SUBJECT: ACCEPTANCE OF WORK FOR THE ALLEYS NORTH OF FOSTER ROAD PAVEMENT REHABILITATION (CIP) NO. 23-02
EXECUTIVE SUMMARY
The City Council will consider accepting the work for the Alleys North of Foster Road Pavement Rehabilitation Project as shown in the attached Project Location Map (Attachment A). Further, the Council will consider approving Sequel Contractors Incorporated’s final construction contract amount of $817,607 and authorizing the Director of Public Works/City Engineer to file a Notice of Completion with the Los Angeles County Registrar-Recorder/County Clerk. The Alleys North of Foster Road Pavement Rehabilitation Project has been completed in accordance with the approved plans and specifications. Staff recommends that the City Council accept the project as complete.
RECOMMENDATION
The City Council:
1. Accept the work for the Alleys North of Foster Road Pavement Rehabilitation Project, CIP No. 23-02;
2. Approve Sequel Contractors Incorporated’s final construction contract amount of $817,606.69; and
3. Authorize the Director of Public Works/City Engineer to file a Notice of Completion for the project with the Los Angeles County Registrar- Recorder/County Clerk, indicating the work is complete and has been accepted by the City.
BACKGROUND
On February 27, 2024, the City Council approved plans and specifications for the Alleys North of Foster Road Pavement Rehabilitation Project, CIP No. 23-02, and granted authority to advertise for construction bids. On May 28, 2024, the City Council awarded a construction contract in the amount of $837,506 to Sequel Contractors, Incorporated.

Construction commenced on July 8, 2024, and the project was completed on October 11, 2024.
ANALYSIS
The Road Pavement Rehabilitation Project consisted of the removal of existing asphalt or concrete pavement, placement of asphalt or concrete pavement, construction of concrete gutters to facilitate drainage, adjustment of various utility manhole and valve box covers to grade, and signage. In addition, uplifted, damaged, or non-standard curb, gutter, cross gutters, sidewalk, driveway approaches, and curb access ramps were replaced in order to comply with the latest Americans with Disabilities Act (ADA) requirements. The final construction contract amount was $817,607.
In addition, a change order resulting in $15,785 of additional costs was approved for the tree trimming at various locations not shown on plans to create enough overhead space for the construction equipment to safely access the site.
The Alleys North of Foster Road Pavement Rehabilitation Project has been completed in accordance with the approved plans and specifications. Staff recommends that the City Council accept the project as complete.

The final cost of the construction contract is $817,607. The total project cost is $1,040,024, broken down as follows:

There is sufficient fund balance for the recommended actions. The budgeted CIP funds for this project are provided in the table below. Savings in the amount of $96,424 will be available for reprogramming.
