say right off the bat that it is not Seal responsibility to solve all of the animal problems in Downey - it is OUR responsibility, We need our community members and the City of Downey leadership to come together and come up with long term solutions for resolving our animal overpopulation problem.
It starts with education.
We need our community members to understand the importance of spaying/neutering our pets AND the animals that we encounter that are unowned or semi -owned.
ALL PETS AND FREE -ROAMING CATS MUST BE SPAYED/NEUTERED. There is no other way! Here are the actions I'm requesting:
dogs and cats. It needs to be encouraged constantly. We need neighbors to take (Some) (shared) responsibility for _*Tra/nim itpring frPP-rnAMih.e, cats in their own neiii hborhoods It doesn't matter if the cats don't have embrace TNR programs (Trap, Neuter, Release) for Free -Roaming cats. We need to promote training programs and resources for "borrowing" humane traps for TN R

Subject: Request for Pedestrian Safety Measures at Edith Unsworth Elementary Dear City Council Members,
I am writing to formally submit a public comment regarding urgent safety concerns at Edith Unsworth Elementary, which I hope can be addressed in your upcoming council meeting.
I'm Breon Waters 11, a parent at Edith Unsworth Elementary. We urgently need the council's support to address safety issues at our school's crosswalks. Despite being a T-junction where three roads meet, only one road has a stop sign, This lack of proper signage, combined with cars regularly parking in and blocking the crosswalks, creates dangerous conditions for our children during drop-offs and pickups.
I urge the council to help us make our crosswalks safer by installing additional stop signs and appointing a crossing guard To better illustrate these challenges, I have documented the conditions we face daily, which can be viewed at this link. Unsworth Elementary Crosswalk Safety Footaae
Sincerely,
Bneon Waters 11

Subject: For your consideration- Public comment for tonight's City Council meeting Im.
I have taken this grievance to the entities of the City vendor (Citation Processing Center), City Clerk office, and here I am before City of Downey City Council.
I have been disputing a parking ticket originally thought to be issued in error in September 2024. Me requesting clarifying details 11 began disputing the late fee because there would be no tardiness if a ticket had been placed on the car, if my requests to the city vendor were each addressed in their response, and if 11 was not made to go in person to speak to to officers to eventually speak to the City vendor's oversight (Sgt. M. Hernandez) with him producing photographic proof of violation on second contact when the same request had been made of the vendor twice before and within the response deadlines. Yesterday a delinquent parking citation so! am reminded that the City Clerk l was working with has not gotten ack tome. This is the most recent communication which i printed for her:
11/15/24
I originally was requesting that my citation be reopened and that my hearing request be honored. Upon pressing City of Downey Sgt. M. Hernandez to provide photographic proof of violation, I learned that my car was indeed parked on Nada Street.
What I arn now disputing is that my original and subsequent requests for photographic proof went unresponded to causing me to lose days during the citation contest pe6od. 11IMMO
* Citation for parking violation dated 9/9/2024.
* Citation was mailed via LISPS with envelope date stamped 9/12/2024. Mailed citation at -lived the week of 9/16/2024. Printedproof Provided to City, Clerk.
Appeal and request for photos to Citation Processing Center sent via LISPS or their online platform..
0 Response letter from the Citation Processing Center pertaining to appeal and photos request had "Mailing Date" of 9/18/2024, Response letter arrived the week of 09/23/2024. a Hearing request form, second request for photos, and request for indigent form signed 10/2/2024 and mailed 10/5/2024. My response due date to the Citation Processing Center in
Newport Beach, CA was 10/09/24. Copies of mailed content provided to City Clerk Printed proof of mailing provided to City Clerk.
• Response should have arrived by now. On 10/25/24 I checked status on the Citation Processing Center website to see that the citation had closed without my hearing request being acknowledged.
Sereenshot attached. I find nothing on their FAQ page or any City of Downey webpages about how to challenge this.
• At a loss for what to do, I located a title, name, and number for someone within City of Downey leadership who may have oversight of the Citation Processing Center (Field Operations, Sgt. M.
Hernandez, 562-904-2342). I left a voice message on 10/25/24 at 3:25 pm. Printed proof provided to City Clerk
• On 10/29/24 at 1:55 pm again left a voice message for Sgt. M Hernandez. Printed proofprovided to City Clerk.
• On 11/13/241 went in -person and spoke with two officers; one telling me that I might not be able to speak with him, but maybe his secretary; and the other letting me know that I could wait 5110 minutes for somebody. Sgt. M. Hernandez himself would eventually produce a printout of the image I sought back in mid -September. He said there was nothing for me to do other than pay the $70. I press him and he - -would relay that going to -the City Hall building to speak to somebody may be another option. • On 11/13/241 spoke with a city clerk who would be in contact with other entities to provide a response to me.
- • On 11/14/24, a rep from Citation Processing Center left a message stating that nothing can be done for. the additional charges. The full $70 is due. I did not accept this. • On 10/15/24, I am leaving all of my correspondence documentation for consideration. I insist that 1} the original fine amount be reinstated or 2) to be provided information on who/ what next to approach to continue challenging the City's vendor's business process. This printed letter was provided to a City Cleric
I am requesting that my citation be set back. to the original amount as if the photo was provided upon first request which was made within the 21-day contest/ pay period and ignored by the vendor Citation Processing Center.
Thank you.
.Michelle Smith, Re: City of Downey citation # DW020019618 have experienced denials, delays, defence from the City's vendor and City employees in my attempt to have my financial indigent form request be honored and the fine reset to its original amount. Should City of Downey City Council have feedback prior to me going to State -level officials, I welcome it.
Thank you.
