Item No.

TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL

FROM: OFFICE OF THE CITY MANAGER
BY: SCOTT R. LOUGHNER, CHIEF OF POLICE

DATE: FEBRUARY 25, 2025

SUBJECT: PURCHASE OF SMITH AND WESSON M&P 2.0 FIREARMS

EXECUTIVE SUMMARY

The City Council will consider approving the purchase of 86 Smith and Wesson M&P 2.0 firearms and red dot sighting systems. The Police Department is transitioning to this firearm to provide the best quality firearm system for its officers. This purchase also takes into account the recent increase in staffing positions.

RECOMMENDATION

That the City Council:

1. Approve the purchase of 86 Police Department issued service pistols in the amount of $132,256 through ProForce; and

2. Authorize an appropriation in the amount of $132,256 from the Measure S Equipment and Capital Improvement Fund.

BACKGROUND

In the last decade, law enforcement has changed significantly, including the equipment used by law enforcement officers. The Police Department has evaluated and changed its Department issued service firearm, as new technology and research throughout the industry has evolved. More specifically, changes in the production of semi-automatic pistols has expanded the quality of the pistols available to law enforcement. Not only have the quality of the firearms, to include the trigger pull and material of the firearm from a metal polymer mix to a full metal frame and slide, improved but the available sighting systems has expanded and progressed making them more accurate and reliable.

After meeting with the Department Range Staff and reviewing industry standards and innovations, it is the consensus of Department staff to transition the department-issued service pistol from the Glock 17 chambered 9mm to the Smith & Wesson Military and Police (M&P) 2.0 chambered in 9mm, metal handgun.

ANALYSIS

The Smith & Wesson Military and Police (M&P) 2.0 chambered in 9mm, metal handgun differs from the current department issued pistol, in that it has a flat trigger, not a curved or hinged trigger. The curved trigger has a pivot point, which can drive a shot off target, where the flat trigger has a more linear trigger pull, increasing accuracy.

Additionally, staff recommends the Department also transition to the use of Red Dot Sight Systems (RDS). The RDS is a separate piece of equipment attached to the firearm changing from traditional iron sights to a visual picture window. The RDS’s provide two clear benefits: they consistently show increased accuracy at a distance and change the officer’s visual focal point to improve real time decision making.

Traditional iron sight shooting has historically been taught with the emphasis of focusing on hand gun sights, more specifically on the front sight of the hand gun and placing it perfectly between the rear sight of the handgun. During a critical decision-making moment, officers must rotate their attention from the threat to their sights for alignment and accuracy, which can reduce the officer’s ability to assess the threat in front of them in real time. With the use of an RDS, Police Officers will transition to target-focused shooting. By focusing on the target or threat, the officer can continually assess for the visual activity or watch and read a suspect’s actions and behaviors, while simultaneously trying to acquire and maintain a good sight picture. This provides more information and better assessment to determine a shoot or no shoot scenario.

The Department requested quotes from three known vendors of these handguns. The quote included the cost to outfit all current officers transitioning to this firearm, and all future employees, including the 12 new Police Officer positions recently approved by the City Council. Additionally, the quote includes the necessary hardware, tactical lighting system, pressure switches, and mounting plates, along with the holsters required to outfit the new service pistols with the RDS

Two of the companies provided similar pricing, while the third company stated that due to the quantity needed, they could not provide a competitive price. Due to competitive pricing and the pre-established purchasing relationship, the Department recommends the purchase of these firearms through ProForce.
