Item No.

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: OFFICE OF THE CITY MANAGER
BY: AUSTIN RAMIREZ, DIRECTOR OF ECONOMIC DEVELOPMENT

DATE: FEBRUARY 11, 2025

SUBJECT: APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH THE

DOWNEY CHAMBER OF COMMERCE

EXECUTIVE SUMMARY

Since 2012, the City and Chamber of Commerce have entered into annual Professional Services Agreements for various civic and business services. The City Council will consider approving the attached Professional Services Agreement with the Downey Chamber of Commerce to promote civic and business services for fiscal year 2024-25.

Examples of services include promoting the local business community, hosting monthly networking events for civic and business leaders, supporting business recruitment and retention efforts, providing business access to various resources, and coordinating annual Special Events (Street Faire, Firecracker Festival, and the Christmas Parade).

RECOMMENDATION

That the City Council:

1. Approve the Professional Services Agreement with The Downey Chamber of Commerce to promote civic and business services for a total contract amount of $35,000, and;

2. Authorize the City Manager, or his designee, to execute the agreement with the Downey Chamber of Commerce, including any non-substantive extensions and/or amendments.

BACKGROUND

On an annual basis, the City of Downey and the Chamber of Commerce enter into a Professional Services Agreement (PSA), outlining performance expectations, including promotion of businesses throughout the City for business attraction and retention, and the provision of informational and promotional services. These agreements have been executed since 2012, with the previous PSA for Fiscal Year 2023-2024 executed on June 13, 2023. City staff and the Chamber’s Executive Director have developed a proposed agreement for Fiscal Year 2024-2025 that includes civic and business services valuable to the community.

2 ANALYSIS

As further described in Exhibit A of the attached PSA, civic and business services for Fiscal Year 2024-2025 include, but are not limited to:

• Providing business resources and information to the general public and business owners
• Providing promotional, advertising, and marketing assistance to businesses in Downey
• Hosting events and programming to welcome new businesses and provide networking opportunities
• Coordinate city-wide annual special events, including the Street Faire, Firecracker Festival, and Christmas Parade.
• Supporting business retention, expansion, and recruitment efforts • Referring businesses to appropriate resources such as workforce programs or capital access
• Providing quarterly updates to the City Council regarding Chamber activities

The contract amount is proposed to increase by $2,000, for a total amount of $35,000.

Staff reviewed the annual contract amounts going back to 2012 and this is the first increase in the period since. The costs to provide the Chamber of Commerce’s civic and business services has increased since 2012, including special events fees, staffing expenses, and materials and programming fees. The proposed increase supports the continuation of these valuable services to the community.

The PSA was also revised to update reporting requirements, add the new Firecracker Festival to the list of annual events, and remove outdated deliverables (such as assisting with the creation of a Downtown Business District).
